HomeMy WebLinkAboutCity Council Minutes 07.02.1935Minutes of the City Council of Laurel Laurel,, Montana, July 1935 The City Council of the City of Laurel met in regular session in the Council Chambers in the City Hall, and was called to order by Mayor R, Broughton at 8 of clock P. Lf. _July 2, 1935.- Upon Roll Call the following aldermen answered present: Vordahl - Conrad Reardon Sidwell Law Hartley The minutes- of June 18th were read and approved, The report of the City Treasurer for the month of June was presented and read,,. It was moved by Hartley and seconded by Reardon that the. report be approved, The motion carried.' The report of the City Cleric for the month of June was presented and read. It was moved by Vordahl and seconded by Conrad that the report be approved. The motion carried. The report of Br. Ha11,Health Officer; was., presented and read. It was moved by Conrad and seconded by 'Law that the report be approved. The motion carried. Dr, Hall reported in his monthly report that outside toilets were being used in premises occupied by W. R. Sabin on Harry Dail property on Juniper Avenue, premmises occupied by V. B. Parish family on.Juniper Avenue and premises owned by James Poulos of Harlowtown on Fir Avenue. After some discussion it was moved by Conrad and seconded by Hartley that the,City Attorney be instructed to notify property owners that they were to gonnect with sanitary sewer and put in toilet facilities within thirty darg after receiving notice, Upon roll call all aldermen present answered Aye and the Mayor' declared the motion passed. Br. Hall also recommended that Y. C. Whitely who owns property on Second Avenue and Vim. Walsh who owns property on Third Avenue be required to connect 'with .sanitary sewer and put in toilet facilities. Upon roll call all aldermen answered Ape and the Mayor 'declared the motion passed. ?..? The report of the Chief of Police for the month of June was presented and read, It was moved by Hartley and seconded by Conrad that the report be approved. The motion carried. The report of 2.; C. Scheidecker, Police Judge, for the month of June was presented and read. It was moved by Vordahl and seconded by Conrad that the report be approved. The motion carried. Fred Yox appeared before the Council and asked permission td move a box car on Lots Seven and Eight,Bloek Fourteen, Sot.th Laurel,# After some discussion, it was moved by Vordahl and seconded by Law that the matter be referred to the City--Engineer and a temporary permit be granted provided that none of the neighbors objected. The motion carried. . J. Ranger appeared before the Council regarding the Calling of Bonds and reported that the 1921 :handing Bond, Sinking, account was already overdrawn $1.30.48 and t hat- the 1923 dater works Bond account Series 11" was overdrawn $484.72 an4 would be overdrawn more when Bonds called were paid. It was moved by Vordahl and seconded by Sidwell that a recess be declared and that Mr. Ranger meet with the City Attorney and the Finance gommittee regarding the transfer of funds. The motion carried. The committee reported b,a.ct recommending the following transfer of funds by resolution: 500.;_ ?fpoffi . the Street Fund to t _ 1 ?,?S ,3 3 $484.72 -:from= General Fund to -_thac, ._ ?' Apo S Si and $2120.,()o ?,from: the Water Fund to eater Works, Series r? ". It was moved by Vordahl and seconded by Hartley that the report of the committee be adopted. The motion carried. It was moved by Vordahl and seconded by Smith that the City Attorney draw up resolutions transferring certain funds to take care of Bonds. The motion carried. The Committee appointed to nominate an Alderman to fill the unexpired term of F. C. Scheidecker, reported recommending that C.W,Gross be appointed. Upon investigation it appeared that his name was not on tax roll. Thereupon it was moved by Vordahl and seconded by Law that the Committee be given further time for nomination. The motion carried. Mx% Vordahl brought up the subject of restoring the 10?? that had been deducted from the Salary of J. S. Broha.ugh, and recommended that Mr. Brohaugh be paid a Salary of $240.00 per month beginning July lst plus his bonus for the summer months. After some discussion it was i roved by Law and seconded by Hartley that the recommendation be approved. The motion carried. The City Treasurer aad the City Water Commissioner were requested ? to file delinquent reports the second meeting of each month. The subject of tree branches over the sidewalks that interferred with free traffic was discussed. It was moved by Vordahl and seconded by Smith that the City Engineer request the owners of property to have trees trimmed. The motion carried. I Minutes of the: City Council of Laurel Laurel, Montana, July 2, 1935 (continued) Ordinance No. 337 Ordinance No. 337 being an Ordinance amending Section 250 of Article 2 of Chapter 8 of Ordinance No. 228, being the revised Ordinances of the City of Laurel, Montana, relating to application for a permit for construction, altering buildings or moving any structure within the City limits, was presented for final passage, It was moved by Vordahl and seconded by Law that Ordinance No. 337 be given final passage and approval. IIpon roll call, all aldermen present voted Aye. Thereupon the Mayor declared said Ordinance No. 337 finally passed and approved. Ordinance No. 338 Ordinance No. 338 being an Ordinance repealing Section 256 of Article 2 of Chapter 8 of Ordinance No. 228 being the revised ordinances of the City of Laurel, Montana, relating to fees for lot lime=: Surveys by the City Engineer,, was presented fow final passage. It was moved by Conrad and seconded by Reardon that Ordinance No. 338 be given final passage and approval. Upon xoll call, all aldermen present voted Aye.. Thereupon the Mayor declared said Ordinance No. 338 finally passed and approved. Ordinance No. 339 Ordinance No. 339 being an Ordinance amending Section 241 of Article 1 of Chapter 7 of Ordinance Ro. 228 being the revised Ordinances of the City of Laurel, Montana, was presented for final passage and approval. Upon roll call all aldermen present voted Aye. Thereupon the Mayor declared said Ordinance No. 339 passed and approved. After some discussion re#a.rding placin J meters in Building occupied by Dr. McCauley and the Chapman ?)xug ompany, it was moved by Hartley and seconded by Reardon that the Water Commissioner bb<_:?: instructed to have meters installed.
