- Minutes of the. City Council of Laurel Laurel, hior_tana, Lovember 20, 1934. The City Council of the. City of Laurel met in regulaar. session in the Council Chambers in the City Hall and was called - to order by Mayor R. Broughton at 8:00 or clock P. M. Tuesday November 20, 1934. Upon roll call the following Aldermen': answered present; Bray Sidwell Lana Vordahl Reardon_ Conrad Hartley The minutes of November 6th-`were read and approved. Muir. 0. M. Harp made application for a permit for- the erection of a neon sign in accordance with the City's specifica- tions. It was moved by Vordahl and seconded by Bray that his j request be granted. The motion carried. mr, Manz, Superintendent of the Independent Reffining Company appeared before the City ;council and stated they were hav- ing difficulty operating during the winter months and asked if there could be any reduction made in. the water -rates for four months. It 'was moved by Hartley and 'seconded by Law that the mat- ter be referred to the Water Committee. The motion carried. Thexeupon the Mayor declared a ten minute recess. The Water Committee retired and,, after deliberation, re- ported back recommending that the $200.00 flat' charge on law pres- sure grater be eliminated between ,11ov. 15, 1934 and Larch 15, 1935, I and the dity_ Attorney, be authorized to draw a rider to the contract on these basis. It was moved by Vordahl and ; seconded by Reardon that the report' of the Committee be adopted. The motion carried. After some discussion of the disturbances at The Tittle Dutch Inn it was moved by Hartley and seconded by Conrad that the City Attorney write the State Board of Liquor Control requesting that the license of The Little Dutch Inn be cancelled and a copy of the letter forwarded to the manager of The Little Dutch Inn. The motion carried. An application by L. 0. Gemmill for a permit to erect a garage was presented and read. It was moved by Hartley and second- ed by Conrad that his request be granted. The motion carried. L_.. The Mayor reported that there had been complaints about fast driving near the school buildings and the matter of placing "slow signs`f around the gymnasium school was discussed. It was moved by Conrad and. seconded' by Sidwell that the matter be referred to the Street k Gilley Committee for report at the next meeting. The motion carried. An application by Imogene Nelson for a license to operate a beauty parlor was presented and read. It was moved by Vordahl and seconded by Reardon that her request be granted and that the city Treasurer .be authorized to issue license. The motion carded. An application by 'm. W. Finle for a license to operate a grocery -Store and to sell cigarettes was presented and read. It was moved by Hartley and seconded by Vordahl that his request be granted and the City Treasurer authorized to `issue license The motion carried. A communication from The 34'_i.dlan4 National Bank concerning a change of Government Bonds for bonds naw-matured was presented and read. It firms moved by';Cor_cad and seconded- by Vordahl that the Council would be filling to 'accept .a new bond. The motion carried. The Clem asked if it would be satisfactory for a public Service hearing at` the City Hall Dec. oti3. It ti1as moved by Hartley and seconded by Law that the request be granted. The motion carried. Upon roll call, all Aldermen present voted aye and said Ordinanoe No. 329 was declared passed and adopted. ORDINIA140 NO. 330. Ordinance No. 330, being an ordinance expressing in its preamble the emergency for its passage, adoption and approval; defining the terms "liquors' , "Liquors" and I'Fublic,,Place" ; pro- viding that the drinFting of liquor in 'a public place is a nuisance and providing penalty for violation of said ordinance, was presented and read. It was moved by Hartley and seconded by Law that said ordinance No. 330 be passed and adopted. Upon roll call, all Alder- men present-voted aye and said Ordinance No. 330 was declared passed and adopted. t?RDIidANC1?. 331, ordinance No. 331, being an ordinance providing that it shall be unlawful fox any person or persons, firm or corporation, to erect, maintain, and place or move into the corporate limits of the City of Laurel, Montana., any bag car or refrigerator car, without first obtaining a permit from the City Council of Said City, and providing a penalty therefor, was presented and read. It was moved J by Hartley and seconded by Sidwell that said ordinance No. 3v1 be passed and adopted. Upon roll call, Bxay, Sidwell, Law, Reardon, Conrad and Hartley voted aye and Vordahl voted No. Thereupon the Mayor declared Ordinance 11o. 331 passed on its 'first reading. OEDINANCE NO. 332. ©xdinanee No. 332, being an ordinance defining a public dance hall in the City of Laurel, Montana; providing closing hours therefor; and providing.a penalty fox the violation of said ordi.n- ance., was presented and read:. It was moved by Hartley and seconded by Sid:well that said Ordinance No. 332 be passed and adopted. upon 1 roll call Bray, Bidwell, Law, Conrad and Hartley voted aye and Vordahl. and Reardon voted no. Thereupon the Mayor declared Ordinance No. 332 passed on its first reading. .Ar claim in the amount of '46.51 for taxes due the County Treasurer was ,refe_rred to the Finance Committee and after due-,delib- eration the Committee reported recommending its payment. It was moved by Vordahl and seconded' by Hartley that the report of the Com- mittee be accepted and that a warxant be issued in the manner recom- mended by the Committee. The 'motion caxxied. .°- The resignation of E. A. Gum as Alderman from the Second Ward was presented and read. It was moved by Vordabl and seconded by Reardon that it be accepted. The motion carried. The mayor stated that more consideration fox the selection of an Alderman should be given. Thereupon it was -moved by Lava and seconded by Reardon that the four holdover Aldermen be designated as a nominating committee. The motion carried. After some discussion of a. reservoir and pipe line it was moved by Hartley and seconded by Law that the Water Committee pro- ceed <Taith the project and make application for a FERA. project. The motion carried. It was moved by Bray and seconded by Vordahl that the Sewer - Committee " proceed with arrangements for sewer fox the South Side. Upon roll call, the motion lost. i A letter from the Superintendent of Banks regarding Federal Deposit Insurance Coxpoxation insurance of 5,000.00 of all Federal Reserve Banks and stated that the Yellowstone Bank was a member of the Fed.exal -,,esexve Bank, was presented and read. - It was moved and seconded that we do now adjourn. ?jotion carried.
