September 1, 1936
The City Council of the City of Laurel met in regular session
in the Council Chambers and was called to drder by Mayor Broughton at
7:30 o'clock 2. M. September let, 1936.
Upon roll call the following aldermen answered present;
Conrad
Thomson
L. L. Smith
I. N. Smith
Wooters
Bray
Reardon
Law
The minutes of August 18th were read and approved.
The report of the Health officer for the month of August was
presented and read. it was moved by Conrad and seconded by L. L. Smith
the report be approved. The motion carried.
Mr. Thomson arrived at this time and participated in the
further deliberation of the meeting.
The City Treasurer's report for the month of August was presented
and read. It was moved by Conrad and seconded by Law the report be
approved. The motion carried.
The City clerk's report for the month of August was presented
and read. It was moved by L. L. Smith and seconded by Reardon the report
be approved. The motion carried.
The report of the Chief of Police for the month of August was
presented and read. It was moved by Law and seconded by Reardon the report
be approved. The motion carried.
It was moved by Law and seconded by L. L. Smith the police
committee investigate the matter three calls to the Norman whitely residence
and report at the next meeting. The motion carried.
The report of the Police Judge for the month of August was
presented and read. It was moved by Law and seconded by Reardon the report
be approved. The motion carried.
An applicati= for a permit by Francis Tinnes to build a frame
house 24x28, mostly boxcar lumber, concrete foundation, to be modern and
connected with sewer and water on Lots 3 & 4, Block 14, Nutting Addition,
was presented and read. It was moved by L. L. Smith and seconded by Bray
the permit be` granted. The motion carried.
An application for a permit by Henry Foos to move house from
Block 6, Youngs Subdivision to his ranch two miles northeast of Laurel
was presented and read. It was moved by L. L. Smith and seconded by
Reardon the permit be granted. The motion carried.
An application for a permit bq L. L. Smith to build an addition
to garage,12x24, frame, cement foundation, shingle roof, to be painted and
cost approximately 4200.00 at 310 Fifth Avenue, was presented and read.
It was moved by Conrad and seconded by Reardon the permit be granted. The
motion carried.
An application for a permit by A. E. Wieber to build a frame
and stucco grease house, 16x24, cement floor and foundation, adjoining the
west side of Gas Co-op Station to cost approximately 0500.0U, was presented
and read. It was moved by Thomson and seconded by ijeardon the permit be
granted. The motion carried.
Mr. H. A. Bundy appeared before the Council in regards to the
spillway being washed out in Camp Creek east of the east leg of the
Northern Pacific Y, from which irrigation water is taken and asked that
the City replaoe the spillway. After discussion it was moved by Conrad
and seconded by Thomson the matter be referred to the Street & Alley
Committee, City Attorney and City Engineer to co-operate with the farmers
and see if satisfactory arrangements could be made for replacing the
spillway. The motion carried.

The bills for the month of August were referred to the Finance
Committee and after due deliberation the committee reported back recommend-
ing the payment of the following bills;

It was moved by Law and seconded by Conrad the report of the Finance committee
be adopted and warrants issued in the manner recommended by the Committee.
The motion carried.
It was moved by Conrad and seconded by L. L. Smith the bills `pre-
sented by Wayne Willis, G. w. Hirsbhfelt and Herbert Bailey for salaries at
4100.00 each for month of August and X25.00 each for balance on Only salaries
be referred back to the separate parties for correction. The motion carried.
Mr. ieaxdon reported for the Police Committee that in contacting the
Sheriff in regards to the deputy sheriff acting as chief of police, the
Sheriff would rather wait until the first of the year before acting on the
matter.
it was moved by Lana and seconded by I. No Smith the salaries of the
policemen be increased to 4100.00 per month starting July 1s.t, 1936. upon
roll call Conrad, Thomson and Wooters voted no, L. L. Smith,I. N. Smith, Bray,
Reardon and Law voted yes and the motion was declared passed
It was moved by Conrad and seconded by Thomson-that on the increase
in salaries the policemen mode and water the lawn at the City jail, water the
lawn at Railroad Park and dispose of dogs without pay. Hpzon_ roll call
Conrad, Thomson, L. L. Smith and vooters, voted yes, I.. ,Smith, Rray,, Reardon
and Law voted no. The vote -being a tie, the Mayor voted no and the motion
was declared lost.

salary for the policemen include taking care of the lawn at the City jail,
watering the Railroad Park lawn and disp."osing.,;fstray dogs. Upon roll call
Conrad, Thomson, L. L. Smith and Wooters voted yes, I. 13. Smith, Bray,
Reardon and Law voted no. The vote being a tie the 1aayor voted yes and
the motion was,declared passed.
The resignation of Reese Price as Fire Chief was presented and
read. It was moved by Law and seconded by L. L. Smith the resignation be
accepted. The motion carried.
RESOLUTION NO. 466
Resolution No. 466, being a resolution levying and assessing a
special tax against property herein described for tapping into trunk line
sewer created by Special Improvement District No. 3 of the City of Laurel,
was presented and read for final passage and approval. The Oity Clerk
produced proof of publication in the Laurel outlook and stated that no
protests had been received. It was moved by Law and seconded by L. L. Smith
that Resolution No. 466 be finally passed and adopted. Upon roll call all
aldermen present voted aye and said Resolution No. 466 was declared finally
passed and adopted.
RESOLUTION NO. 467
Resolution No. 467, being a resolution levying and assessing a
special tax against property herein described for tapping into water mains
of the City of Laurel, Montana, not included in any special improvement
district, was presented and read for final passage and approval. The City
Clerk produced proof of publication in the Laurel outlook and stated that
no protests had been received. It was moved by Bray and seconded by
L. L. Smith the water Commissioner investigate the matter of the number
of lots vaith thirty foot front in use by Thornton. The motion carried.
ORDINANCE NO. 343
Ordinance No. 343, being an ordinance relating to licensing
Carnival Shows and other occupations was presented and read. It was moved
by Conrad and seconded by Law that ordinance No. 343 be provisionally
passed. Upon roll call all aldermen present voted aye and said ordinance
was declared provisionally passed.
I. N. Smith presented the -matter of the City truck needing tires.
It was moved by L. L. Smith and seconded by Reardon four new tires be
purchased for the City truck. The motion carried.
It was moved by Reardon and seconded by Bray the matter of
purchasing the tires for the City truck be referred to the Purchasing
Committee. The motion carried.
Mr. wooters reported for the Street & Alley Committee in regards
to the signs for the Staples Lunch Room and recommended granting the permit.
It was moved by L. L. Smith and seconded by Reardon the permit be granted.
The motion carried.
The City Treasurer appeared before the Council in regards to his
salary. It was moved by L. L. Smith and seconded by Law, the matter be
referred to the Finance Committee for investigation and report at the
next meeting. The motion carried.
It was moved by Reardon and seconded by Thomson that we do now
adjourn. The motion carried.
