HomeMy WebLinkAboutCity Council Minutes 07.25.2023July 25, 2023 A regular meeting of the City Council of the City of Laurel, Montana, was held in the Council Chambers and called to order by Mayor Dave Waggoner at 6:30 p.m. on July 25, 2023. COUNCIL MEMBERS PRESENT: Emelie Eaton Heidi Sparks Michelle Mize Richard Herr Casey Wheeler Iry Wilke Jodi Mackay COUNCIL MEMBERS ABSENT: Richard Klose OTHER STAFF PRESENT: Michele, Braukmann, Civil City Attorney (via Zoom) Brittney Harakal, Council Administrative Assistant Mayor Waggoner led the Pledge of Allegiance to the American flag. 1►V11►lilltTilT•� Motion by Council Member Wilke to approve the minutes of the special meeting of July 1, 2023, as presented, seconded by Council Member Eaton. There was no public comment or Council discussion. A vote was taken on the motion. All seven Council Members present voted aye. Motion carried 7-0. Motion by Council Member Sparks to approve the minutes of the regular meeting of July 11, 2023, as presented, seconded by Council Member Eaton. There was no public comment or Council discussion. PUBLIC HEARING: None. Claims entered through July 21, 2023. A complete listing of the claims and their amounts is on file in the Clerk/Treasurer's Office. * Approval of Payroll Register for PPE 7/9/2023 totaling $289,743.55. 0 Council Workshop Minutes of July 11, 2023. The Mayor asked if there was any separation of consent items. There was none. Motion by Council Member Eaton to approve the consent items as presented, seconded by Council Member Mize. There was no public comment or Council discussion. A vote was taken on the motion. All seven Council Members present voted aye. Motion carried 7-0. REPORTS OF BOARDS AND COMMISSIONS: • Budget/Finance Committee Minutes of July 11, 2023. • Public Works Committee Minutes of June 19, 2023. AUDIENCE PARTICIPATION (THREE-MINUTE LIMIT): IN Council Minutes of July 25, 2023 James Wise, 2202 Avalon Road Billings, read the attached letter of interest into the record. Doug Myers, 1915 Waterwood Drive, spoke in support of Mr. Wise filling a future vacancy on the Airport Authority. i Appointment of Mardie Spalinger to the Laurel Urban Renewal Agency Advisory Board for the remainder of a four-year term ending December 31, 2023. Motion by Council Member Eaton to approve the Mayor's appointment of Mardie Spalinger to the Laurel Urban Renewal Agency Advisory Board for the remainder of a four-year term ending December 31, 2023, seconded by Council Member Wilke. There was no public comment or Council discussion. A vote was taken on the motion. All seven Council Members present voted aye. Motion carried 7-0. ® Resolution No. R23-45: A Resolution Of The City Council Authorizing The Mayor To Execute The First Amendment To Right Of Entry And Use Agreement By And Between The City Of Laurel And Montana Rail Link, Inc. Motion by Council Member Mize to approve Resolution No. R23-45, seconded by Council Member Wilke. There was no public comment or Council discussion. A vote was taken on the motion. All seven Council Members present voted aye. Motion carried 7-0. Resolution No. R23-46: A Resolution Of The City Council Authorizing The Mayor To Execute A Lease Agreement With The Laurel Lions Club For The Riverside Hall Located At Riverside Park. Motion by Council Member Mackay to approve Resolution No. R23-46, seconded by Council Member Wilke. There was no public comment. Motion by Council Member Wilke to table Resolution No. R23-46 until the lease terms are known, seconded by Council Member Mize. There was no public comment or Council discussion. A vote was taken on the motion. All seven Council Members present voted aye. Motion carried 7-0. ITEMS REMOVED FROM THE CONSENT AGENDA: None. COMMUNITY ANNOUNCEMENTS (ONE -MINUTE LIMIT): None. A Council Member was asked why the trees on S. 5"' Street were tagged with green ribbons. It was clarified that those trees had been scheduled for trimming. Council Member Herr stated that he would not attend the next two Council meetings. MAYOR UPDATES: None. UNSCHEDULED MATTERS: None. Motion by Council Member Wheeler to adjourn the Council meeting, seconded by Council Member Eaton. There was no public comment or Council discussion. A vote was taken on the motion. All seven Council Members present voted aye. Motion carried 7-0. My phone # is 406-855-0327. 1 have a Cessna airplane that I have had hangered at the Laurel Airport for the last 5 years. I would like you to consider my request for an appointment on the Laurel Airport Board. I have been to a number of Board meetings over the last couple of years and have come to realise that I would be able to add my experience and expertise to assist in Planning and decision making. I understand there may be no open Board positions available at this time, but if an opening should come available I would be honored to take the position and serve on the Laurel Airport Board. I have in hand a list of Hangar owners, aircraft mechanics and pilots who support my desire to be on the Board. If I may I will give you a little information about myself: I was born and raised in this area. i am married to my wife of 53 years. My son, his wife and two boys live here in Laurel. I got my private pilots license when I was 16 years old and have logged in excess of 5000 hours of flight time. For my work history: I spent a total of 25 years n the ranching business, Starting n 19811 went to work in the Exploration Division of Farmers Union Central Exchange (which is now CENEX) , Also I was majority owner of a Construction and Excavation business for about 15 years. Finally to reinterate I am applying for an appointment of a Board Position on the Laurel Airport Board. Thank you for your time.
