HomeMy WebLinkAboutCity Council Minutes 12.07.1920Minutes of the City Council of Laurel Laurel, Montana Becember 7th,1920 The City Council of the Litt of Laurel, Montana met in regular session in the Council Chambers of the said City and were called to order by Mayor Davis at 8 of clock P,M, On roll call the following Alderman were present: Morris Vordahl Sausman Knurls en ba elm an Bun BrohauQ Kenyon The minutes of the meeting read and on motion duly made and ed as read. The report of the Chief of ber was read. It was moved and s? ed. Motion carried. held on November 16th,last.were seconded, and lcarried,were approv- Police for the month of Eovem- :conded that the report be approv- $perating report of the Water Commissioner for the quarter ending September 30th,1920 was read and on motion duly made,se- conded and carried,approved. Reports of the Police judge for the months of October and Dovember,1920 were read. It was moved and seconded that the Clerk return these reports to the Police Judge for correction and to re- quest that in the future all reports should show the disposition of all cases tried and also to attach to all reports receipts from the City Treasurer showing that moneys received belonging to the City had been duly turned over to the Treasurers s off ice. Motion carried. A report of the Fireman's Relief Association of Montana cover- ing the City of Laurel for the year ending October 30th,1920 was read and refered by the Mayor to the auditing Committee. In due time the Auditing Uommittee reported back recommending approval of the said report,original to be signed by the Mayor and attested by the Clerk,and that the duplicate be filed along with other City records. Motion carried. A communication over the signature of Walter Lauman protest- ing against the existence of an outside toilet on lot 3, block 6 of the L=aurel Realjy Subdivision was read. The Clerk was instructed to notify the owner or owners of said property to have same removed in conformity with the City Ordinance. An offer was made to the City by the Bosworth-Chanute Co., bond dealers of Denver, Colo., to furnish the legal proceedings for the funding of the outstanding warrants for an agreed price of 0450.00. This offer was made in the form of °a contract to be executed on the part or the City. Upon motion duly made, second- ed and carried, the Mayor was instructed to execute said contract after inserting the following provisions: "to include a bid of at least par", and to return the same to the said company for their acceptance or rejection. Motion carried, b The Clerk then presented the bills filed for the month or November. These were referred by the Mayor to the Auditing Committee with directions to report back at this meeting. Ald- erman vordahl was appointed to act on this committee in place of Alderman Kenyon. After due deliberation, the committee re- ported back, recommending payment of the following bills'. Jordan covering refund of poll tax in the sum oft was disallowed. Paymen was deferred on the bill of V:alter Green in the sane of 080.00 until such time as a corrected bill covering his time is approved by the Clerk. The Clerk was instructed to withhold. warrants in favor of O.C.Biandy, Street Commissioner, until such time as he had submitted a corrected report for the months of October and November. It was then moved and seconded that the report of the committee be approved and that the Clerk be instructed to draw warrants u-pon the proper funds in payment for the bills allowed. lotion carried-. The Clerk advised the idayor that this was the time and place for the opening and consideration of bids for the construc- tion of improvements in Special Improverment Districts Nos. 40, 45 and 46. i'he bids on f ile with the Clerk ue re then. opened and read. Bids were received and read from 11cLaughlin & O' Niel of Livingston Montana, and of for the cores uruc -ion of improvements in District No. 40. Bids were received and -read from the Cecurity Bridge Oompany of Billings, Mont. for the construction of im-orovements in Districts Nos. 45 and 46. All of said bids were referred by the 1dayor to the Zina ce and Purchasing Committee, said Committee thereupon retired for the consideration thereof. After due deliberation, the Committee reported back, advising the Council that none of the said bids were made in accordance with the requirements of the City, and notices pub-ished, and recommended that all bids were rejected. It was thereupon moved and seconded that the report of the Commit- tee be adopted and that all bids be rejected. On roll call all Aldermen -present voted "Aye" and the motion was decla _-ed carried. The Clerk advised the Mayor that this was the time and -place for the opening and consideration of bids on the bonds to, be issued for the -purchase of the nutting Brothers 'u"later. No bids having been filed except bid of Nutting Brothers, it was moved and seconded that the Clerk issue said bonds in favor of Nutting Brothers, persuant to the provisions of Ordinance I.,to.219. lotion carried. Reese Price, L`i °e Chief, r:. L. Roach, Assistant, and d. E. Aitken of the eureka Lire hose Comi-)any appeared before the Council requesting consideration for the purchase of additional fire hose. After an extensive inspection by the Council, of the several kinds of hose sam;.,les presented by Mir. Aitken, it was moved and seconded Minutes of the City Council of Laurel that the City purchase the amount of hose requested at p1.35 per foot, and that the Clerk and the :Fire Chief enter into an agree- ment with lVi:r. 7.itken. 2he Fire Chief and r?Ssistant then request- ed that the order include six rubber coats at ?9.50 each and six smoke masks at 4p2.00 each. It was moved and seconded that the re- quest be approved. 1tlotion carried. Ordinance Uo. 222, being an Ordinance declaring the method of apportioning and spreading the assessment for the cost of im- provements in ;C_peci.al Improvement %:i ;kiting Listrict ?o. 2 of the City of Laurel, Montana, and providing for the -payment for said improvements, issuing bonds therefor and creating a fund to be known as "Fund of upecial Improvement Lighting District ho. 2", was read and referred to the Committee on Ordinances. rfter due deliberation the Uommittee reported back recommending its passage. It was then moved and seconded that the report of the Uommittee be adopted, and that the unanimous consent and vote of the Council be had to place Ordinance h7o.222 upon its i?umediate passage. Upon roll call, all Aldermen present voted "Aye". It was then moved and seconded that Ordinance I11o.222 be passed and adopted Upon roll call, all Aldermen present voted ",fie" and the said Ordinance was declared passed and adopted. Ordinance Do.223, -be:_ng an Ordinance authorizing the exe- cution, issuance and delivery of coupon bonds in payLaent for the tiTOrk and improvements in 6pecial improvement Lighting District No. 2 of the City of Laurel, I:iontana, and prescribing the form, denomination and maturity dates of such bond, was read and referred to the Commit- tee on Ordinances. After due deliberation, the Uommi 1-tee reported back recommending its passage. It was then moved and seconded that the report of the Committee be adopted and the the unanimous con- sent ana vote of the Council be had to place Ordinance Uo.223 upon its immediate passage. Upon roll call, all Aldermen present voted "aye `s. It was then moved and seconded that Ordinance ho. 223 be passed and adopted. Upon roll call all Aldermen present voted "eye" and the said Ordinance was declared passed and adopted Alderman 3rohaugh suggested that the uoune it consider the -purchase of a certain parcel of land, approximately one-third of an acre in size, adjacent to the present pump-house site for the purpose of using the soil thereon for filling necessary for the installation of the new Intake. Oh motion duly made, seconded and carried, the 1dayor and Clerk were instructed to enter into a con- tract with %ir. i. '. Jackson, otmer, for the purchase of said strip of land, same to be -paid for by i,,iarrants drawn uE?on the 1?fater Fund, subject to his furnishing a merchantable title and abstract. The Ulerk advised the Council that his petty cash fund of t„'20 was insufficient to carry on the City's cash business during a month and requested authority to increase said _mnd to plOO.
