Minutes of the City Council of Laurel Laurel, Montana, June 26, 1923. L i Pursuant to adjournment taken the 19th day of dune, 1923 and also upon the special call of the Mayor, a regular adjourned meeting of the City Council of the City of Laurel, Yellowstone County, Montana, was held, pursuant to the ordi- nances of said city in the Council Chambers in the City Hall, the usual meeting place on Tuesday, to-wit the 26th day of June, A. D., 1923, at the hour of 8 o'clock, P. M., at which there were present on roll call : the following: Mayor H. A. Carlisle City Clerk T. A. Rigner Councilmen B. L. Price B. B. Hageman 0. M. Wold R. E. Knudsen The following proceedings, among others, were had and taken, to-wit: The clerk thereupon presented and read the notice of the rileet ng, together with proof of service thereof, which said notice and proof of service were and are in words and figures as follows; i Laurel, Montana, ? June 23, 1923. To the members of the City Council of the city of Laurel, Montana, GREETINGS You and each of you are hereby notified that a special meeting of the city council of the city of Laurel has been and here is called and ordered to be held in the Council ` Chambers in the City Hall, the usual meeting place, on Tuesday, the 26th day of June, 1923, at the hour of 8 oTclock P, ltd., for the purpose of considering a petition of qualified, registered, taxpaying electors of said city requesting the council to call an election for such electron to vote upon the a_uestions of extending the three per cent. debt limit, and incurring an indebtedness of said city in excess of such limit, by issuing the negotiable bonds of said city in the total principal sum of :Forty Thousand Dollars '($40,000.00) for the purpose of providing funds with which to replace.the worn out wooden water mains of the municipal water works system, and by issuing the negotiable bonds of said city-in the total principal sum of Fifteen Thousand. Dollars ($15,000.00) for the purpose of providing fumas with which to construct a settling basin for such municipal waterworks. This meeting is further called for the purpose (if said petit ion be found sufficient) of considering and finally passing an ordinance declaring it necessary to extend said debt limit, incur such indeb*#edness, and issue such bonds, and calling and providing for the holding of such election. Further at said meeting any other appropriate action with reference to said matters will be taken. Done at Laurel, Rtlontana, this 23rd day of June, 192.3. H, A. City of Laurel, ) I, the undersigned Chief of Police of the city of Laurel, Montana, do hereby certify that I duly served the above and foregoing notice on the 23rd day of June, 1923, by delivering in said city a true copy of said notice to each and every of the eight councilmen of the said city. WITNESS my official signature affixed this 23rd day of June, 1923. Chief of Police. 'I The Clerk thereupon presented the petition of Charles B. Sande and certain other qualified, registered electors of said city who are taxpayers upon property within said city, and whose names appear on the assessment roll for the year next preceding and election which said petition asks the council to call, said petition praying for the calling of an election of such qualified, registered, tax- paying electors upon the questions described in the fore- going notice of this meeting. The council thereupon con- sidered said, petition, examined the signatures thereto, and ascertained and determined that such petition was and is signed by more than 20 per cent. of the qualified, registered electors of said city who are taxpayers upon -property therein, and whose names appear on the assessment roll for the year next preceding such election proposed to be called. Thereupon councilman 0. fiI. ':TIold introduced a pro- -posed ordinance entitled: "? nt ordinance determining the sufficiency of a petition requesting the calling of a special election hereby called; for the purpose of sub- mitting to the qualified, registered electors of the city of Laurel, tlontana, who are taxpayers as defined by the revised codes of Montana of 19219 the guest ion of extending the three per cent. debt limit, and of issuing the negotiable coupon bonds of said city to the amount of 6:40,000 for the purpose of providing funds with which to replace worn out watermains of the muni- cipal water works system, and also the question of extending said debt limit and of issuing the negotiable coupon bonds of said city to the a- mount of .;15,000 for the purpose of providing funds with which to construct a settling basin for the municipal water works system, and declar- ing an emergency." Under the direction of the Mayor said ordinance was read in full by the city clerk and considered by said council There-apoh Councilman B. I3. Hageman, moved that any and all rules of the council requiring ordinances to be referred to a committee and taken under advisement until the next regular meeting of the council, and any and all rules which mould, unless suspended prevent the final -passage of said ordinance at this meeting be suspended, and that said proposed ordinance so introduced and read, be further read a second and a third time fully and distinctly at length at this meeting and placed upon its final passage. The mayor stated the motion and -put the iluestion, upon the suspension of the rules as aforesaid, and the vote upon said r.uestion was as follows: Those voting tTro?? C. .Fn-arisen. ,L The TVTayor then declared that said motion had duly carried by the unanimous assent of all members of the city council rresent, and under the motion, directed the clerk to. read the Ordinance the second time. The Clerk read the ordinance the second time, fully and distinctly at length. The Llayor stated, under the motion, that the ordinance stood for third reading, and directed the clerk to read the Ordinance the third time, and the clerk so reed the Ordinance . The Hayor stated, under the motion, that said pro- rosed Ordinance had been read the third time fully and dis- tinctly at length, and might now be placed upon its final . passage . Thereupon councilman 0. id. jAlold moved that said oro-posed ordinance do finally now pass as read. Said motion was duly seconded by said councilman i"Ald Gum and the question being on the final passage of said ordinance under the direc- tion of the I ayor the Clerk called the roll, and upon roll call, the vote upon the final passage of said ordinance re- sulted as follows: to licit: Those voting ":LYE": Councilmen, B. The I!Tayor declared said Ordinance had finally passed, the same was nubered 267 and the Clerk was directed to make -oroper record thereof. Ordinance No. 267 having finally passed, the same was presented to the Mayor for his approval, and the Mayor, having fully considered the same, thereupon, in open session of the city council, duly signed and approved said Ordinance, No. 26'7. Ordinance No. 267 was thereupon ordered to be re- corded in Ordinance Book No. _ of said city, and was thereafter duly recorded therein at -pages to inclusive. Thereupon the councilman J. F. Nicola introduced, read and moved the adoption of the following resolution: RES01UTION /yp, ,;a-19 "Be it resolved by the city council of the city of Laurel, Montana, that a tore copy of Ordinance No. 267 of the city of Laurel, passed and approved this 26th day of June, 9 3, and tha.s resolution each be posted on the 27th day of June, 1923, by the city clerk in the following public and conspicuous places, to tit: One copy at Entrance Tourist Park in first ward, One copy at City Hall in second ward. C, Y?:?audsen, The ilayor declared said resolution duly adopted, and the same was in open session of the council, signed and approved by the Mayor, and sealed and attested by the city clerk, The Mayor then with the unanimous consent of the council a-?-pointed the following as registrar agents: Registration District No.l, being the first ward, R. J. r?Tilliams. Registration District No. 2, being the second ward, Mrs. Ella Funk. Registration District No. 3, being the third ward, D. J. Berger. Registration District No. 4, being the fourth ward, Mrs. Geo. Patterson.
