CITY COUNCIL WORKSHOP
TUESDAY, JULY 18,2023
A Council. Workshop was held in Council Chambers and called to order by Mayor Dave Waggoner
at 6:29 p.m. on July 18, 2023.

Public Input:
Mayor Waggoner stated that Fire Captain Sean McCleary lost his battle with cancer. The City of
Laurel offers its deepest condolences to his wife, Kari, children, and Fire and Ambulance family.
A celebration of life will be held Sunday, July 23, 2023, at noon. A dinner will follow.
There was no public comment.
General Items
1. Appointment to Laurel Urban Renewal Agency Advisory Board for the remainder of a
two-year term ending December 31, 2023.
Council questioned who the appointment would be. It was clarified that the only letter of interest
received was from Mardie Spalinger.
Executive Review
2. Resolution - A Resolution Of The City Council Authorizing The Mayor To Execute
The First Amendment To Right Of Entry And Use Agreement By And Between The
City Of Laurel And Montana Rail Link, Inc.
MRL asked to rent more space in Riverside Park. They will be paying $1,300/day and expect the
clean-up to last 30 to 60 days before they need to move dowru-iver. They are also renting out the
Public Works Director and City boat. All monies collected will be used within the Park's system.
It was questioned if the Public Works Director is able to meet all of his obligations while helping
with the clean-up efforts. It was clarified that he was able to meet his obligations.
Council Issues
Council questioned if the Elm lift station's new pump had been installed. Mayor Waggoner
clarified that he believed all the work had been completed but would verify. The Public Works
Director has spoken with TLC Patriot Septic and Excavation to see if there are some options to
address the City's issues with this lift station.

There were none.
Attendance at Upcoming Council Meeting
All Council Members will be present at next week's meeting.
