Laurel, Montana,
August 14, 19230
Pursuant to adjournment of the regular meeting of
August 7th, the City Council of the city of Laurel met in an
adjourned regular meeting in the Council Chamber in the City
Hall and was called to order by Mayor H. A. Carlisle at 8;00
P. M. August 14, 1923.
Upon roll call,- the following Aldermen answered
present:
Price
Coy
Gum
Hageman
Knudsen
Perry

The report of the Committee on tax resolutions,
consisting of Price, Mold and Coy, was read. It was moved
by Knudsen and seconded by that the report be accepted.
The motion carried.
After some discussion of the refunding problem,
Mr. Brubeek presented a proposition to refund the outstanding
warrants. It was moved by Knudsen and seconded by Price that
the proposition be rejected. The motion carried.
The Street and Alley Committee, which has appointed
as a committee to investigate a claim of Sam Freund, reported
their findings without any recommendation. It was moved and
seconded that the committee remain standing and that they
submit a report at a later date recommending what action would
be necessary. The motion carried.
Mr. Berger appeared in regard to the license charged
for hotel-runners. After some discussion, the Mayor appointed
Price, Hageman and old as a committee to draft an amendment
to the existing ordinance.
Mr. Lindstrom appeared before the Council and stated
that he would be glad to bid on the water main construction
providing the City Council would advertise for bids to be
accepted the.night of the bond sale. It was moved by Price and
seconded by Hageman that we do not. advertise for bids ett the
W- present time. The motion carried.
Estimate No. 2 and Final for 0200.00 for Special
Improvement District No. 55 for F. E. Evans Contracting Co.
was presented and read. -it was moved and seconded that
estimate be approved and that the Mayor and. City Clerk be
authorized to issue bonds in payment of the estimate allowed
upon the receipt of $115..04 for engineering and incidental fees
provided for in the contract and the cleaning out of the sewer.
The motion carried.
Estimate No. 3 and Final for $300.00 on Special
Improvement District No. 56 for F. E. Evans Contracting Co:
was presented and read. It was moved and seconded that the
estimate be approved and the Mayor and City Clerk be authorized
to issue bonds in the amount of $300.00 upon the payment to
the City Treasurer of 4146.20. The motion carried.
RESOLUTION NO. 2910
Resolution No. 291, being a resolution levying and
assessing all the property embraced within Special Improvement
District No, 53 of the (amity of Laurel for the entire cost of
the improvements made therein, was presented and read. It was
moved by Price and seconded by Hageman that said resolution
be provisionally passed as read. Upon roll call, all Aldermen
present voted aye and said resolution was declared provisionally
passed.

RESOLUTION NO. 292.
Resolution No. 292, being a resolution levying and
assessing all the property embraced within Special Improvement
District No. 55 of the City of Laurel for the entire cost of
the improvements made therein, was presented and read. It was
moved by Wold and seconded by Perry that said resolution be
provisionally passed as read.. Upon roll call, all Aldermen
present voted aye and said resolution was declared provisionally
passed.
RESOLUTION NO. 293.
Resolution No. 293, being a resolution levying and
assessing all the property embraced within Special I*provement
District No. 56 of the City of Laurel for the entire cost of
the improvements made therein, was presented and read. It was
moved by Wold and seconded by Perry that said resolution be
provisionally passed as read. Upon roll call, all Aldermen
present voted aye and said resolution was declared provisionally
passed.
RESOLUTION NO. 294.
:Resolution,No. 294, being a resolution levying taxes
for general and specific purposes for the City of Laurel for the
fiscal year beginning May 1, 1923, was presented and read. Said
resolution provided for a ten mill levy for general and.species e w
purposes as follows:
General Fund 6 mills
Street Fund 3 mills
Police Fund 1 mill
For interest and sinking funds as follows:
Water Bonds, Sinking Fund - 3 mills
Water Bonds, Interest Fund - 3 mills
Sewer Bonds, Sinking Fund - 12 mills
Sewer Bonds, Interest Fund -'2 mills
1916 Funding Bonds, Sinking Fund - 12 mills
1916 Funding Bonds, Interest Fund - 12 mills
Water Intake Bonds, Sinking Fund 12 mills
Water Intake Bonds, Interest Fund - 2 mill
Nutting Water Bonds, Sinking Fund - l mill
Nutting Water Bonds, Interest Fund - a mill
1921 Funding Bonds, Interest Fund - 52 mills
1923 Water Bonds, Interest Fund - 52 mills
Light Dist. No. 1, Sinking Fund - 4 mill
Light Dist. No. 2, Sinking Fund - 3 mill
Library Fund - 2 mills
It was moved by Hageman and seconded by Vold that thew1Man1,Lmoue ' t
consent and vote of the Council be had to placd Resolution No.
294 upon its immediate passage. Upon roll call all Aldermen
present voted aye. It was then moved and seconded that Resolution
No. 294 be passed and adopted. Upon roll call all Aldermen present
voted aye and said resolution was declared passed and adopted..
RESOLUTION NO. 295.
Resolution No. 295, being a resolution assessing taxes
for the payment of cost of sprinkling in Sprinkling Improvement

