The City Council of the City of Laurel met in regular session in the Council Chamber in the City Hall and was called to order by Mayor H. A. Carlisle at 8:00 P. M,, August 7, 1923. Upon roll call, the following Aldermen answered presents Price Coy Gum Hageman Knudsen. Perry The minutes of June 19th and July 3rd were read. It was moved by Knudsen and seconded by Coy that the minutes be approved as read. The motion carried. The bills for the month of July were referre d to the Finance Committee and after due deliberation, the Committee reported back recommending the payment of the following bills: H. Leehner 60.00 Cit.carD$pt. 50.36 City Water Dept. 30.26 A bill for meter deposit of $3.00 was rejected for the reason that no record was found that they had made a deposit. It was moved by Coy and seconde d by ferry that the report of the Com- mittee be adopted and the Clerk be instructed to draw warrants upon the proper funds for the bills allowed. The moti on carried. The report of the Police Judge was read and approved. It was moved and seconde d that the Mayor be requested to in- struct the Policd Judge to collect the fines when made . The motion carried, The report of the Chief of Police was read and after .some discussion, it was moved and seconded that the report be T.,T.. referred back for more specific information in regard to fines, arrests and the abuse of ordinances where no arrests were made. ??-- The motion carried. The report of the City Treasurer for the period of Minutes of the City Council of Laurel Laurel, Montana, `W August 7, 1923. May-1st to July 14th was read. It was moved by Hageman and seconded by Coy that the report be approved. The motion carried. Estimate No. 6 and Final for Special Improvement District No 531 Federal Aid Project No. 57, along with bills rendered for extra work, was presented and read. After some discussion, it was referred to the Finance Committee for final settlement with Wickham Bros. & Schwieger. A letter from Ralph D. Moores in regard to the refunding bond issue was read. It was moved by Hageman and seconded by Price that the City Clerk be instructed to obtain release from Mr. Moores as it appeared from his letter that he was unable to go through with the bond issue. The motion carried. Mr. Brubeck of Billings was present and stated that he would be glad to go into the refunding proposition with the City p'rovidih.g the City wished to make another effort for refunding. He iras advised that the City Council would be in session Tuesday, 14th at which time the Council would discuss the matter with him. A petition for the construction of a sidewalk on Blocks 13 and 14, Laurel Realty 2nd Subdivision and 27, Allard Subdivision, was presented and read. It was moved and seconded that the petitioners be instructed to file petitions earlier in the year in order that the work might be done before cold weather. The motion carried, A deed for all of Block 32, East Yellowstone hub- division, being that block inside of the Northern Pacific Y. executed by Jacob Kuhn,. was read. It was moved and seconded that the deed be placed on record. The motion carried. A letter from Mr, Owen, Superintendent of the Northern Pacific Dining-car Department, addressed to J. W. Smith, Manager of the N. P. Motel, 1n which he offered to donate the use of the N. P. Lobby for election purposes along with the return of a $5.00 warrant, was read. It was moved by Knudsen and seconded by Coy that the City Clerk be instructed to express appreciation of the City Council for his action. The motion carried. Notice from Vii. L. A. Calder, attorney for Sam Freund, that he had sustained injuries while walking upon the sidewalk, was presented and read. It was moved and sedonded j that the Mayor appoint a committee to investigate the accident. The motion carried. Thereupon., the Mayor appointed the 4'.W Street and Alley Committee. After some discussion of taxes, it was moved by Knudsen and seconded by Coy that the Mayor appoint a committee to draft a resolution in order that it might be passed at an adjourned meeting of the City Council to be held August 14th. The motion carried. Thereupon, the Mayor appointed Price, Wold and Coy. RESOLUTION NO. 290. Resolution. No. 290, being a resolution levying and assessing all the property embraced within Special Improvement. District No. 54 of the City of Laurel with the entire cost of the improvements made therein, was presented and read. It was moved by Perry and seconded by Knudsen that said resolution be provisionally passed as read. Upon roll call, all Aldermen present voted aye and said resolution was declared provisionally, passed. After some discussion of the ordinances relative to license for peddlers and other industries and business occu- pations that had been omitted in the revised ordinances, it was moved and seconded that the Mayor appoint a committee to draft an ordinance for passage at the regular adjourned meeting I I I i I I i 'ill x Minutes of the City Council of Laurel Laurel, Montana, August 7, 1923, of August 14th. The motion carried. Thereupon, the Mayor appointed Price and Hageman as a committee to co-operate with the City Treasurer in drafting the ordinance referred to.
