Minutes of the City Council of Laurel
September 15,,1919.
The City Council met in regular session in the Library Building
in the City of Laurel, Montana, said Library Building having been desig-
nated as the meeting place for the City Council during the time the
City Hall was being moved and undergoing repairs, and was called to or-
der at 8 o'clock P.M. by Mayor Davis.
The following aldermen were present at roll call: Ahlstrom, Al-
den, Kenyon, Morris and Sande. The Clerk announced a quorum present.
The minutes of the regular meeting held September 2nd. were
read, and on motion of Alderman Sande, seconded by Alderman Morris, a
vote being taken ;.hereon and all of the aldermen present voting "aye",
the minutes were declared approved as read.
Reports of committees.
The committee on the matter of complaints against the night
policeman reported as having no report to make. Motion was made by
alderman Sande, seconded by Alderman henyon, that the committee be
discharged. motion carried.
Resolution No. 181, a ,resolution extending the boundaries of
the City of Laurel, Montana, so as to include that parcel of land known
as the "Nutting Subdivision", consisting of Blocks One (1) to Twenty -
j one (21), both inclusive, was read, and referred to the following com-
mittee: Sande, Kenyon and T.�orris. After due consideration, the commit-
tee reported back recommending that the resolution be adopted as read.
roved by Alderman Ahlstrom, seconded by Alderman Alden, that the report
of the committee be adopted and that the unanimous consent and vote of
the Council be had for the immediate consideration of the resolution.
Motion carried. iuioved by alderman Alden, seconded by Alderman Kenyon
that the resolution be adopted as read. A vote being taken thereon all
aldermen present voted "aye". Lotion carried.
'h. No. 182, a resolution of intention to create Spec-
ial Improvement District No. 43 for the purpose of grading and paving
that part of F irst Avenue North between Main Street and First Street,
was read and referred to a committee of Alderman Ahlstrom, Kenyon,
Sande and the City Engineer, who, after due consideration, reported back
recommending that the resolution be adopted as read. Moved by Alded-
man Sande, seconded by Alderman Kenyon, that the unanimous consent and
vote of the Council be had to place the above resolution upon its pas-
sage,itumediately. motion carried. Poved by Alderman Kenyon, seconded
by -Llderma.n Ahlstrom that kesolttion No. 182 be adopted as read, a
vote being taken thereon, all aldermen present vot,e.d "Aye". Lotion car-
ried.
Liotion was made by Alderman Morris, seconded by Alderman Ken-
yon that W. E. DeGarmo be appointed Plumbing Inspector, and ti! -,at the
s,.ayor appoint a Board of Examiners to cooperate with the Plumbing In-
spector. Motion carried. The following were appointed: 7. E. DeGarmo,
Plumbing Inspector, and Alderman Sande and the City Engineer, Board of
Examiners.
The City Engineer presented Estimate No. 2 in Special Improve-
ment District No. 30 and Estimate No. 1 in Special Improvement District
No- 35, which were read.
emotion was made by Alderman Morris, seconded by Alderman Sande
that Estimate No. 2 for Special Improvement District No. 30 be allowed,
and that the Mayor and Clerk issue bonds for the payment of same, as
authorized by Ordinance No. 188, and deliver same to the Citizens Nat-
ional Bank, Laurel, Montana. Motion carried.
Motion was made by Alderman Ahlstrom, seconded by Alderman
Sande, that Fstimate No. 1 for Special Improvement District No- 35 be
allowed, and that the T�ayor and Clerk issue bonds in payment for same,
as authorized by Ordinance No. 192, and deliver same to the Citizens
National Bank, Laurel, Montana. Motion carried.
Ordinance No. 197, declaring the method of apportioning and
spreading the assessment for the cost of improvements in Special IrAr
provement District No- 39 of the City of Laurel, was read. Upon motion
of Alderman Kenyon, seconded by Aldermen Ahlstrom, a vote was taken
thereon and said ordinance unanimously passed and adopted.

This being the first regular meeting of the Council
after the expiration of fifteen do.ys from. the 20th day of
August,1919 , which last named date was the date of publi-
cation of the notice of passage of Resolution No. 3T... re-
lating to the creation of Special Improvement District N0•
42,the clerk reported to the council that no protests had
been filed against the creation of said District and upon
motion duly made seconded and carried -it was so found by
the Council.
.Resolution No.182A was put upon its first reading
and then referred. to thecorriitte on Ordinances, said re-
solution being a resolution creating Special, Improvement
District N0.42s After due deliberation the co ,,.i. ittee re-
ported back recorm-ending said resolution for passacge.
It was then moved and seconded that the report of
the
committee be adopted and that the unanimous consent and
vote of the Council be had to put said resolution upon its
irmediate passage. Upon roll call all aldermen presnt
voted. "Aye". It was then moved and. seconded. that Resolu-
tion ITa.182A be pa Fled and adopted. Upon roll call all
aldermen present voted "Aye", and said. resolution was c+e-
cla,red pa» -ed and adopted and Special Improvement District
No .42 created.
This being the first regular meeting of the City Council after
the expiration of fifteen (15) days from August 20th, 1919 ,
which last named date was the date of publication of the notice
of passage of Resolution. of intention No. 174, .relating; to the
creation of Special Improvement District No. 41, there being; no
protests, Resolution No. 183, a -Resolution creating Special
Improvement District 1,To . 41 , was introduced and read, and
upon motion of alderman torris, seconded by Alderman Kenyon

Ordinance No. 198, authorizing the execution, issuance and de-
livery of Coupon Bonds in payment of the work and improvements in Spec-
ial ImprovementBistrict No. 39 of the City of Laurel, P:Tontana, and des-
cribing the form, the denomination and the maturity dates of such bonds
was introduced and read. Upon motion of alderman Sande, seconded by
Alderman Alden, a vote was taken thereon and said ordinance unanimously
passed and adopted.
Final estimate for the construction of improvements in Improve-
Fzent District No. 39 was presented and read. Lotion made by alderman
t,lden, seconded by alderman Sande, that the estimate be allowed, and
that the l,ayor and Clerk issue bonds in payment for same, as provided
for in Ordinance Vo. 198. Motion carried. _
ILoved by Alderman Ahlstrom, seconded by hlderman Kenyon, that
we do now adjourn.