District No. 1 of the City of Laurel, was presented and read.
It was moved. Price and seconded by Coy :that said resolution be
provisionally passed as read. Upon roll call, all Aldermen
present voted aye and said resolution was declared provisionally
passed.
RESOLUTION NO. 296.
Resolution No. 296, being a resolution levying and

1923, was presented and read. It was moved by Hageman and
seconded by Coy that said resolution be provisionally passed
as read. Upon roll call, a Aldermen present voted aye and
said resolution was declared provisionally passed.
RESOLUTION NO. 297
Resolution No. 297, being a resolutioh levering and
assessing all the property embraced within Special Improvement
Fighting Listriet No. 2 of the City of Laurel with three-fourths
of the cost of maintenance and electric current for the year
1923, was presented and read. It was moved by Price and
seconded by'Perry that said resolution: be provisionally passed
as read. Upon, roll call, all Aldermen present voted aye and
said resolution was declared provisionally passed.
RESOLUTION NO. 298.
Resolution No. 2989 being a resolution luring and
assessing a special tax 'against certain designated property
for the removal of garbage, snow, weeds and refuse, was presented ?I
and read. It was moved 'by Perry and seconded by Corr that said
resolution be provisionally passed as read. Upon roll call, all
Aldermen present voted aye and said resolution was declared
provisionally passed,
ORDINANCE NO, 269,
Ordinance No, 269, being an ordinance revising and
-amending Article,3, Section 198 of.-.Ordinance No. 228, being
the revised Ordinance of the City of Laurel., Montana, 1921,
was presented and read. It was moved'by Hageman and seconded
by Mold that the unanimous consent and vote of the Council be
had to place said Ordinance upon its immediate passage. Upon
roll call, all aldermen present voted aye. It was then moved
and seconded that said Ordinance No. 269 be passed and adopted.
Upon roll call, all Aldermen present voted aye and said ordinance
was declared passed and adopted.
ORDINANCE NO, 270,
Ordinance No. 270, being an ordinance revising and
amending Ordinance No, 79 of the Town of Laurel and providing
for the passage of resolutions and levering assessments against
property abutting and connecting up with the water mains of the
8ity of Laurel, was presented and read, It was moved by Vold
and seconded by Gum that the unanimous consent and vote of the
Council be had to place said Ordinance upon its immediate passage.
Upon roll call, all Aldermen present voted aye.. It was then
moved and seconded that said Ordinance` No. ' 270 be passed and
adopted. Upon roll call, all Aldermen present voted aye and
said ordinance was declared passed and adopted_
ORDINANCE NO. 271
Ordinance No. 271, being an ordinance revising and
amending Ordinance No 90 of the Town of Laurel and providing

for the passage of resolutions and levering of assessments
against property abutting on and t4ppi.n.g into the public surer
created by Special Improvement' District No. 3 of the City of
Laurel, was presented and read. It was moved by Price and
seconded by Hageman that the unanimous consent and vote of
the Oouncil be had to place said Ordinance upon its immediate
passage. Upon roll call, all Aldermen present voted aye. It
was then moved and seconded that said Ordinance No. 271 be
passed and adopted Upon roll call, all Aldermen present voted i

Resolution No. 299, being a resolution levying
and assessing a special tax against property herein described
for tapping into trunk line sewer created by Special improve.-
ment District No* 3 of the City of Laurel, was presented and
read. It was moved by. Price and seconded by Gum that said
resolution be provisionally passed as read. Upon roll call,
all Aldermen present voted aye and said resolution was declared
provisionally passed.
It was moved and seconded that we do now adjourn.
The motion carried.
