The City Council of the City of Laurel met in re-gular session in. the Council Chamber in the City Hall and, was called to order 'by Mayor H. A. Carlisle at 8:00 oI clock P. IVI. February 5, 1924. Upon -roll call, the following aldermen answered present: Price Coy Hageman Perry W o I d The minutes of January lst and 2nd were read and approved with the correction that 9, 75.00 of George Lonnei s salary be raid from the Operating Fund. ORDINANCE N0. 273. Ordinance No. 273, being an ordinance providing for the creation of a fund of the City of Laurel to be known as the Operating fund, was -presented and read. Thereupon, it was referred to a committee consisting of Price, Coy and Perry. After due deliberation, the committee reported back recommending its immediate. passage. It was moved by iiageman and seconded by Coy that the report of the committee be- adopted and that the unanimous consent and vote of the Council be had to place Ordinance No. 273 upon its immediate passage. U- pon -roll call, all aldermen present voted aye. It was moved by Price and seconded by Perry that Ordinance No. 273 be passed and adopted. Upon roll call, all Aldermen Qresent voted aye and said ? Ordinance was declared )passed and adopted. The bills for t?_e month of January were presented and were by .the Mayor referred to the Finance Committee who retired for audit and ?°e, ort on same. Knudsen and Gum being absent, the 111ayor aqp ointed Coy and Wold for this meeting. The Committee, after due deliberation, reported back to the Council recommending that the following bills be paid and that warrants be drawn upon the proper fund in payment of the same: Fred Porter 5.00 Billings Gas Co.p -22.50 M. Security Trust & Savings Bank of Billings, jtulontana, in the amount of 06fa.00, interest on bonds of Special Improvement Districts Nos. 6 and 7, was rejected for the reason that any money in those funds should be used in retirein.g bonds. It was moved and seconded that the re-oort of the Finance Committee be adopted and that warrants be issued in payment in the manner recommended by the Committee. The motion carried. The Committee, appointed at a previous meeting to in- vestigate the cross 'walk at Davis' 'Transfer and Storage Company, reported recommending that some concrete be placed at this crossing as soon as weather conditions would permit. It was moved and seconded that the report of the committee be adopted. The motion carried. The reports of the Chief of Police; Police Judge, City Treasurer and :eater Cor-mnissioner for the previous month were read and ap-n r o ve d. °T'he committee which had been appointed at a previous meeting to investigate the surety offered by the mdaland National Bank reported recommending the acceptance of United States Treasurer certificates of indebtedness 'receipts ;in :tne 'ar o zpt of. t 000.00 for surety on the deposits of funds in that bank. It was moved by Price and seconded by Coy that the report of the Committee be adopted and that the surety be approved, The motion carried. .SOLUTION NO. 300. Resolution no. 300, being a resolution transferring certain funds of the City of Laurel, was presented and read. It was Moved by ,'old and seconded by Perry that said resolution be passed and adopted. The motion carried. RE'SOLUTiON NO. 301. Resolution No. 301, being a resolution authorizing and directing the City Treasurer of the City of Laurel to repay and refund to certain prorertGr owners the garbage assessment for the year 19239 was presented and read. It was moved by Price and seconded by Coy that said resolution be passed and adopted. The motion carried. RE80LUTION INTO. 302. Resolution No. 302, being a resolution transferring certain funds of the Citv of Laurel, was -oresen.ted and read.. It was moved by Hageman and seconded by I;Iold that said reso- lotion be passed and adopted. The otion carried. RESOLUTION NO. 303. Resolution No. 303, being a resolution trans erring certain funds of the City of Laurel to reimburse the Vfater Departrnient for replacing water mains, was presented and read. It was moved by Coy and seconded by Price that said resolution be passed and adopted. The motion carried. After some. discussion as to the time of purchasing pipe for the transmission main, it was moved by Hageman RA? seconded by Wold that the Clerk be instructed to advertise/-to receive 'bids ?{.larch 41 1924. The motion carried. It i? s moved by Perry and seconded by Wold that the City Engineer be instructed to proceed with the Mate Board of Health for their approval of the settling basin in accord- ance with the plans now- on file in his office and that he be instructed to begin negotiations with the northern Pacific Eailwav Company for an easement along their right-of-way for the pipe line. The motion carried.
