LAUREL URBAN RENEWAL AGENCY
MARCH 16, 2009
THE OWL CAFE - 203 E. MAIN STREET
Members present: Dirk Frickel, Bill Kampfer, Daniel Klein
Advisors present: Steve Zeier
Others present: James Caniglia
Hope to have a code enforcement person to attend and help clarify so items for us.
Next meeting need to develop plans for 1 year, 2 years, 5 years and 10 years. Also, get
addresses of building owners, tenants, 5 to 10 questions for interviews w/ratings 1-5
Look for Janice Lehman and Gerald Kaiser to come on board as advisors.
Questions to consider:
1. How can we provide a better atmosphere to attract customers for store owners?
2. Streetscape plan - look at elements and try to incorporate
3. What type of business can help promote your business, to current business
owners.
Get rid of Blight, create more sustainable business atmosphere
Tear down buildings that are not able to be rehabbed.
TIF district adopted 12-07 for 15 years, funds arrive 2008, account available now.
Montana Ave in Billings been improved on 1 side w/depot complex.
Ideas: 1. Mini mall along railroad on south side
2. Belgrade has already done some improvements that could be similar to what
Laurel needs to do.
3. Movie theatre to bring people to downtown, need to have larger water line to
support sprinkler system. TIF district could provide financing to expidite.
4. Billings put money into theatre to help develop
5. What else can we do to provide "private business"?
6. Community garden in open space
7. Community center (maybe at Ben Franklin building)
Have Mayor or Bill Sheridan com to help with ideas on face lifts, signage, lists of goals
and timeline.
