Laurel, dont. June 3rd, 1919.
The City Council met in regular session in the Council Chamber
of the City Hall, and was called to order r at 8 o'clock
P.M. by Mayor Davis.
The following alderman were present; Gill, Morris, Kenyon and
Alden.
The minutes of the regular meeting held May 20th, were read and
on motion duly, made seconded and carried were adopted as read.
The reports of the Police Judge and Chief of Police were read,
on motion duly made seconded and carried same were accepted as read.
The Street and Alley committee reported on the matter of the ditc
in South Laurel, and recomended that the chief of Police be instruete
to notify the parties to discontinue the use of same and fill it up
A petition for a sewer on 6th Ave. was presented and read, and on
motion same was denied on account of there not being enough improved
property in the district to guarantee the sale of the bonds.
A communication from the National Septic Protective league was
read and on motion duly made seconded and carried same was tabled.
Thr. William Jones made application for a license as a plumber,
a motion was duly made seconded and carried the same be granted.
The 1Vlayor made a report on the trip he and the City Aytorney
made to meet the Nor. Pac. land Commissioner, stating that no
definite conclusion had been reached and they were to meet him ag-
ain.
This being the first regular meeting of the Council after the
expiration of 15 days from May 7th, 1919. which last named date was
the date of publication of the notices of passage of Resdl{Ztions No's
153,154 and 155, respectively,relating to the creation of Special
Improvement Districts No's 26, 28 and 31, respectively. There being
present at said meeting Mayor Davis and the following Alder --man,
to -wit: Morris, Gill, Kenyon and Alden, being a majority.
There were no protests filed.
Resolution No. 161, creating Special Improve�riient District No.
26, was thereupon presented and read, and upon motion of Alderman
Kenyon, seconded by Alderman Morris, a vote was taken thereon, and 1
said Resolution was unanimously adopted.
Resolution No. 162, creating Special Improvement District No. #
28 was thereupon presented and read, and upon motion of Alderman Ken-
yon, seconded by Alderman Morris, a vote was taken thereon, and said
Resolution was unanimously adopted.

was thereupon presented and read, and upon motion by Alderman Gill,
seconded by Alderman Kenyon, a vote was taken thereon, and said Res-

Ordingnce�No. 165, providing; for receiving bids and awarding
contract for the construction of improvements in Special Improvement
District No. 26, was introduced and read, and upon motion by Alderman j
Alden, seconded by Alderman Morris, a vote was taken thereon, and j
said Ordinance unanimously passed and adopted,

Ordinance No 166, providing for receiving bids and awarding
contract for the construction of improvements in Special Improvement
District No. 28, was introduced and read, and upon motion of Alder-
man Kenyon, seconded by Alderman lJorris, a vote was taken thereon,
and said Ordinance unanimously passed and adopted.
Ordinance No. 167, providing for receiving bids and awarding
contract for the construction of improvements in Special. Improve-
ment District No. 31, was introduced and read, and upon motion of
Alderman Alden, seconded by Alderman Morris, a vote was taken there-
on, and said Ordinance unanimously passed and adopted.

Ordinance No. 169, relating to the assessment of property
in Special Improvement District No. 26, was introduced and read, and
upon motion of Alderman Kenyon, seconded by Alderman Alden, a vote
was taken thereon and said Ordinance unanimously passed and adopted.

upon motion of Alderman Kenyon, seconded by Alderman Gill, a vote wss
taken thereon, and said Ordinance unanimously passed and adopted. 1

