Minutes of the City Council of Laurel yairel, Montana, April 30, 1933. The City Council of the City of Laurel me t_ in regular adjourned session in the Council Ghamber in the city Hall and was called to order by Mayor` R. Broughton at 8:30 o'clock p Ivy. April 10, 1933. Upon roll call the following Aldermen answered present; Bray I porter Chamberlin Vordahl Har le s s Hartley Dull R. Broughton received a call and Bar; Vordahl, Pareso of the Gouncii, took the chair. It was moved by Dull and seconded by Porter that his request be granted subject to the approval of the City Engineer. The motion carried. Mayor Broughton returned and presided during the remainder of the meeting. ORDINANCE ,1-10. 322 { Ordinance No, 322, expxessing in its preamble the emergency for its passage, adoption and approval and amending article 3, of chapter 6 of ordinance No. 228, as amended by ordinance igo 276, re- lating to licensing certain occupations, industries, trades`, pursuits and professions in the city of Laurel and requixing payment of a license fee in aid of the poli-ce regulations of the city of Laurel, 'providing for the gxanting, refusal and revocation of such license, providing penalties 'for the violation of this ordinance and repeallir_,rn ordinances j and parts of oxdi antes of the city of Laurel in conflict' here ,ith, said amendment providing for the licensing of the manufacture, ? pie and dis- tribution of beer and other s imiliar fermented beverages was presented and need. U.ors roll call, all Aldermen. present voted aye. It was moved by VordahS and seconded by Dull that said prdir, anee No. `322 be passed.' and, adopted. Upon roll call,. all Aldermen present voted aye and said. Ordinance pa. 322 was declared passed and adopted. ORDINANCE 190. 323 oxdinanee No. 323, expressing in its preamble the emergency for its passage, adoption and approval; providing for the regula.tiori of the manufacture, 'sale and distribution of weer: and other similar fermented beverages, and providing penalties for a violation of the provisions of said ordinance was presented and read. After some dis- cuesion, it was refexred to the Committee appointed to''draft new beer ordinances and, after due deliberation, the committee reported back recommending its immediate passage. It was moved by vordahl and see- ? onded by Hartley that the report of .the Committee be adopted and that unaminous consent and vote of the Council be had to place ordinance` No. 323 upon its immediuite passage, Upon. roll call, all Aldermen present voted aye. It was moved by ill and seconded by Hur less that said -Ordinance ]No. 0-rd©nan adopted. Aldermen present voted ayepandeaaid and No., 23 ? wascdecla.red passed and adopted. The City Treasurer reported that the Yellowstone Bank had tendered a check for q ua rterly interest which included.. x,15.62 In excess of the_1 11 , charge since t`he Billings Gleaning House Association reduced the rate. It etas moved by P¢fter and seconded by Dull that the check be returned and a new check be obtained for the amount' due under the new rate. The motion carried. It was moved by Hartley and sec- onded by Hurless that the security be approved.. The motion carried. Gustodian's Receipt No. 0198, executed by the Federal Res- erve Bank of Helena,, covering qp15,000. Of Liberty Loan Bonds held as security for deposits 3:n: the Midland National Bank of Billings was presented for quarterly approval. It was moved by Vordahl and sec onded by dull that the security be approved. The motion carried. 0ustodian's Receipt No. 24860, executed by The First 11ation el Bank' of Minneapolis, Minnesota, covering $20,000. Yellowstone County Bonds held as security for deposits in the Yellowstone Bank of Laurel, was presented for quarterly approval. it was moved by Hartley and seconded byHurless that the security be approved. The motion carried. Mx. Hartley reported that the ,Norris Creamery were retail- ing milk. The Water Committee reported recording a change in the irrigation rate. After some discussion, it was moved by Vordahl ead seconded by Dull that a fifty percent reduction in ixrigation rate through the irrigating season be requested. The motion carried. The Mayor stated that the Twin Realty Company had made ap- pl cation for beer license and that he had protested the issuance of ? their license for the reason that he expected them to send in a bartender to run the place. It was moved by Hartley and seconded by I Dull that his action be approved. The motion carried. {
