It was moved by Hartley and seconded by Chamberlin that the minutes be approved as read. The motion carried. The report of the City Treasurer for the month of July was presented and read... The City Attorney reported that the Mayor and he had reached an agreement with the 'attorneys for Mrs. Elizabeth Brown in her damage claim in which they offered to settle for $325.00. It was moved by Graves and seconded by Brag that his report be approved, and that the Mayor and. City Clerk be author- ized to issue a warrant on the operating fund in the amount of $325.00. The motion carried. A claim for $10.18 for lost. warrant No. A 8681 dated May 6, 1930, from Sherrow Bras* was presented and read:. It was . moved by Chamberlin and seconded by Hurle ss that the Mayor and City Clerk be anthori s ed to issue a new warrant upon the filing of a bond for that amount by Sherrow Bros, The motion carried, A bill for $2.00, Poll Tax refund for P. J Dixon, was referred back for farther particulars. The City Attorney presented a letter addressed to the Mayor from 'food & Cooke, attorneys for Barry OtLearey, protest- ing.the awarding of contract for Special Improvement District 69 to C. W..' Laird. Mr. O'Leary appeared also and contended. that the contract should be awarded to him. Dr. McCauley, C. Laird, B. M. Harris, spoke defending the councils action in awarding the contract to Laird. After-some discussion., the mat- ter was dropped. The council `taping no action whatever. Mayor Broughton appeared at this time and presided for the rest of the meeting, Air. L. W. Terr t appeared before the City Council and requested a contract f'or` storage of the fire truck. He also re- ported that when all chemical tanks were emptied that it was un fair to have one of the men remain to fill them after having participated in the fire. It was moved by Bartley and seconded by Click that a new contract be drawn similar to the last con- tract let for the storage of the 'fire track, and the chief be authorized to pay $2.00 to one of the firemen to compensate him for recharging the chemicals in ease more than one.ehemical tank had been emptied. The motion carried. RESOLUTION N4. 391. Resolution. No. 391, being a resolution levying and assessing all of the property embraced within Speeial -Improvement Lighting District No. 1 of the City of Laurel., Montana., with thee-fourths of the entire cost of maintenance and dleetic current for the , year 1931, was presented for final passage. The Clerk produced proof of. publication in the Laurel Outlook and in- I farmed the City Council that no protests had been received. It was moved by Hartley and seconded by Hurless that final passage and approval of said 'resolution be made. Uponroll call, ; all 4.1dermen present voted aye. Thereupon the Mayor declared said Resolution No. 391 finally passed and adopted. RESOLUTION NO. 392. Resolution No. 392, being a resolution levying and assessing all of the, property embraced within Special Improvement Lighting District No. 2 of the City of Laurel, Montana, with three-fourths of the entire cost of m intenam a and electric current for the year 1931, was presented for final passage. The Clerk produced proof of publication in the Laurel `Outlook and in- formed the City Council that no protests had been reeei?red. It was moved by Chamberlin and seconded by Hartley that final pass- age and approval of said resolution be made.. Upon roll call, all Aldermen present `voted aye. Thereupon the Mayor declared said Resolution. No. 392 finally passed and adopted. RESOLUTION NO. 393. Resolution No. 393, beinga resolution levying and assessing certain property embraced within Special Improvement District No. 3, for tapping into trunk line sewer of the City of Laurel, was presented for final passage. The Clerk produced proof of publication in the Laurel Outlook and informed the City Council "..,. that no protests had been received. It was moved by Hartley and seconded by Hurless that final passage aril approval of said reso- lution be made. Upon roll call, all Aldermen present voted aye:. i Minutes of the City Council of Laurel Thereupon the Mayor declared said Resolution No. 393 finally passed and adopted. RESOLUTION NO. 394. Resolution No. 394, being a resolution levying and assessing a special tax against. certain designated property for the removal of garbage, snow, needs and refuse,-was presented for final passage. The Clerk produced proof of publication in the Laurel Outlook and informed the City Council that no pro- tests had been received. It was moved by-Hartley and seconded by Bray that final passage and. approval of said resolution be made. Upon roll call, all Aldermen present voted aye. There- upon the Mayor declared said Resolution No. 394 finally passed and adopted. RESOLUTION NO. 395. Resolution No. 395, being a resolution levying and assessing a tax upon the property described as lots 3 and the south 58 feet of lot 10 in black 1 Laurel Realty Subdivision, ,and lot 10 in block 2 Laurel Realty Subdivision, of the City of Laurel, Montana, to defray the cost of making improvements abutting on said property was presented and read. It was maned by Hartley and seconded by furless that said resolution be provisionally passed smd adopted. Upon roll call, all Alder- men present voted aye and said resolution-Was declared provision- ably passed. RESOLUTION NO, 396. Resolution No. 396, being a resolution ordering the city treasurer of the City of Laurel to cancel dbrtaln .des.ert-br- ed warrants was presented and read. It was moved by Hartley and seconded by Brag that said resolution be passed and adopted. The motion carried. (RD INANCE Nth'. 