Ordinance No. 170, relating to the assessment of property
in Special Improvement District No. 31, was introduced and read, and
upon motion of Alderman Gill, seconded by Alderman Alden, a vote was
taken thereon, and said Ordinance unanimously passed and adopted.
This being the fi-"st regular meeting of the Council after
the expiration of 15 days from Vay 7th, 1919, which last named date
was the date of publication of the notices of passage of Resolu-
tions No's 150, W, 15b, 157, 158, ind 159, .respectively, relating
to the creation of Special Improvement Districts No's 29, P, 32, 33,
34 and 35, res�ectiv®1ir. ' "a ,-
Kesolution Nb. 164, creating Special Improvement District
No. 29 was thereupon presented and read, and upon motion of Alderman
..orris, seconded by Alderman Gill, a vote was taken thereon, and said
Resolution was unanimously adopted.
Resolution No. 165, creating Special Improve_.nent District
No. 32, was thereupon presented and read, and upon motion of Alder-
man Kenyon, seconded by Alderman Alden, a vote was taken thereon and
said Resolution was unanimously adopted.
Resolution No. 166, creating Special Improvement District
No. 33, was thereupon presented and read, and upon motion of Alder-
man Gill, seconded by Alderman Morris, a vote was taken thereon, and
said Resolution was unanimously adopted.
Resolution No. 167, creating Special Improvement District
No. 34, was thereupon presented and read, and upon motion of Alder-
man Alden, seconded by Alderman Kenyon, a vote was taken thereon, and
said Resolution was unanimousl-,,.1?' adopted.
Resolution No. 168, creating Special Improvement District
130.35, was thereupon prwsented and read, and upon motion•of Alders -:pan
Kenyon, seconded by Alderman 10-rris, a vote -,ras taken thereon, and
said Resolution wa°s unanimously adopted.
Ordinance No. 171, providing for A0 receiv&ng bids,, #
awarding contract, and the manner and method of paying for improve-
ments in Special Improvement District No. 29, was introduced and read
and upon motion of Alderman Kenyon, seconded by Alderman Morris, a
vote was taken trlereon and said Ordinance unanimously passed and
adopted.
Ordinance lyo. 172, providing for receiving bids, award-
ing contract and the manner and method of paying for improvr_nrnts Vn--

troduced and read, and upon motion of Alderman Kenyon, seconded by
Alderman Morris, a vote was taken thereon,and said Ordinance unan-
imously passed and adopted.
Ordinance No, 173, providing for receiving bids,awarding
contract and the inkanner and method of paying for improve!ncnts in
Special Improvement District No. 32, was presented and read, and upon
:notion of Alderman Gill, seconded by Alderman Alden, a vote was taken
thereon, and said Ordinance unanimously passed and adopted.
Ordinance i+o. 174, providing for receiving bids, awarding
contract and the manner and method of paying for improvements in
Special Improvement District No. 33, was presented and read, and upon
motion of Aldermemn Alden, seconded by Alderman Kenyon, a vote was
taken thereon and said Ordinance unanimously passed and adopted.
Ordinance No. 175, providing for receiving bids, awarding
contrect, and the manner and method of paying; for improvements in
Special Improvement District No. 34, was presented and read, and upon
motion of Alderman Morris, seconded by Alderman Gill, a vote was take
thereon, and said Ordinance unanimously passed and adopted.
Of?dinance No. 176, providing for receiving bids, awarding
contract and the manner and method of paying for improvements in Spec
ial Improvement District No. 35, was introduced and read, and upon
motion of Alderman Kenyon, seconded by Alderrpan Alden, a vote was
taken thereon, and said Ordinance unanimously passed and adopted.
It was stated before the Council, that, owing to the fact
that Yr. Rigney held the position of Postmaster, he could not be em-
ployed by the City as City Engineer as a salaried office, but that he
could be ## employed from time to time to act in that capacity under
a commission basis. A motion was duly made by Alderman Kenyon and
seconded by Alderman Morris that Tvir. Rigney be employed as stated
above to do whatever work came in the Engineering line for the sea-
son of 1919.

The Auditing Committee recomedd.ed that the above bills be
allowed and warrants drawn on the treasurer for same.
A motion was duly made seconded and carried that the above ##0##
committee report be adopted and the Clerk be authorized to issue warn
rants for same
A motion was duly made seconded and carried that we do now
adjourn.
