A quorum (3 or more) present the following action was taken by
the committee:.
Copies of the 1981-82 Audit were distributed for review. The
auditors.will present their report at the December 21st Council
meeting.
Discussed a rough draft of a letter to the County Commissioners
in response to a letter from them regarding how we budgeted the
vehicle license fee reimbursement from the State. The Revenue
Oversight Committee had contacted the commissioners because
other local taxing jurisdictions have overlooked this in their
1982-83 budgets and consequently have overtaxed the people in
their areas.
Discussed Cam Calvert's request for a list of the City's Utility
billing customers. He would like a list for mailing purposes.
The committee recommends a fee of $100.00, and Don Hackmann will
yam' check with Joe Bradley to see if we can legally make the list
available and if so, is a resolution required.
Don Hackmann.reported that because of.litigation, there will
be no corporation license tax'this year. This will decrease
our budgeted revenue by $15,600.0'0.
Discussed the Federal Aid Urban System. The actual money is
not available until 1984-85-86. We are on a waiting list and
the money is on the books only.
Discussed a DNRC grant to line the ditches north of town. We
requested $3.00,000 but the maximum that any applicant can receive
is $125,000. Several hundred applications were received and they
ranked 83. Laurel was ranked 16th out of the 83.
Discussion regarding the application of a DNRC loan or Coal
Severance loan for the balance of $175,000.
After further discussion the committee recommended to stay within
the $125,000 grant, and Larry Peterson will contact the ditch
companies to see how much they are willing to participate.
Discussion regarding what to do for the City employees for
Christmas. It was.recommended to exclude elected officials
except for the City Treasurer because she has other assigned
duties.
Motion b Bob Gauthier to purchase a $20.00 gift certificate for
each employee and distribute with the pay check on December 30,
1982, seconded by Lonnie Kellogg. Motion carried.

Revenue Oversight Committee
Gentlemen:
In response to your.letter and.request from the Revenue
Oversight Committee,-we want to assure you that the City of
Laurel did not levy any mills in excess of that which is author-
ized by-law. We took into consideration the Motor Vehicle Dif-
ferential reimbursement from the State.
The total mills levied for all funds in fiscal year 1982-83
remained the same as 1981-820 which was 11.#4 mills. As you can
see in the following comparison, the new method is about $10,000
short of the previous distribution.

114 mills @ $5,734.47 = $653,729.58
1982-83 fiscal year
114 mills @ $5,221.42 = $595,241.88

Enclosed is a copy of our certified mill levy for the
current fiscal year.
