Council Chamber in the City Hall and was called to order by Mayor H. A. Carlisle at 8:00 P. M. May 151, 1923. Upon roll call, the following. Aldermen answered present; Hageman Price Nicola Perry Fenton The minutes of the regular meeting of May lst and special meeting of May 8th were read and approved. The reports of the Chief of Police, Police Judge, "., City Treasurer, Water Commissioner and Library Board were read -and approved. ? I The bonds of Turner H. Early, Treasurer, and Edward M. Westbrook, Deputy Treasurer, executed by_ the Maryland Casualty Company, were presented fot approval It was moved by Price and seconded by Nicola that the bonds be approved. The motion carried. Bids for the installation of plumbing were given. J. E. O' Brien! s bid was $220.001 H. E. Schrapps' $172.00. It was moved by Nicola and seconded by Price that the Mayor and City Clerk be authorized to enter into a contract with H. E. Schrapps for the installation of the plumbing. The-motion carried. 0. 1J. old appeared at this point and participated in the further actions of the Council. The Mayor made the following appointments; A. L. Garvey, City Attorney. It was moved by Price and seconded by Wold that the appointment be approved. The motion carried. T. A. Rigney, City Clerk, City Engineer and Pater Com- missioner. It was moved by Hageman and seconded by Price that the, appointment be approved. The motion carried, Doctor Roscoe Broughton, Health Officer. It was moved T by Price and seconded by Hageman that the appointment be approved. The motion carried. Library Board; Mrs. T. A. Rign.ey, Mrs. J. P. Long, Mrs. George P. Graff. It was moved by Told and seconded by Nicola that the appointments be approved. The motion carried. Thereupon the Mayor named the following standing committees; FINANCE-Knudsen, Hageman, Fenton. LIGHT & WATER- -Fold, Perry, Hageman. STREET & ALLEY-Prices, Coy, Nicola. SEXIER- :Fold, Coy, Perry. FIRE & POLICE- Hageman, Nicola, Price. PARKS--Enndsen, Hageman, Fenton. The Mayor stated that nominations for the president of the Council would now be in order. Thereupon Wold nominated B. L. Price. It was moved and seconded that the nominations be closed. The motion carried. It was moved and seconded that B. L. Price'be declared elected president of the Council. The motion carried. RESOLU'i'I0N NO. 2'78. Resolution No. 278, being a resolution prescribing the A place of posting ordinances and resolutions of the City of Laurel, was resented and read. It was moved b €?lold and seconded b p by by `-? Price that said resolution be adoptedaas read. The motion carried. I I I Minutes of the City Council of Laurel I Laurel, Montana, May 151 1923. ORDINANCE NO. 264. Ordinance No. 264, being an ordinance revising and amending Section No. 367 of Ordinance No. 228 of the City of Laurel and providing for the compensation of a Health Officer, was presented and read:. It was moved by Price and seconded by Hageman that the unanimous consent and vote of the Council be had to place Ordinance No. 264 upon its immediate passage. Upon roll call, all Aldermen Iresent voted aye. It was then moved by Price and seconded by Hageman that said ordinance be passed and adopted. Upon roll cull, all Aldermen present voted aye and said ordinance No. 264 was declared passed and adopted. ORDINANCE NO. 265. f I' Ordinance No. 265, being an ordinance repealing Chapter 24 of Ordinance No. 228 of the City of Laurel in order to snake inoperative the provisions of the Metropolitan-Police LawS9 was presented and read. It was moved by Price and seconded by Mold that the unanimous consent and vote of.the Council be had to place said ordinance upon its immediate passage. Upon roll call, all Aldermen present,voted aye. It was then moved by Hageman and seconded by Perry that said Ordinance No. 265 be passed and adopted. Upon roll call, all Aldermen present voted aye and said ordinance was declared passed and adopted. ORDINANCE 110. 266. Ordinance No. 266, being an ordinance prohibiting the handling of intoxicating liquors,was presented and read. It was moved by fold and seconded by Perry that the unanimous consent and vote of the Council be had to place said ordinance upon its immediate passage. Upon roll call, all Aldermen present voted aye. It was then moved by old and seconded by Nicola that said Ordinance No. 266 be passed and adopted. Upon roll call, all Aldermen present voted aye anal said ordinance was declared passed and adopted. G. 11. Fenton, Alderman from the Second Ward, submitted, in writing, a notification to the Council of his inability to hold 7.the position of Alderman and requested to be relieved from such duties. After some consideration, it was moved by, Price and seconded by Wold that the office be declared vacant. Upon roll call, all Aldermen present voted aye. G. W. Fenton not voting. And the said office was declared vacant. The Mayor recommended to the Council that at this time they proceed to elect, ffom the Second Ward, a Councilman to fill the position just vacated. The name of Ed Gum was placed in nomination by Alderman Hageman and the name of IV. C. Phillips was placed in nomination by J. F. Nicola. It was moved and seconded that nominations be closed and that the Council proceed immediately to ballot upon the .candidates. Upon roll call, all Aldermen present voted aye. The Mayor appointed the City Clerk to act as teller to distribute ballots among the Councilmen'-and- to publicly declare the results of the ballot. After distribution of the ballots and vote thereon, the Clerk publicly declared the result of the canvass to be as follows: for Ed Gum 3, wo C. Phillips 2. Whereupon, the Mayor declared Ed Gum to be the duly elected Alderman from the Second Ward to fill the vacancy. Price reported that the police had requested an alley light to be placed in the rear of Frank Wright's dance hall. After some discussion, it was decided that the Street and Alley Committee confer with Mr. [Aright to see if it would be possible to have him to erect a light on the rear of his building. It was moved by Price and seconded by Wold that the City Clerk be authorized to advertise for bids for electric power and maintenance of Lighting Districts Nos. 1 and 2. Bids to be received Z-,19, 19233, for a period of one or two years, to be designated by the City Council at the time of letting contract. The motion carried.. Minutes of the City Council of Laurel Laurel, Iilontana, 11ay 15, 1923. It was moved by wold and seconded by 'rice that a culvert be construeted on Second Avenne at the intersection of Fifth Street.
