HomeMy WebLinkAboutCity Council Minutes 03.01.1921 Minutes of the City Councils of Laurel March let, 19210 The City Council of the City of Laurel, met in rego.lar session, in the council Ghember of the City Mall and was called to order by Mayor Davis at 8:00 oTeloek p.m. At roll call the following Ald- ermen: were present: Voraahl j Sausman j Knudsen i i Hageman Bundy 1 Brohaugh Absent, Kenyon Morris The minutes of the meetings of Yebruary let and Vebruary 15th were read and on motion d-ly made, seconded and carried., were ap?orovedIas read. The February 1941 reports of the Police Judge and Chief of Police and the water Oommissione r' s report for January 1921 were read. It was moved and seconded that the reports. of the ? Rater Uommissioner and Police Judge be approved and that the re- port of the Chief of Police be referred.baek for correction. Ido- tion carried, The matter of whether or not the City of Laurel is the rightful owner of the ;steel Door and cells, formerly located in the city jail came up for diseussion.. The Mayor then.. appointed himself and the City attorney as.-a eommittee of two to investigate the records of the County 0ommissioners with a view of ascertain- ing whether the Uity of Laurel Purchased the 'steel door and cells from then. along in 1910.. the !)ej3 gsitory Bond of the Laurel ztate Tank, and the, Surety iion.d of J-, E OTBrien, plumber, were referred- to the Cite Attorney for approval as to form. The kun.d.in.g Bond issue was again brought up for dis- cussion,, whereupon it was moved and seconded that the !i a.yor and clerk enter into a contract with Bosworth, Chanute and Go., of Denver, Col, for the farnishing of all the proceedings incident to the pla n.g of such bonds upon the market as s-oon as legally possible, The roll call of aldermen present boted "€Aye" liotion carried* The bills filed for the month of February, 1921, were then presented to the aayor who referred them to the Auditing Coimittee re:?uesting an audit and report at this meeting. Alder- Sian nenyon being absent, the Mayor appoi4ted Alderman Vordahl to act in his stead. The bills of the Montana Power Co; and A. D. Nallizer M-re referred to the City Clerk for audit as to correctness..` It was moved and seconded that the report of the committee be, approved and that the clerk be instructed to draw warrants up-©;n the proper funds in 'payment thereof. Motion carried.. Certain property owners residing beyond the city limits in the Fourth 1 and and who are consumers of the City's `water sup- ply appeared before the council to protest the fixed charge of §2 per month in addition to the regular rate now in effect. After, cons dersble discussion thereof, the Water Commissioner was ice- 6traoted to write to the Public Service Commission of Montana, giving as near as possible all facts as to the City's investment in the water utility and requesting that the Commission advise us whether or not the fixed charge of, 2 per month seemed excessive. a Mr. Geo, lonne appeared before the Council on behalf of the .1ocal Fire yep artmen t, requesting the Council's consider at ion for wad and me ens of creating s indemnity fund to properly care for any of the firemen in the event of an accident while at- tending -a fire. The ?natter was referred by the 1dayor to a, com- mittee consisting of Alde xrnea Vor Bahl , 11agema,n, Sausman and the Chief of the Fire Department.. ORDINANCE # 226 Ordinance # 226 providing for the fixing of the Police Judge i s salary, was. placed upon its first reading, - RB80LUTION 218 Resolution 218 being a resolution of itent'ion to create { Special Improvement District Vr 49 was read and ref ered by the Hay- or to the Sidewalli: Cormittee'. The said Committee retired-for` the consideration thereof and in due tim reported back as follows; To the Honorable Ldayor and Council* vie,your dldeielktfcomittee hereby recommend that resolution h8 providing for the creation of Special Improvement District -f,49,be passed and that the cost df.-thefim-provements be defrayed and assessed according to the area i basin as provided by sub-section "All of section 14, chapter 89 of the Montana Session Lags of 1913. Bundy It was moved and seconded that the report of th:e Committee be adopted and that the unanimous vote and consent of the .ouncil be had to place said resolution upon its immediate passage., Upon roll call all alderman present voted "AYE,," Moved and seconded that resolution W-218 be passed and adopted and upon roll call alllder•-j man present voted "AYE" and the,said resolution was declared passed arid adopted. Higney presennted to the Council a blue print drawing of the proposed settling basin to be constructed j alongside of thQ present water tank. After going over this draw- at length, it was moved and seconded that the City Attorney and City engineer prepare the necessary papers so that work upon this new i structure may be started as soon as 'possible. Motion carried. The Chief of 2olice, Jake Kifer, was called before.the Oonacil to answer e-omplaints made to some of the members of the Couancil relative to his duties.:` This phase was thoroughly dis- cussed. Upon mot-- r it was deci_,ded to discontinue the police office located in, the ftlf:r filling station. Motion carried, Motion to adjourn, seconded end carried.. tl e rk a of , 1921.
