the following action was taken by
The Committee reviewed the 1990-91 audit proposals which
were.opened at the May 7th Council meeting. Three bids were
received as follows:
Jackson, Potter & Co. $7,200 270 man hours
Steve Cosner, CPA $7,500 180 man hours
• Wendell Stanton & Assoc. $8,000 200 man hours
(alternate bid for a 3-yr.
contract at an annual fee
of $7,500)
All three bidders were represented at this meeting.
Dick Potter indicated that his firm does not have any
previous experience in governmental audits.
Steve Cosner has about 10 years experience in governmental
audits, which includes the past few years auditing the City
of Laurel.
Larry Hoffman said that his.firm has done governmental
audits for several years.
Discussion regarding the $300.00 difference between the
bid of Jackson, Potter & Co. and Steve Cosner.
The Committee considered the difference in governmental
auditing experience and the man hours required to perform the
audit. Since Steve Cosner is acquainted with the City's books
it would take him fewer man hours to complete the audit and
thereby taking up less City staff time.

Motion by Bruce Teeters, seconded by L.D. Collins to recommend
that the 1990-91 audit be awarded to Steve Cosner, CPA, in
the amount of $7,500. Motion carried 4--0. (This is $1,000
less than last years)
Approved purchase requisitions as follows:
General Fund
Hand dryers for Park restrooms $ 600.00
Diving board for swimming pool 1,200.00
Garbage Fund
6 tires for G-1 1,675.00
Reviewed the following 1991-92 preliminary budgets:
Water Fund
. Made additional-cuts of $10,400 and added hn expense line
item for service tap fee of $5,400, which is the result of
SB 407.
(Senate Bill 407- This bill was introduced as a result of
recommendations of a Public Water Supply Task Force to provide
funding from fees for the Public Water Supply Program. The
funding would be used for additional staff to enact the extensive
new requirements of the federal Safe Drinking Water Act Amendments
of 1986. Tn its final form, the bill provides that DHES may
assess fees up to $2.25 per public Water Supply service connection
per year for the next biennium, and $2.00 per connection thereafter.
The minimum fee would be $50 for transient non-community public
systems and $100 for all other public systems. The bill also
provides for 1) administrative and civil penalties, 2) rulemaking
to address viability of public water and wastewater systems
prior to approval by DHSS, 3) rulemaking to establish fees
for review of plans and specifications, and, 4) removal of
the existing limit of $48 per lot for subdivision review.
A late amendment was also added to the bill that would allow
a sewer district to provide service to an area outside of the
district without annexing that area. The bill becomes effective
October 1, 1991.

More cuts still need to be made in-the''garbage fund.
The next meeting is scheduled for Tuesday, May 14th to
review the FAP and Fire Department budgets.
The meeting was adjourned at 6:30 p.m.
