I? mr- i Minutes of the City Council of Laurel Laurel, Montana, August If 1922, The City Council of the City of Laurel met in regular session at the City Hall Tuesday evening, August 1, 19229 and was called to order at 8;00 P, 1, by Mayor Frank Aright. The following Aldermen were resent: Vordahl Richardson. 2ri ee Kenyon Hageman - too ld Clark .Absent: Knudsen, Quorum present, The minutes of the regular meeting of June 20th, the adjourned meeting of dune 28th and the adjourned meet- ing of June 30th, 1922, were read and upon motion duly seconded and carried were approved as read, The reports of the City Treasurer and City Clerk for the months of June and duly were read and approved. The mo tion carried, A petition was filed which was signed by a number of persons in the Fourth Ward requesting the City Counc il to e$pell Nels Vordahl from the Ci ty Council on the account of his attitude toward the strike situat ion.. This being the time set for receiving bids in Special Minutes of the Citv Council of Laurel Improvement District No, 53, the Clerk was instructed to open and read all bids submitted. After the reading of the bids sub- mitted, the Mayor referred the same to a Committee consisting of Kenyon, Price and Hageman. After computation, the Committee reported back as follows; McElroy and Clark, concrete paving Marren Const. This being the time set for the opening of bids and awarding of the eontract in Special Improvement Distridt No. 54, the Mayor called for the bids on file. Kiley, vitrified pipe No bid. concrete pipe 15,430010 The bids were, by the Mayors referred to a Committee consisting of Clark, told and Richardson. After computing the figares, the Committee reported back to the Council that the F, E, Evans Construction Company had submitted the lowest bid for vitrified pipe and that Maurice F. Kiley had submitted the lowest bid for concrete pipe and left to the deliberation of the Council far- ther actions in the matter. After some discussion, it was moved by Alderman Price and seconded by Alderman. Kenyon that the con- tract for the work and improvements in Special Improvement his- tract No, 54 be awarded to the F. E. Evans Construction Company at the amount set out in his said bid and that the Clerk and for be authorized to enter into a contract for the same. The motion carried, This being the date fixed for the hearing and passing upon protests against the creation, of Special Improvement Dis- trict No, 55, the Mayor called fbr the protests on file. The Clerk reported that no such protests had been received and pro- dueed proof of _pub3ieation and mailing of notices as required by the Resolution of Intention., whereupon, it was moved and seconded that there being no pretests filed that the Council proceed to the creation-of said District. The motion carried. t i RESOLUTION NO. 261 Being a resolution creating Special Improvement District Ro. 55 of the City of Laurel, designating the boundaries thereof as defined by Resolution No. 256 and referring to said.' Resoluti..on, same being the Resolution of Intention _to create said District was presented: and read. After some discussion, it :was referrea to a Committee consisting of Fold, -Richardson and 'Kenyon vfhe reported back recommending the passage of said Resolution. Minutes of the City Council of Laurel ORDINANCE NO. 243 Being an Ordinance providing for the receiving of,b ids and the 3.etti.ng of a contract for the construction of improvements in Special Improvement District No, 55 was presented and read. After some discussion., ,it was referred to a committee consisting of Price, dark and Wold, After due deliberation, the Committee reported back recommending its immediate passage, It was moved and seconded that the report of the Committee be adopted and that the unanimous consent and vote of the Council be had to place Ordinance No, 243 on its immediate passage. Upon roll call, all Aldermen present voted aye. It was moved and seconded that Ordi- nance No, 243 be passed and adopted. RESOLUTION NO, 262 Being a resolution creating Special Improvement District No, 56 of the City of Laurel, designating the boundaries thereof as defined by Resolution No, 257 and referring to said Resolution, same being the Resolution of Intention to create said District,. was presented and read. After some discussion, it was referred to a Committee consisting of Wold, Richardson and Kenyon who reported back recommending the passage of said Resolution. It was moved and seconded that the report of the Committee be a- dopted and that the unanimous consent and vote of the Council be had to place Resolution. No, 262 upon its immediate passage. Upon roll call, all Aldermen present voted aye, It was then moved and seconded that Resolution No. 262 be passed and a- dopted, Upon roll call, all Aldermen present voted afire and the said Resolution was declared passed and adopted, ORDINANCE NO, 244 Bung an Ordinance providing for the receiving of bids and the letting of a contract for the construction of improvements in Special Improvement District No, 56 was presented and read, After some discussion, it was referred to a Committee consisting of Price, Clark and Weld, after due deliberation., the Committee reported back recommending its immediate passage, It was moved and seconded that the report of the Committee be adopted and that the unanimous consent and vote of the Council be had to place Ordinance No, 244 upon its immediate passage. Upon roll call, all Aldermen present voted aye, It was moved and seconded that Ordinance No, 244 be passed and adopted. Upon, roll call all Aldermen present voted aye and the said Ordinance was declared passed and adopted„ This being the date fixed for the hearing and passim upon protests against the creation of Special Improvement Dis- trict No, 57, the Mayor called for the protests on file. After some discussion, it was referred to a, Committee consisting of Wold, Richardson and Kenyon who reported back recommending the passage of said Resolution. It was moved and seconded that the report of the Committee be a- dopted and that the unanimous consent and vote of the Council be had to place Resolution No, 264 upon its immediate assage,? Special Improvement District No. 58 was presented and read. I After some discussion, it was referred to a Committee consisting Of Price, Clark and Fold. Upon roll. call, all Aldermen . present voted., aye and the said Resolution was declared passed and adopted, I,, Minutes of the City Council of Laurel After some discussion of the growth of weeds along. the sidewalks, it was moored by Alderman Clark and seconded by Alderman Hager that the Mayor publish notice in the Laurel Outlook requiring the property holders to cut the weeds, The motion carxied, After reviewing the City•Treasurer's.report, it was stated that the Chief of Police had failed to remit to the Treasurer $15,00 on the dog tax collection. It was. moved. by Clark and seconded by Hagem,an that he be instructed to report in full `immed tely or tender his resignation by the next regular Cou#eil Meeting. The motion carried. A contract drawn by the Northern Pacific Railway Company whereby.the ity agreed to relinquish any claim they might have on a disputed strip sixty feet in width on the south side of Mail. Street between. First Avenue and Alder Ave- nue, designated. on max attached thereto, was presented and read.. After due deliberation, it was moved by Price and seconded by V©rdah.l that the Mayor and City Clerk be instruct- ed to sign=) the oontraet referred to, effective August 1, 1922. The motion-carried. The Clerk reported that a bill of lading had been (...m. received for the jail doors and window grating, . It was moved by Hageman., and seconded by Clark that the Clerk be instructed to publish notice calling for bids for the construd'tion of the jail. The motion carried. It was moved anal seconded that the Mayor appoint a Committee to make recommendation for the tax levy in order that a resolution for that purpose might be prepared for the next regular meeting of the City Council. The motion carried. Thereupon the Mayor appointed Vordahl, Price and. Wold.. ORDINAN CE NO. 249 Being an ordinance providing for the continuing, creation and reviving of a fund to be known as the "Garbage Fund of the City of Laurel" was introduced and read and was. thereupon referred, by the Mayor, to a Committee consisting of Richard.- son, Kenyon and Clark with the request that they make a report thereon.
