September 15, 1936
The City Council of the City of Laurel met in regular session in
the Council Chamber in the City Hall and was called to order by Mayor
Broughton at 7;30 o'clock P. M. September 15, 1936.
Upon roll call the following aldermen answered present;

Thomson
L. L. Smith
Conrad
Wooters
gray
Reardon
Law
The minutes of September lst were read and approved.
A letter was read from Mrs. Lola 0. Cooper, Supervisor and Time-
keeper of the W.P.A. Sewing Project and Mrs. Cooper appeared before the
opuncil in regards to more room and light being needed by the Serving
Project as more women were to be added. The Mayor appointed L. L. Smith,
Chairman, 1. i?. Smith and Wooters as a committee to investigate the matter
and report at the next meeting.
Mr. .Fred Beslonwitch appeared before the Council stating that he
would like to buy the lots on which the city jail is located. The mayor
instructed the Finance committee and Police Committee to investigate the
matter.
I. V. Smith arrived at this time and participated in the further
deliberation of the meeting.
The following members of the Commercial club appeared before the
Council in regards to the underpass; Harry Penninger, m. 0. Hoysdon,
P. ?. Johnston, J. F. MacDonald, J. W. Fry, Walter Libecap, Paul Nold,
P. H. Gardner, Oliver Wold and c. L. ialorris. MT. B. L. Price presented
the matter regarding the cost of electricity for lighting and pumping
water at the underpass. He presented a letter for the approval of the
Council addressed to the State Highway commission proposing a gravity
drain. He suggested the City assume the bill for electricity for pumping
until the highway commission could secure money to put in a drain. Letters
from the highway commission were read and considered. After discussion
it was moved by Conrad and seconded by Bray the letter presented by
Mr. Price to the State Highway commission be approved by the City Council.
Upon roll call all aldermen present voted aye and the motion was declared
passed.
L,Ir. j. 1`. ,&acDonald presented the matter of painting traffic lanes
on the highway at the underpass intersection. it was moved by L. L. Smith
and seconded by aeardon the matter be referred to the Police Department.
The motion carried.
Mr. caul ?jold presented the matter of paving the alley in Block 2,
Bast Laurel. The Mayor instructed him to draw up a petition and present
it to the Council.
A continuation certificate from the Maryland casualty company,
Baltimore, Maryland for a bond for 93000 for T. A. aignty, City .engineer,
water Commissioner and Street commissioner for a period ending August 1,
1937 was presented and read. It was moved by Law and seconded by Eeardon
the 'bond be approved. The motion carried.
0.avINANCE NO. 343
Ordinance ldo. 343, being an ordinance relating to licensing
carnival shows and Other Occupations was presented and read for final
approval and adoption. It was moved by L. L. Smith and seconded by
Conrad that ordinance Rio. 343 be finally passed and adopted. upon roll
call all aldermen present voted aye and said ordinance was declared
finally passed and adopted.
The City Engineer presented the matter of oiling pirst Avenue,
stating that the residents p: that street had raised the necessary money
for the oil and the city had prepared the street, and asked if the city
would oil the block between Sixth Avenue and the north city Limits.
It was moved by jaw and seconded by Thomson the reaest be anted

and the vit y furnish the oil for said block. The motion carried.
Two petitions were read from taxpayers protesting the mill levy assessed
for the Police Uepartment. It was moved by Law and seconded by L. L. Smith
the petitions be placed on file. The motion carried.
Mr. Wooters reported for the Police committee in regards to the several
calls to the Whiteley residence, stating that the calls were concerning
children bothering on the lawn. It was moved by L. L. Smith and seconded by
Thomson the report of the committee be accepted. The motion carried.
After discussion it was moved by I. N. Smith and seconded by Thomson
the City purchase a concrete mixer for 0250 from the midland Implement company,
Billings, miontana. The motion carried.
It was moved by L. L. Smith and seconded by spray the water Commissioner
prepare an estimate of the cost of a filtering plant. The motion carried.
The city hngineer reported in regards to replacing the spillway in
Camp ureek, stating that the committee had agreed with the farmers that they
would contact the Northern Pacific railway company and see if they would give
any assistance and the farmers would try to get along until the water could be
b y?-passed.
mr. conrad presented the matter of a project for sidewalks and carbs
with '?r.P.A. labor. It was moved by conrad and seconded by Thomson the city
Engineer be authorized to make application for W.P.A. labor for a sidewalk
and curb project. The motion carried.
It was moved by conrad and seconded by wooters that application be
made for the release of money allotted for storm drainage. The motion carried.

selected by the Library Board be approved and application be made for the
release of men. The motion carried.
After discussion it was moved by wooters and seconded by L. L. Smith
the city buy a new truck. Upon roll call all aldermen present voted aye and
the motion was declared passed. The matter of purchasing the truck was
referred to the Parohasing Committee.
The city Engineer presented the matter of making application for a
project for logs to build cabins at riverside park in order that they may
be shipped. It was moved by Bray and seconded by Law application be made for
a project for logs to build cabins at riverside Park. upon roll call all
aldermen present voted aye and the motion was declared passed.
It was moved and seconded that we do now adjourn. The motion carried.
