The City Council of the City of Laurel met in regular session in the 4onneil Chamber in the City Hall and was called: to order by Mayor H. A. It was moved by Perry and seconded by Gum that the reports be approved as read. The bills for the month of December were referredo the Finance Committee. Resolution No. 312, being a resolution levying- and assessing a special tax against property referred to in Ordinance No. 280 for sidewalk in the City of Laurel ?-ffbntana n, of irk- eluded in any special improvement district, was presented for final passage. It was moved by Porter and' se conded' by Gum. that sa id res olut ion b e finally passed and adopted, Upon roll call f , all Aldermen present voted aye and said resolution was declared passed and adopted, i Minutes of the City Council of Laurel Laure 1, Montana, ._.....: January 6. 1925. The Mayor appointed W. E. Chamberlin, Alderman of the Second. Ward as member of the standing committee on Light and Water and of the standing committee on Streets and Alleys. Mr. Wold being absent, the Mayor appointed George Graves to serve on the standing committee on Light and Cater until Mr. Wold returns, A letter from Bernard Blum, Engineer of Maintenance- of way, relative to the comhination of pumping plats for the two systems, was read. The Mayor requested the water Commit- tee to investigate further and make their recommendation at the next regular meeting of the City Council. Mr. Perry reported for the Water Committee recom- mending that the City now advertise for bids for a new pump- ing unit to supply water to the settling basin, bids to be received at- the regular meeting of January 20th, also that City Engineer be instructed to proceed with a ten foot ad- dition to the pump houne. It was moved by Gum and seconded by Graves that t 1B report be accepted and necessary steps be taken to comply with their recommendations, The motion carrie d. Sam Bender and George Getz appeared before the Co una it . and reported that they would like to have a side- walk and crosswalks in the principal part of the Yellowstone Subdivision. It was moved by Perry and seconded by Gum that the City Clerk be instructed to draft a petition for them to circulate, The motion carried. It was reported that the wood walk running north from the Union. Hotel was in bad contition. It was moved by Perry and seconded by Chamberlin that the Street Commissioner be instructed to repair or dismantle this walk as conditions warranted, The motion carried. A communication from 0. C. Bundy was read in which he requested payment of his filed claims. It was moved by Perry and seconded Gum that the request be tabled.- The motion carried. Section 5023 of the Revised Code, Montana 1921 porhibits this practice. Sections 3016 and 6017 of the Revised Oode Montana 1921 provides for the Aoeountability and. bonding city ,and towns officers. We therefore ask that your city Marshal and Police Judge be furnished with good and sufficient bonds and see that same are appro ve d. 'Financially your city is in a deplorable condition. It is plainly evident that very little attention has been shown towards economy. You are now in excess of the legal- debt l imlt and we therefore urge upon you the very great importance of practicing. strict economy. To the Treasurers Your foxmer practice of acceptance of Warrants as cash and carrying them as same was entirely wrong and we are. glad to note that you have ceased the practice. You should, at your first opportunity, convert the $4,183.51 worth of warrants you are carrying as a cash item, into cash and in making settlement with your Water Collector, in the future give him receipts only for the actual cash turned over to you as City Treasurer. We hope to see a very material reduction in your indebtedness upon our next vie it to your city, We ask your co-operation with this department at all times, to the end that the interest of the taxpayers may be best served and protected. It was thought that the bond required for the Police Judge,was too high considering the amount of money handled. The Mayor requested the committee on Fire and Police to consider the matter and have suitable-ordinance drafted. for the bonds referred to at the next regular meeting of the City Council, The Mayor called attention to the paragraph referring to the City indebtedness and called attention to the 1923 Treasurer's State- ment in which it was shown that the warrant indebtedness referred to had been reduced from 33,000#00 to $10,000.00 and stated that in every branch of the City go vernment , steps had been taken to curtail the expenses. It was moved by Parry and seconded by Cum that the Clerk be in- structed to draft a suitable reply to the Examiners report for action at the next regular meeting of the City Council.
