The City Council of the City of Laurel met in regular
session in the Council Chamber in the City Hall at 8:00 P. M.,
August 15, 1922, and was called to order by Mayor Frank Wright,
Upon roll call, the following Aldermen answered present:
Hageman
Told
- Knudsen
Clark
Richardson
The minutes of July 5th, July 38th, July 25th and
August lst were read and approved.
RESOLUTION NO. 268
Resolution go. 268, being a resolution levying and
assessing all the property embraced within Special Improvement
Lighting District No. 1 with-three-fourths of the entire cost
,of the maintenance and electric current for the year 1.922 f ' was
presented and read. It was moved and seconded that the resolution
be provisionally passed as read and upon roll call, all Aldermen
present voted aye and said resolution was declared provisionally
passed.
RESOLUTION NO. 26-9
Resolution No. 269, being a reeol-a.tion levying and
assessing all the property embraced withINSpecial Improvement
Lighting District No, 2 of the City of Laurel with three-fourths
of the entire cost of maintenance and electric current for the
year 1922, was presented end read, It was moved by Hageman and
seconded by Clark that the resolution be provisionally passed as
read and upon roll call, all Aldermen pr esent•_4ot ed aye and the
said resolution was declared provisionally, passed.
RESOLUTION NO. 270
Resolution No, 270, being a resolution levying and
assessing taxes for the payment of the cost of sprinkling in
Sprinkling Improvement District No. 1 of the City of Laurel,
Montana, and for the improvements made therein, was presented
and read, It was moved by'Mold and seconded by Hageman that
the said resolution be provisionally passed as read. Upon,
roll call, all Aldermen present voted aye and the said reso-
.lution was declared-provisionally passed,
RESOLUTION NO. 271
_a Resolution No. 271, being a Resolution levying and
assessing a special tag for the removal of garbage and refuse
upon the property described in said resolution., It was moved
by Hageman and seconded by Wold that the said resolution be
provisionally passed as read, Upon roll call, all Aldermen
present voted aye and said resolution was declared provision-
ally passed,
Estimate No. 2 of Special Improvement District Nq# 50
ead.
was submitted by T. A. Rigney, City Engineer, and dul W0410011,
Said estimate showed work completed to the amount of less the amount allowed August ist for $3500.00, It was moved
by Knudsen and seconded by Richardson that the Mayor and. City
Clerk be authorized to execute bonds in the denomination of
five hundred dollars each to the amount of $5000.00. The motion.
carried,
Estimate No. 2 shoring the amount of work completed
in Special Improvement District No. 51 to August 15th, was pre-
sented and read. The total amount of the estimate being $3612.00,
m* less $2500.009 the amount of Estimate No. 1. It was moved-by
Fold and seconded by Knudsen that the Mayor and City Clerk be
authorized to execute bonds in the denomination of five hundred
? - dollars each for $1000.00. The motion carried.
This being the time set for receiving bids on the con-
struction of a City Jail, the Mayor instructed the Clerk to open
and read all bids. Thereupon., the bid of Harry Pehn.inger, being
the only bid submitted, was read. -He proposed to construct the
jail in accordance with the plans and specifications, using
hollow the and brick for the outer walls with concrete partitions
for the sum of $900,04. It was moved by mold and seconded by
Richardson that the contract be awarded to Harry Penninger for the
amount bid and that the :Mayor and City Clerk be authorized to
enter into a contract for the construction of same, The motion
carried.
After some discussion as to the distance from the
sidewalk for the construction of the jail and the advisability
of placing the transformer for the lighting districts in the
front room, it was moved by Hageman and.seconded by dark that
the Mayor appoint a committee to decide upon these questions,
The motion carried. Thereupon, the Mayor appointed Hageman,
Wold and Richardson, .
A petition, signed by a number of property holders in
Blocks Thirteen (13), fourteen (14), Laurel Realty Second Sub-
division and Twenty-seven, Allard Subdivision for the oonstruction
of sidewalks, was presented and read.. It was moved by Knudsen
and seconded by Richardson that the City Attorney and City Clerk
be instructed to draft a resolution of intention for the next
regular meeting of the City Council. The motion carried.
A petition for the construction of a lateral sewer on.
Idah€l Avenue for one-half of a block, between fifth and Sixth
Streets, was presented and read. It was moved and seconded that
the City Attorney and City Clerk be, instructed to draft a reso-
lution of intention for the next regular meeting of the City
Council. The motion carried,
This being the time set for receiving bids on eight-
inch and twelve-inch cast iron pipe, the :Mayor instructed the
Clerk to open and read all bids. The bid of the American Cast
Iran. Pipe Company of Minneapolis, Minnesota, was read.. The
price of eight-inch was $1.85 per foot and twelve-inch 03.35
per foot F. Q, B. Laurel. It was moved by Knudsen and seconded
by Hageman that their bid be accepted, provided, they would ac-
cept water, ,warrants in payment. The motion carried.
A contract whereby the City released their claim to
a,disputed sixty foot strip of land lying south of Main Street,
between first Avenue and Alder Avenue, along with agreements::-on
street corssings, was presented and read. It was moved acid
seconded that the Mayor and City Clerk be instructed to sign
contract as read. The motion carried.
A cancellation of lease for the property on which the
filling station is now located between the Continental Oil Com-
pany and the City, was read. t was moved and seconded that the
lease be terminated, effective August lst. The motion carried.
After some discussion of the growth of weeds along the
side walks, it was moved and seconded that the Street Commissioner
prepare notices and have the Police Department serve said notices
on property holders who had failed to cut the weeds in accordance
with the notice published. The motion carried.
It was moved and seconded that we do now adj ours.. The
motion carried.
