The City Council of the City of Laurelmet in regular session in the Council Chambers in the City Hall and was called to order by Uayor R. Broughton at 8: 00 oT clo d P K. Tuesday February 39, 1935. Upon roll call the following Alderman answered present Bray Sidwe 11 Law Scheidecker V o rdahl Hartley Conrad The minutes of Feb. 5th were read and approved. I?r. Hastings, representing the Hewitt System of water tanks, appeared before the City Council. After some discussion it was moved by Vordahl and seconded by Hartley that the Committee_ -- and the City Engineer investigate the plans and notify JEr. Hastings of their decision. The motion carried. The report of the City Treasurer for the month of January was presented and read. It was moved by Hartley and seconded by Scheidecker that the repo'xt be approved: The motion carried. The report of the City Clext for the month&?` of December and January was presented and read. It was moved by Vordahl and seconded by Conrad that the reports be approved. The motion carried. An application by Frank Platz for :permission to cross the 20-acre tract at the Transient Camp with electric light wires was presented and read. It was moved Vordahl and seconded-by Conrad that his request be granted. The motion carried. The report of the State Examiner, dated. January 1, 1935, was_ presented and read. Chapter 23 of the Extraordinary Session laws 1933-34 pro vides that the City Council may require security for only such port ion of de- posits as is not guaranteed or insured according to lave. " The de- pository banks of the city have a guarantee of 415,000.00 with 'the- Federal Deposit Insurance Oarporation and the deposit 'in the- Yellow- stone Bank, Laurel, was increased during this examination to -the amount of the guarantee and the approved bonds and securities as ?`... provided by said Chapter 23. Your attention iz also called to Attorney General's Opinions Yo. 525 and No. 526 which hold that _J State Bank have no power to deposit assets to secure.City funds only where such funds are in excess of the guarantee provided by law. The Minute Booty was examined and the minutes of. the proceedings for August 21, 1934, have not been signed by the 1-dayor. The Minutes must be signed by the Mayor and Clert when same have been read and approved. The Chief of Police has not furnished an official bond as provided .by Section 5017, R.C.Id. 1921. The claims were examined and found to be in good order but a num- ber of claims are not sworn to. Due care must be exercised before a claim is allowed for payment to see that the same is up to legal requirements as provided by Section 5078, 1921, that the same bears complete dates, that the itemization is clear and ex- plicit, of. the services rendered and supplies or material furnished, and that the same is duly signed. and sworn to. Johnson for connection to the reservoir line was presented and read. It was moved by Vordahl and seconded by Conrad that the application be..act£nowledged and that the applicants be informed that they would be considered at a later date along.with F. V. Barney and others. The motion carried. The following bills were referred to the Finance Coittee and after due deliberation the Committee reported bact recommending their payment: PIt. States Tel & Tel Co. ;14.05 Gardner Drug Co. $ 12.20 It was moved by Vordahl and seconded by Hartley that the report of the Committee be accepted and that warrants be issued in the manner xecom mended by the Committee. The motion carried. After some discussion of the delinquent water bills,,it was moved by Conrad and seenned by Vordahl that shut off notices be given and that collections be forced and that the water Commissioner file a report at the next regular meeting. The motion carried. The Mayor reported that the School Hoard had requested that two extra Policemen be placed on the outside of the Gymnasium during the tournament It was mooted by Hartley and seconded by Scheidect£er that the request be granted. The motion carried. The City Treasurer was requested to collect all delinquent license. Mayor Broughton reported that Sheriff Boley said that he would board Laurel prisoners at 75V per day, provided it was siLtisfact- ory with the County Commissioners. i