310. Ordinance No. 310, being an ordinance amending section 498 of Chapter 15 of Article 2 of Ordinance No. 221, being the revised ordinances of Laurel,, Montana, 1921, was presented and read. After some discussion, it was referred to the Street and Alley Committee and after clue deliberation , the committee re- ported back recommending its immediate passage, It was moved by Hartley and seconded by Bray that the report of the Committee be adopted and that the unanimous cq ' nsent and vote of the Council be had to place Ordinance No, 310 upon its immediate passage. Upon roll call, all Aldermen present voted aye. It was moved by HartlQg- and. seconded by Bray that said Ordinance No. 310 he-passed and adopted. .Upon roll call, all Aldermen present voted aye and said ordinance was declared passed and adopted, Mr. C. We Laird appeared before the City Council in regard to grading and graveling the alley in-block 3 East Laurel Subdivision. The matter was referred to the street and alley committee and Mr. Chamberlin was appointed to take the place of Mr. Vordahl on this committee. The. Police Committee reported that Mr, 0. M. Harp had complied with the City Council requirements in cleaning out the Poll Hall. ,A. request for license to run a roaming house by Mrs. Charles 'Wheeler was presented and read. It was moved by Hartley and seconded by Graves that the request be denied. The motion carried. A request for license to ran a rooming house by D. We Kelley, from Plentywood, Fontana., was presented and read. The Mayon referred the matter to the Police Committee for investi- gation. A request for license to run a rooming house by Mrs. Arthur Fox was presented and read. It was moved by Hartley and seconded by Graves that the request be denied. The motion carried. A request for license to run an Eats shop by Mr. John H. Leapley was presented and read. It was moved by Chamberlin and seconded by Hartley that the license be granted. The motion carried. Minutes of the City Council of Laurel LaureI, Montana, August 4, 1931, con't-. It was moved by Furless and seconded by Hartley that the City Attorney be directed to draw an ordinance covering hotels and.'xooming houses. It was moved by Hartley and seconded by Cli,c'k that the City Treasurer be instructed to prepare and present a list' of paid and unpaid licenses at the second meeting of each month. The motion carried. The special committee appointed to investigate the license on soft drink parlors reported recommending.the appeal of the char e of $12.50 and recommended that a soft drink parlor be charged. 3,60 per quarter, and that the price of card table:;. license be raised. Custodian's taeeipt covering 4,5 000.00 bonds to secure the City depossts in "the Midland National Bank, at Billings, Montana, was presented and read. It w moved by Chamberlin and seconded by es that the security be approved. The motion caixied. Custodian's receipt covering $10,000100 bonds to secure the City deposits in the Midland National Bank, at Billings, Montana, was presented and read. It was moved by Chamberlin and seconded by Bray that the security be approved.. The motion carried. Custodian's reoei'pt covering " 20.000.00 bonds to secure the City deposits in the Yellowstone Bank, at 'Laurel, Montana, was presented for quarterly approval. It was moved by Graves and seconded by HuWless that the security be approved. The motion carried. Estimate No. l for Special Improvement Parking District No= 11 in the amount of $.300.00 was presented and read. It was moved by Graves and seconded by hurless that the estimate be allowed, and that the Mayor ,and City Clerk be authorized to issue bonds in the amount of $300.00 on said estimate,. The motion carried. After some disousson, in regard to charge for fire hydrants' and sewer flush tank, it was moved by Craves and second- ed by Hurless that application be made to the Public Service Commission for a rate of $1,00 per month for each hydrant or flush tank. The motion carried. RESOLUTION NO. 395*. .Resolution No.. 395J-, be a resolution prescribing the form, denomination, and rate of interest of bonds of special mpxovement district No 59, and providing for the time of payment and. redemp tion of said bonds was presented and read.
