We have been working with Mayor Mike Kadas and Missoula council members to plan what we hope will be an informative and entertaining conference for cities and towns across Montana. We have asked Councilman Brian O'Neill of Philadelphia to deliver the keynote address. He is a Past President of the National League of Cities, and is attempting to work this invitation into his schedule. If Councilman O'Neill cannot make the trip, another officer of the national association will be the keynote speaker. - The nominees for Governor, Republican Judy Martz and Democrat Mark O'Keefe will deliver the luncheon addresses. We have also arranged special presentations by former Missoula Mayor Dan Kemmis and University of Montana Professor of History Harry Fritz. The program also includes numerous workshops and seminars on issues of current and topical interest to local government leaders. On Thursday afternoon, the Rocky Mountain Land Institute will present a special seminar on growth management and small town development. On Friday morning, Senator Max Baucus will lead a discussion on the purpose of a newly established economic development task force. There will also be programs on legislative issues, local taxation, transportation, personnel administration, energy deregulation, communications technology, management, municipal services, community development, budgeting and other subjects. We have scheduled the President's Reception for Wednesday night at the Missoula Children's Theatre, and we are working to arrange a special presentation by the youth drama group. We have planned the annual banquet for Thursday night, and the program will feature entertainment and music for dancing. A tour of Marcus Daly's turn of the century mansion in Hamilton is the highlight of the spouses program, which will also include tours and special presentations on Missoula attractions. The League has reserved a block of rooms at the Holiday Inn Parkside for Tuesday, Wednesday and Thursday nights. Numerous rooms are still available at a special rate of $65 per night for one to four people. You can call the hotel at (406) 721-8550 to make reservations. Missoula is a growing and progressive city. It has a tradition of effective political leadership, bold ideas and new directions, and we hope the conference agenda is consistent with these attributes of the Host City. look forward to seeing all of you in Missoula. ?% L... lip -- Alec Hansen Executive Director Preliminary Agenda Montana League of Cities and Towns Sixty-ninth Annual Conference October 11-13 Missoula, MT Wednesday, October 11 Montana Municipal Clerks, Treasurers and Finance Officers Annual Meeting and Seminar Public Works Directors Annual Seminar Sponsored by the Local Technical Assistance Program League of Cities and Towns Golf Tournament Missoula Country Club Tee Times 9:00 a.m. to 1:00 p.m. 4:00 p.m. Montana Municipal Insurance Authority Board of Directors Meeting 5:00 P.M. - - - Legislation-Resolutions Committee Meeting- - - - 6:00 p.m. League of Cities and Towns Board of Directors Meeting Thursday, October 12 9:00 a.m. Opening General Session 9:30 a.m. Keynote Address Councilman Brian O'Neill Philadelphia, PA Past President National League of Cities 10:00 a.m. Local Government Structure and Finance Committee John Lawton, City Manager, Great Falls Susan Nicosia, City Council, Columbia Falls Mary Bryson, Director, Montana Department of Revenue Harold Blatty, Commissioner, Stillwater County 11:00 a.m. Concurrent Sessions Open Roads and City Streets Transportation Policy in Montana Mike Kadas, Mayor of Missoula Marvin Dye, Director of the Department of Transportation Ben Rangle, City-County Planning, Great Falls Representative of the Federal Highway Administration Working in a Modern City Practical Personnel Policies Harry Payne, Personnel Director, Helena Brenda Camilli, Personnel Director Missoula John Andrew, Montana Department of Labor Matt Johnson, Municipal Insurance Authority Noon Luncheon Address Democratic Candidate for Governor Mark O'Keefe 1:30 p.m. Managing Growth in Montana A Seminar by Rocky Mountain Land Use Institute University of Denver College of Law 3:00 p.m. Controlling Energy Costs in a Open Market (other suggested workshop topics) 4:00 p.m. Annual Meeting of the Municipal Insurance Authority 6:00 p.m. President's Reception Missoula Children's Theatre 7:30 p.m. Annual Banquet Music and Entertainment Friday.
