Minutes of the City Council of Laurel
Laurel, Montana,
June 20, 1922.
The City Council of the City of Laurel met in regul.ar
session in the Council Chamber in the City Hall at 800 P. 1.,
June 20, 1922, and was called to order by Mayor Prank Wright s
Upon roll call, the following Councilmen answered
present:
for dahl
Clark
genyon
Price
Richardson.
Wold
The minutes of the regular meeting of June 6th were
read and approved.
The reports of the City Treasurer, Chief of Police,
Police Judge and Water Commissioner for the month of May were
read and approved,
A supplementary report of the City Treasurer in regard
to dog taxes was read. It was moved and seconded that the Chief
of Police be instructed to appear at the next regular meeting to
make explanation for fail-are to eellect all dog taxes and make
proper report thereof. The motion carried.
The Clerk reported. that he had received a request to
have surety bond of W. S. Jones, plumber, eancelled. as Mr. Jones
was no longer in business here. It was moved and seconded that
the bond be cancelled. The motion carried,
Surety bonds, issued by the Royal Indemnity Company, for
$4000.00 and $1BGO.00, respectively, for the faithful performance
of contracts let` to Kiley and. O"Brein for the construction of im-
provements in Special Improvement Di.striets Nos, 50 and 51, to-
gether with contracts for same were presented.. After due deliber-
ation, it was mowed and seconded that the bonds and contracts be
approved and the City Clerk be instructed to return check to Kiley
and -O' Brei.n as provided in the terms of their bid of June 6th,
1922. The motion carried.
It was moved and seconded that the City Clerk be instruct-
ed to purchase bonds in blank to use as Special Improvement District
bonds in sufficient g-aantity to provide for the 1922 contracts. The
motion carried.
The Clerk read a , commun.ieat ion from the Northern Pacific
in regard to the water rate at the Stock Yards. It was moved and
seconded that the Clerk be instructed to write the Northern Pacific
Railway Company that the intention of the original agreement was the
flat rate schedule which was at that time $1.00 per month, but has
since been advanced to $2050 per month with a 10% discount if paid
on or before the 10th day of the month. The motion carried,
ORDINANCE NO. 2420
Ordinance No. 242, being an ordinance providing for the
receiving of bids and letting. of a contract for the constr-action of
improvements in Special Improvement District No, 52 was presented
and read. After some discussion'it was referred to a. committee
consisting of Clark Kenyon and Vordahl. After due deliberation,
the Committee reported back recommending the imme.ddate passage of
said Ordinanee. -It was moved and seconded that the report of the
Committee be adopted anal that the unanimous consent and vote of
the Council be had to place Ordinance No. 242 upon its immediate `
passage. Upon roll call, all Aldermen present voted "Aye". It
was moved and seconded that.Ordinance No, 242 be passed and adopted.

was declared passed and adopted,
A member of petitions for Special Improvement Distil-ets
were filed.. The City Attorney and City Clerk were instructed to
prepare Resolutions of Intention and estimates for construction of
the following Improvement Districts-,, An extension of the grater and.

.,.y.. sewer on Fifth Avenge, between Fifth Street and the North City
limits; an extension of sidewalk on Sixth Street, between Third
Avenue and Seventh Avenue, on the Fast and Wiest sides of Block
(4) and on the North side of Block Five (5), Park 8ubdivision;
and the construction of sidewalk and curb on the North and West
sides of Block Eighteen (18), Laurel Realty Subdivision; the pav-
ing of First Avenue, between Main Street and First Street.
Mr. Carlisle appeared to request the Fifth Avenue ex-
tension and stated that he was willing to pay the cost of adver-
tis i.ng if the creation of the district should be . prevented by
protests inasmuch as he had been unable to get in touch with a
sufficient number of the property otmers to guarantee the passage
of the Resolution of Intention.
The matter of replacing the wooden main on First Avenue
and on Main Street, between Fourth and Fifth Streets along with the
possibility of relaying the transmission main in the near future,
It was decided to postpone action for future development.
A communication and remittance from E. J. Niedekorn was
presented and read. The City Attorney was instructed to handle
the matter at his discretion.
Mr. Larry Hill, representing the Warren Construction.
Company, appeared with a block of Warrenite paving section and
went into details of the paving problem at length. He stated he
had merely come to familiarize the Council with their type of
pavement and requested that any member of the Council who might
be in Billings before the letting of contract that he would be
glad to have them examine all types of pavement there.
It was moved and seconded that we do now adjourn until
8:00 o'clock P. M,, Wednesday June 28, 1922, to receive bids for
the construction of improvements in, Special Improvement Districts
Nos. 53 and 54 and any other business that might be proper for
consideration at that time, especially, Resolutions of Intention
for Special Improvement Districts Nos. 55, 569 579, 58 and 59,
