A. Frickel, 220 6th Avenue, Laurel Peg Kamerzel, City Treasurer Minutes of previous meeting approved payment: Engineering Department in services in October. F- 1 L J HOME OCCUPATIONS: as sent tout. Bills approved for the amount of $200 for administrative A. Frickel, 220 6th Avenue, Laurel, wants to have a small craft and hoppy shop in the garage next to the alley. This will be a hobby shop no walk--in customers. No sign.. Sales will beat malls, crazy days, etc. Motion to recommend approval from Joe Bradley, seconded by Bus Roberts. Passed 7--0. Ken Szillat, 1173 Ridge Drive, Laurel, desires a home occupation for furnace and air conditioning service, sales and installation. (,See minutes of 9/13/84 Planning Board). 1-2/3 acres. Furnace service work - go to customers' homes. Duct work done in home. No sign. May build a shop later. Motion to recommend approval of service work by Joe Bradley, seconded by Ed LaPrath. Passed 6--1. FILE #PB84-17: A special review has been requested on Lots 15 & 16, Block 3, Mal-it Subdivision, R7500 zone. The owner proposes a family daycare home. The property is located at 1030 7th Avenue, Laurel, MT. Cynthia Peterson spoke for home daycare, up to 6 children (strangers plus her own 2 kids). Signatures of 45 petitioners received in support. Daycare would be from 7 am.to b:30 or b pm, 5 days per week. Chart submitted showing location of owners who signed petition (purple), those not contacted (pink), refused (white). Other business on block: Rimview Dance, RAM Enterprises, one more. No adults, only kids. Lee Friedt, 1034 6th Ave., spoke in protest. Asked questions regarding future development. Pamela Steiner, 1026 6th Ave., spoke in protest. Subdivision restrictions prohibit businesses; traffic is congested now; garbage is big problem in neighborhood; afraid children will enter her `4 lawn. No fence in r'ront yard of Peterson home. Noise is problem. ?o Peterson rebuttal: 6 ft. wooden fence will be placed in back yard between Steiner's yard. No children under age z. No diapers. Initially 3 neighbor kids will be cared for, so no-great traffic in- crease. Cal Cumin stated that special review actually not needed. Less than ( kids are involved. Treat like home occupation. Meets criteria. Motion to recommend approval by Ken Christian, seconded by Ed LaPrath. Approved b--l. This will be re-advertised and pre- sented for Council approval on November 7th. Board recommends to Council that protests be received at future public hearings. COUNTY PLANNING: Tentative Yellowstone County Planning agreement presented by Cumin. Cumin directed to follow up with County expres- sing Laurel's willingness and desire to participate. SIGNS: Proposed sign ordinance to be put on agenda for next meeting. I believe our local planning board has worked efficiently and competently in addressing growth and change in Laurel and within the jurisdictional area. The City supports your efforts to bring planning to all those other areas of Yellowstone County that are not served by any board. The county -wide board will be useful in an advisory capacity to the Laurel board. We look forward to helping you with the larger planning issues.
