April 18, 1922.
The City Council of the City of laurel met in a regular
session at the Council Chamber.in the City Hall and was called to
order by Mayor Frank Wright at 8:00 P. 1-I.1 April 18, 19220
Upon roll call, the following Aldermen answered present:
Vordahl
Bundy

Knudsen
Richardson
Sausman
The minutes of the regular, adjourned meetings of April
10th and April 12th were read and approved.
This being the time set to receive bids for the con-
struction. of a jail, the Clerk was instructed to open the bids,
which were as follows: Geo, Propson, brick and tile construction
with 5" the partition, $900.00; Harry Penninger, brick and tile
- construction with Fromberg brick, $908.75; Frank Platz, all con-
crete and no plaster, $365.00; Brick Manufacturing and Construe-
lion Company by F. A. I11eatherhead, all tile, plaster inside and
out, X650.002 all Brick, $70'7.00, all concrete, 0717.00. It was
moved and seconded that the Hayor appoint a Committee to pass .
upon the bids submitted. The motion carried. Thereupon, the
Mayor appointed Clark, Vordahl and Knudsen to pass upon the bids
submitted. After due deliberation, the Committee reported back
recommending that the contract be awarded to Frank Platz for
concrete construction. Thereupon, it was moved and seconded
that the report of the Committee be adopted and that the Mayor
and City Clerk, be authorized to enter into a contract with him
as soon as the Mayor had approved the building site, The motion
carried.
The City Attorney inquired as to the amount of bond
required for the completion of the jail. It -waas moved and sec-
onded that the amount of pond be fixed at $250.00. The motion
carried.
Mr. Clark, chairman of the Committee on Sewers, re-
ported that they had consented to permit Mr. Laird to tap the
main trunk line sewer near the east end of Lot Eleven (11) in
Block Three (3), East Laurel Subdivision., inasmuch as Mr. Laird
had promised to sign a contract under the provisions of Ordi-
nance No. 90 for Lots 2, 3 and 4 in Block 3, East Laurel Sub-
division which he had neglected to do at the time of connection.
It was moved by Alderman Vordahl and seconded by Alderman Knudsen
that the report of the Committee be approved._ The motion carried...
Attention was called to the stagnant water around the
premises now occupied by Jake Kizer and J. S. Owings on First
Street. After some discussion, it was moved and seconded that
the Clerk be instructed to request Mr, Fenton, agent for the
property referred to, to have .the-water drained away. The
motion carried.
The Clerk stated that Mr. lHooney or Mr. Smith had
not qualified as gas inspector and that TV1r. Smith was not willing.
to do the inspection unless he was allowed the full fee for doing
it, Thereupon, the mayor -reappointed E. W. Snyder as gas in-
Spector with the full amount of the fee to be paid to him. It
was moved and seconded that the appointment be approved. The
motion carried.
RESOLUTION 170. 247.
Resolution No. 247, being a Resolution of Intention to
create. Special _ Improvement District No. 51 of the City of Laurel,
Montana, for the construction of sewer mains through Blocks 1,
29 39 14 and 15 of the Nutting Subdivision, was presented and
read. After some discussion, it was referred to the Committee on.
Sewers who reported back recommending the passage of said reso'
lution. It was moved and seconded that the report of the Com-
mittee be adopted and that the unanimous consent and vote of the
Council be had to place Resolution No. 247 upon its immediate

passage. Upon roll call, all Aldermen. present voted "Aye", It
was then moved and seconded that Resolution No..247 be passed
and adopted. Upon roll call, all Aldermen present voted "Aye"
and said Resolution No, 247 was declared passed and adopted.
Mr. John Oliver, assistant State Bank Nxxaminer, ap-
peared at this time to discuss irregularities in the conduct of
the City affairs. He criticised the issuance of warrants to pro-
vide a commission of the sale of bonds, also the allowance of
discount on claims, He reported that the former Clerk and Water
Coiffaissioner, E. J. Niedekorn, was checked up as being approxi-
mately $143.00 short and stated that the City should make a de-
eland upon him for the amount as shown in his report, also any
other amounts that-might show up for certificates of deposit
issued between 201 and 250. He discussed with the Council the
street levy, Sewer Ordinance No. 90 and other points bearing
on the legal phases of the administration of the City and pro-
mised to procure some opinions from the Attorney General bear-
ing on the questions involved here, A general appreciation of
the information given by him was expressed. He stated that he
was sorry that he had not finished his work here in order that
he might go into the details more fully. He stated that the
City Clerk should be provided with three more books which were
inexpensive and which would give'a closer check on the finances
of the City.
It was moved and seconded that we do now adjourn. The
motion carried.
