HomeMy WebLinkAboutCity Council Minutes 07.01.1919228 Minutes of the Citi Council of Laurel July 1st, 1919. The Council met in regular session in the Council Chamber at the City Hall and was called to order at 8,00 P.M. by Mayor Davis. The following Aldermen were present at roll call, Kenyon, Alden, Sande and Ahlstrom. The Clerk announced a quorum present. Minutes of meeting held June 24th and 'June 27th were read and corrected, and on motion of Alderman Kenyon, seconded by Alderman Alden, the`minutes were adopted as corrected.. The Committee on the matter of the City Attorney moving his office to the City Hall asked for more time. Report of City Attorney that we have arrested one man for violation of the mater Ordinance No. 148 and he was fined $25.00 and costs.. Moved by Alderman Sande, seconded by Alderman Kenyon, that the 'Clerk notify all whose names he can get to come in and report names of parties who get water from their services. Moved by Alderman Sande, seconded by Alderraa..n Kenyon, that the City Attorney and Clerk be authorized to procure the services of a stenographer for their office for the next 60 or 90 days, - carried. e Report of Chief of Police presented and read. Moved by Alderman Alder,, seconded by Alderman Ahlstrom, report be adopted, - carried. The petition of Jos. Fraziei° and others for a sewer improvement District, presented and read, same was referred to the dater and Sewer Committee, City Engineer arid City Attorney. Moved by Alderman Ahlstrom, seconded by Alderman Sande,, that the matter of Greenwayes building be tabled. Moved by Alderman Alden, seconded -by Alderman Kenyon, that the services of Tom Nix as Policeman, be dispensed with. Motion carried. The Mayor appointed, temporarily, W. G. Blackorby as Night Policeman. Moved by Alderman Alden, seconded by Alderman Sande, that the appointment be ratified. Motion carried. Moved by Alderman Sande, seconded by Alderman Kenyon, that the fire hose that needs repair be sent to Billings, - carried. A communication from Fergus Falls Tornado Relief Commission with an appeal for aid, ready moved by Alderman Sande, seconded by Alderman Kenyon, same be tabled. In the matter of the application for Federal Aid on paving Hain Street, Alderman Kenyon offered the following Resolution, which on motion duly made an(. carried was adopted, Aldermen Kenyon, Sande, Alden and Ahlstrom voting *$aye" WHEREAS, Under the provisions of the Act of Congress approved July 11th, 1916, en- titled "An Act to provide that the United States shall aid. the States in the construc- tion of rural post roads and for other purposes"(39 Stat. A-55) known as the Federal Aid Road Act, the State of J ontana has been apportioned certain funds for the purpose set forth in said Act, to be expended under the State Highway COmissiOn, supervision of the subject to the inspection and approval of the United States Secretary of Agriculture or his agents and in accordance with the laws A. and regulations of of the State of Mont the said Secretary of Agriculture, and the said State Highvaay Commission in reference thereto, and, ,RE -AS, the City of Laurel, through its Mayor and City Council desires to avail itself of the benefits of said Act in the constfuction or improverient of that certain street in said. City known as Maee�reparedng Project toibemanner set submitted forth in a Protect Statement" by said State Highway Commission to said Secretary of 229 Agriculture on behalf of said City; THEREFORE, BE IT RESOLVM, that the said City, through its duly elected, qualified and acting Yayor and City Council, does hereby apply to the State Highway Commission for such Federal Aid as, together with funds, or the equivalent thereof, to be provided by said City for the purpose, will pay the cost of such project, and., I BE IT FURTHER RESOLIU3, that said City agrees with the State Iiighway Commission: that in the event of the approval of the said Secretary of Agriculture of the application as set forth in the project statement referred to (and in the event of the creation of the certain Special Immprovement District referred to in the -attached copy of Resolution) , it will issue from time to time and make available to the State I-Tighway Com- mission for the purpose herein set forth Special Improvement District Bonds (warrants) in a total amofnt of Twenty-two thousand Five 'Hundred Dollars ($22,500,®00), being Fifty-two per cent (52%) of the cost of said project as. determined by reconnaissance estimate, or in such greater total amount as may be necessary, with the amount of Federal Aid received, to complete the project according to ap-proved plans and speci- fications, and, BE IT FURTHER RESOLVED, that the funds, or PgizivP1ent thereof, so set aside and appropriated shall be expended for the purpose herein set forth under the supervision and didrec- tion of the said State Highway Commission, and BE IT FURTHER RESOLVED, that said City agrees that it will from time to time, at its own eppense, perforin such work and make such needed repairs on said street as will at all times maintain a reasonably smooth serviceable surface considering the type of improvement, it being understood that such maintenance shall not be held to include extraordinary repairs or reconstruction. .
