CITY-COUNTY PLANNING BOARD April 11, 1985 Members present: Dr. John Hawley Smith, President, City Rep. Grace Edwards, County Rep. Ed LaPrath, County Rep. Marvin Carter, City Rep. Also Present: George.Fox Tim Grady Bryan Conner Cal Cumin #85-02 PUBLIC HEARING A zone change has been requested on the unplatted area remaining..between-Village-Subdivision, 2nd Filing, Highway #10, Maryland Lane and Milwalkee Road, Yellowstone County, from Residential Mobile Home Zone to allow Highway Commercial (HC) Zone. The owner proposes mini storage buildings. Petitioner present. No protests received. There being no quorum present, no decisions could be made. Bills approved: Public Works Department in the amount of $200 for administrative services. HOME OCCUPATIONS: Tim W. Grady, 2206 Atchison, desires a home occupation to repair air conditioner/heating systems. He goes to peoples' houses to do the repairs. No on-site storage.. Motion from Joe Bradley to recommend approval, seconded by Ed LaPrath. Passed unanimously. Bryan Conner, 1019 13th Avenue, would like to use his garage as a shop to install auto glass of all kinds. Trash goes to dump. Cal Cumin recommends denial. Motion from Bus Roberts to recommend denial, seconded by Joe Bradley. Motion to deny passed with Marvin Carter voting "NO." Imre Meszaros, 912 1st Avenue, desires to have a mail order/photographic service. 15% of house is a darkroom without any interference of normal activities. Post office box will be obtained for the purpose of marketing the recipes. Will not have a studio at the house. Motion from Joe Bradley to recommend approval, seconded by Marvin Carter. Will now be advertised for a public hearing by the Laurel City Council for June 4th. GEORGE FIGGINS has been in for a pre-application conference regarding a mobile home subdivision west of Laurel near west interchange. MOGAN SUBDIVISION Discussion regarding costs involved to occupy a site. Motion from Joe Bradley, seconded by R. M. Williams, to ask the county to set the next auction far enough ahead to allow research for a possible zone change. Passed unanimously. County granted an additional 12 ft. right-of-way for utilities. JURISDICTIONAL AREA Discussion. MOVE ONS Discussion of need to develop a written policy regarding mo'?ve 11 housing and accessory buildings. BOARD MEMBERS Jim Seaton, County.Representative, has resigned his position effective April 23, 1985. County will have to appoint a new member to fill out his vacated position (to June 30, 1986). We both feel that the 20 -foot alley already in existence is adequate easement for utilities; this is one of the reasons for the alley and adding another 12 feet seems unnecessary. Even though we have been called on to make important recommendations with limited information, I've found that the importance of such a group in Laurel is imperative and I strongly support its' existence. Effective immdiately, I here -by resign my post as a county repre- sentative of the Laurel City County Planning Board and do so with some guilt stemmed by the fact that I have 10 years experience to offer. At this time, I have faced a need to spend my energies in the community arts and to try to do both would be a disservice to them.
