The City Council of the City of Laurel met in regular session in the Council Chambers in the City Hall and was called to order by 14ayor R. Broughton at 8:00 o'clock P. M. June 16, 1931. Upon roll call the following aldermen answered present: Bray Porter Chamberlin Barney Huriess Grja?e s Hartley The minutes of dune 2nd were read and approved. j Mr.--S. -:E. Bagby appeared before the City ,Council and requested per- mission to park a peanut stand on the street at some suitable loca- tion. It-vft.z moved by Hartley and seconded by Barney that his rec:uest be granted, providing, a suitable point could be located with no objections by the merchants . T,fte motion carried. 0. R.,Wyeoll, representing the General Paint Corporation, appeared before the Council in regard to painting the water tank. After some discussion, the matter was re:r4rred'to the Water Committee. The 'Water Comm mssioner was instructed to hire some one to make'the inspection of the water tank with.Mr . ycoll. bill in the amount of 6;33.82 of Grant F 4amport & Co_. was presented' and read. Its moved by Hurless and seconded by Cha6berlin that the bill be allowed. The motion carried. An application for rooming house, grocery, butehershop, and restaurant from Harry G. Blakely was pres'ented and recd. ItwA-s_ moved. by Hartley and seconded by Porter .that the City Treasurer be authorized to issue license to him. The motion carried. A la-tter from W. H. $ennerd in regard to Tax wed was presented and ' read. After some `discussion itw" moved by Barney and seconded by Bray that the `Gommissionexs be reara.es'ted to withhold from sale at this time all of Blook 10, the aouth half `©f R1oQk 14, all of Block 15, and the West half of Block 16, Yellowstone $nbdivis on, lauxe.l, Montana. The motion earxied. It was also deeided that the 74ayor, City Attorney, and pity Clerk should`oonstitue a committee to assist the County Commission- .. ers in fixing values of tax title property to be sold. A petition by I1r. H. Habener to run a soft drink parlor was presented `z and read. It was moved by Hartley and seconded by Graves that the pet- ition be denied. The motion oanc ed j Mr. J. L. Hedges appeared before the City Council in regard to his per- ' mit fox building a dairy barn within the city limits. After some dis- eussion it s moved by.Hurless and Hartley that Mr. Hodges be given . until May 1, 1932 to dispense 'with his present building within the city limits. The motion carried. Mr. Hodges acquiesced to this arrangement. Itw,7&s movers byr Hartley and seconded by Rurless that the Cheif of police notify owners of stock to keep sttaw piles and manure piles cleaned up. Motion carried. - The dater Gom€niss_ioner reported a number of residences without sewer.> Thereupon the Health Officer 'was directed to notify all property owners to comply with the City Ordinance relative to sewer' connection Alderman Hartley, asked to be excused at tthie time and did na-t tart. ei- . ate in the further deliberations Of. the council. This being the time set for hearing objections to the cre8tion of the Special Improvement Bistriet no. '01, the ;,zlerk was instructed to read the objections. Thereupon an_`eb jee_tion. from J., . Resolution No. 389, being a resolution creating Special Improvement ' V s.triot No. 69, was presented and read.. It was moved by Graves and seconded by P.ortei that said resolution be passed and adopted. The motion parried. 1 rl eH?INANCE ]YE?. 3Q9. Ordinance No. 309, being an ordinance providing for the 'receiving of bids and the letting of a contract for the construction of improve- ments in Special -Improvement Datet No. 69, was presented and read. After some discussion, it was referred to the Street and Alley Com- mittee and after dime deliberation, the committee repor teF back recom- meding its immediate passage. It was moved by Gxav s=at.dzeeconded by Porter that the report of the committee be adopted and that the <uhan- imous consent and vote' of the Council be had to place Ordinance No. 309 upon Its immediate passage. Upon roll call, all Aldermen present voted aye. It was moved by Graves and seconded by Porter that said Ordinance No. 309 be passed and adopted. Upon roll call, all Alder men present voted aye and said ordinance was declared passed and..adopted., ATresigaation of C. H. Barney was presented and re It was mowed by Graves and seconded by Chamberlin that his resignatf n as Alderman from the second ward be accepted. The motion carried. The Mayor stated that nominations for an alderman to fill the vacancy occurred by the resignation of Mr. Barney would now be in order. There- upon, itwas moved by Chamberlin and seconded by Graves that T. J. Click be elected to the office of alderman from the second ward, to fill the unexpired term of 0. H. Barney. The motion carried. The Mayor reported spme places raided for liquor violations by the Pro- hibition Officers, who had found liquor, and called attent1on to his notice in the Laurel Outlook, referring to cancellation of ,lir-enza.. Thereupon, it moved by Graves and seconded'`by Porter that the City Attorney be instructed to have the violators appear before the City Council and show cause' whir their license should not be revoked. The motion carried. The City Clerk was instructed to request Mr : L. G. Braswell to appear before the City Council in regard to his rabbit pens. The Health Officer was requested to inspect the premises of the New Yellowstone in regard to a complaint having been made about unsanitary conditions.
