ASPHALT SUPPLY REVIEW COMMITTEE
DATE June 3 1986 -TIME __2 i2m
PLACE OF MEETING Council Chambers
A. Members present: Chairman Donna Kilpatrick
Etpye-Duganz L. D. Collins , Joe Bradley, Elaine Riesinger
Scott Stanaway, Glenda Kaufman
8. Other's present: Kathleen Behm ,
A quorum (3 or more) present the following action was taken by
the committee:
Scott explained the procedure concerning the leasing of Burlington
Northern land. It takes time. He had inquired about a parcel of
land in the MOssmain Industrial sites and also on the east side of
5th Avenue. He said the company will continue to look into leasing
the land and will study the cost factor.
A suggestion was made by L. D. Collins that the company consider
supplying a driver to take the trucks into the plant and avoiding
any more problems with trucks driving on boulevards and sidewalks.
L. D. Collins will check with the plant manager concerning the
location of the charcoal filters within the mist-eliminator. A
side-by-side arrangement may be more efficient than the present
system. Also, would using a water bath help?
Building permits have not been taken by the company. A discrepancy
does exist between the amount of value declared on the building
permits the company holds and the declared value of the property.
Scott asked about checking with Ed Wadington, a chemical engineer,
concerning a chemical evaluation of the operation. Joe Bradley said
he would try to contact Mr. Wadington again.
Glenda Kaufman asked that if the trucks continue to drive on the
boulevard, could a cement barrier be erected there.
Asked if he had an estimate for the moving of the tanks, Scott
said he didn't know. It was a verbal estimate and he couldn't
quote that but he would check on this.
Joe Bradley again reminded the company that the July 1st date for
the Council's re-consideration of the company's license is almost
here and the company is going to have to show the Council they have
made some effort in attempting to solve the problems. Complaints
are still being received daily from residents of the-area and as
of this date no trucks have been loaded.
The committee questioned the stack system on the blending tank.
A change was made on that system this spring but the efficiency
of that change was questioned. Could the filtering be done on
the ground level and the stack eliminated?
Next meeting will be June 18th at 2 pm.
Respectfully submitted,
?f? Donna Kilpatrick, Chairman 6??
