The City Council of the city of Laurel met in regular session in the Council Chamber in the City Hall and was called to order by Mayor James Kueera at 8:00 o' clod P. DZ. Tuesday-March- 3, 1931. Upon roll call, the following k1deimen answered present: I Bray { Chamberlin 3arney Perry Vordahl Graves The minutes of February 3rd, 17th and adjpurned regular meeting of February 24th were read and approved. The report of the city Treasurer was .presented and read.; It was-moved by Vorda,hl and seconded by Graves that the report be approved. The motion carried. The report of the Police Judge was presented and read. It was moved by Perry and seconded by Chamberlin that the report be approved. The motion carried. The report of the Chief of Police was presented .and read. It was moved by Perry and seconded by Chamberlin that the `report be approved. the motion carried. The' motion carried, After some discussion in regard to a bill of Wes Stevens of $2,00 for Poll Tag refund, it was moved by Vor -ahl and seconded by Perry that the amount be refunded if his statements were found to be correct. The motion carried. A contract, accompanied by a burety bond of $2700,00, for the construction of improvements in Special Improvement District No. 68, between Grant F. Lamport and Company and The City; of Laurel, was presented and read. It was moved by Verdahl and seconded by Graves that the bond be approved and that the action of the Mayor and City Clerk in executing the contract be approved. The motion carried. A contract, between Grant F. Lamport and Company-and .The City of Laurel, for extra gravel, was presented and read. It vas moved by Barney and seconded by Perry that the contract be approved, The motion carried. It was moved by Barney and seconded by , Graves that t he certified check of Grunt F. Lamport and Company be returned, the . Motion carried. The Finance Committee reported they were not ready t4' tale action on a truck. It was moved by Yor dahl and seconded by Chamberlin that further action be deferred until April 21st, The motion carried. ORD11ANCE N0. 305 Ordinance No. 305, being an ordinance ;preat:d to be known as "Fund of. Special Improvement District Bo. 68 of the City of Laurel," was presented and read.After some discussion, it was referred. "to the Finance Comm i.ttee and after due deliberation, the committee reported back recommending. its immediate passage. It was moved by Verdahl and seconded by Graves that the report of the Committee be adopted and that the unanimous consent and vote of the Council be had to place ©rdinaube No. 305 upon its immediate passage., Upon roll call, all Aldermen present voted aye. It was moved by Vordahl and seconded by Graves that said Ordinance No, 305 be passed and adopted. Upon roll call, all Aldermen present voted aye and said ordinance was declared passed and adopted,. January 1931, TO*,, 380. 4 By City Treasurer's B s for` same, 18©.20 EXAMUERI S NOTES The City Treasurer must deposit the funds of the City in the sot- vent banks of the City, said banks qualifying therefor as provided" by Chapter 49 of the 1929 Session Laws, on a pro rata basis accord- ing to the paid-in capital and surplus of each such depository bank in the City. ,The City Clerk must keep a record of the petty cash expenditures,. The only record kept at this time is the claims to reimburse the Petty Cash Fund. A form of receipt and record has been, explained. to the City Clerk. A receipt in the amount of $29.,53 for expense of B. L Price to Helena on Qity business was found in the Petty Cash Fund. Such expenditures mast not be advanced from the Petty Cash but the claimant mast make an itemized claim for such expense. The Chief of Police has not furnished an official bond as ;provided by Section 5017, R. C M* 1921. Such bond must be furnished and approved by the City Council as provided by lair. The claims were examined and found to be in good form. A few of the claims do not have complete dates, others are not itemized on the claims and a few are not signed and sworn to Due care must be exercised before a claim is allowe for_ payment to see that the same is up to legal requirements as provided by Section 5078, R. C. id. 1921, that the same bears a complete date, that the item- ization is clear and explicit of the services rendered and supplied or material furnished, that the same is duly signed and sworn to, that the date of approval and approval signature of the Mayor is indicated on the face 'of the claim.
