Minutes of the City Council of Laurel
Laurel, Montana,
November 6, 1934.
The City Council of the City of Laurel met in regular
session in the Council Chamber and was called to order by mayor
R. Broughton at 8:00 ox clock P. M. November 6, 1934.
Upon roll call the following aldermen answered present;
Bray
Sidwell
Law
Gum
Reardon
Vordahl
Hartley
Conrad
The minutes of October 2nd, 16th and 30th were read and
approved.
The report of the City Treasurer for the month of petober
-- was presented and read. It was moved by Vordahl and seconded by
Conrad that the report be approved. The motion carried.
The report of the Health officer was presented and read.
It was moved by Law and seconded b y Hartley that the report be ap-
proved. The motion. carr ied. -
The report of the Police judge for the month of October' was
presented and read. It was moved by Vord:ahl and seconded by Oanrad
that the report be appro ved. The motion carried.
The report of the Chief of Police for the month of October
was presented and read. It was, mo ved by Vordahl and seconded 'by
Conrad that the report b e approved. The motion carried.
The bill for t he month o f October were referred to the pin-
ance Committee and after due delib eration the Committee re ported
back recommending the payment of t he following bills;

It was moved by Law and seconded by Gum-that the report of the Com-
mittee be accepted` and that warrants be issued in the manner rec-
ommended by the Committee The motion carried.
It was moved by Vordahl and seconded by Sidwell that the
bill of Wm. Fly for °x'6.00 be referred back for further particulars
and to ascertain if the dogs killed were killed on his own time or
City time.
Mr. 'George Harlan appeared before the City Council and re-
quested permission to :set a bar ear in the rear of his Filling Sta-
tion fox storage purposes on. Lots 1 to 8, BlooL 31, Yellowstone Sub.
It was moved by Conrad and seconded by Hartley that the request be
denied. The motion carried.
Mx. George Harlan also requested permission to place two
--' box ears south of his Filling Station for repair and stated that he
would move them to his ranch by May. It was moved by Vordahl and
seconded by Law that the,pemnit be granted. The motion carried. j
A request by George Stumpf for3,a_=permit to erect a neon
sign in front of his business at 117 East Twins Street was presented
and read. It was moved by Bray and seconded by Law that the request
be granted. The motion carried.
A request by P. J. Valek to reconstruct his garage on Lot
10, Block 2, Laurel Realty Subdivision was presented and read. It
was moved by Vordahl and seconded by Hartley that his request be
granted. The motion carried.
The Fire Committee reported recommending achange in the
boundaries of the fire zone. After further discussion regarding the
fire limits and zoning it was moved by :Conrad and seconded by Vordahl
that the City Attorney be instructed to draw a zoning ordinance. The
motion carried.
After some discussion regarding the late hours and
disturb-caused by drinkers it was moved by Gum and seconded by Reardon
that a resolution be passed requesting that beer halls, dancing parlors,
soft drink parlors and card rooms close between the hours of 1;00 A.
and 6:00 A. vl. each, clay of the week and request operators of xestaurants
that sell beer to refrain from selling beer between the hours of 1:00
A. Y. and 6:00 A. ICI. The motion carried. It was moved by Hartley and j
seconded by Law that the City Attorney be requested to draft an ordinance
fox closing hours for beer parlors, dancing parlors, soft drink parlors,
caxd parlors., etc., and prohibit restaurants fron?E: selling beer. The
ration carried.
A report from the City Attorney relative to the $5,000.00
Guarantee -Bank Act, which had been requested by the City Council on the
application.of the Yellowstone Bank to receive all deposits of City j
funds, was presented and read. After some discussion, it was moved by
Vordahl and seconded by Hartley that the City Treasurer notify the
Yellowstone Bank that the City Council does not feel disposed to change
at this time. The motion carried.
Custodian's Receipt No. 0198, executed by the Federal Reserve
Bank of Helena, covering $15,000_.00 of Liberty Loan Bonds, held as
security fox deposits in the midland Fational Bank of Billings was
presented and read for quarterly approval. It was moved by Vordahl and
Seconded by Hartley that the be approved. The motion carried.
Four Custodian's Receipts', in the amount of X5,000.00 each,
issued by the Federal Reserve Bank of Minneapolis, covering ,20,000.00
worth of Yellowstone County Bonds held as security for deposits in the
Yellowstone Bank was presented for quarterly approval. It was moved by
Bray and second by Conrad that the security: be approved. The motion
carried.

An application by Clifford Watson for license to operate a
barber shop was presented and read. It was moved by Hartley and
seconded by Conrad that his request be granted and that the City Treas-
urer be authorized to issue license. The motion carried.
An application by Hilda'Mulhein for license to operate a
hotel was presented and read. It was moved by Vordahl and seconded by
Law that her request be granted and that the City Treasurer be author-
ized to issue license. The motion carried.
An application by H. A. Yoost to place a re r car on
Lot 8, Bloct 1, East Laurel Subdivision, for a short order restaurant
was presented and read. It was moved by Hartley and seconded by
Conrad that the application for permit be rejected. The motion carried.
After some discussion of a contract between the east end
water users, it was moved by Vordahl and seconded by Hartley that Ira
Sullivan, and his associates, be notified that unless they agree upon a
contract with the City at once the City would be required to discontinue-
water service through the wooden main. The motion carried.
