A quorum (3 or more) present the following action was taken by
the committee:
The committee met to discuss the motor vehicle flat fee
received from the County, and the motor vehicle differential
reimbursement received from the State.
There appears to be some problem with th.e budgeting of these
two items for 1982-83.
The City of Laurel did budget for the State reimbursement;
and it was thought.at the.time that the flat fee was included
in the mill levy, but apparently it is NOT included. What
the legislature is saying now is that we have.overtaxed, and
a refund or credit on the 1982 second half taxes is due the
taxpayers.
Senate Bill 384 has passed the Senate and the House, but as of
this date the Governor has not signed it. There is talk that
the Governor is being urged not to sign the bill because
of the administrative hassle of giving refunds and credits.
It will cost the taxpayers more now instead of waiting and
adjusting next year's mill levy.
Just about every government entity in the State overlooked
this in their 1982-83 budget, mainly due to the]a.ck of in-
formation when the motor vehicle licensing system was changed.
The consensus of the committee and others who attended the
meeting is to wait and see if the Governor does in fact sign
the bill-and then go from there. Don Hackmann will then
contact the County Treasurer and also give them our adjusted
mill levy (from 114 to 101).
There is still an uncomfortable feeling in all of this,
mainly due to the fact that we are not sure we will collect
all of the money because it is only an estimate and a new
system.
