Minutes of the City Council of Laurel August 18, 19,36 The City Council of the City of Laurel met in regular session in the Council Chambers in the City Mall and was called to order by mayor Broughton at 7:30 o'clock P. M. August 18th, 1936. Upon roll call the following aldermen answered present: Conrad L. L. Smith Thomson I. N. Smith wooters Bray Reardon Law The minutes of August 4th and 5th were read and approved. 9 The City Cleric's report for the month of duly was presented and read. It was moved by L. L. Smith and seconded by Thomson the report be approved. The motion carried. An application for a permit by the Staples Lunch Boom to hang a sign size 5 ft. x 1 ft. over the sidewalk and place a sign three feet high on the sidewalk was presented and read. It Bas moved by L. L. Smith and seconded by Bray the application be referred to the Street & Alley Committee with authority to act. The motion carried. An application for a permit by C. A.. Lockwood to build a garage size 20$14 at 413 Alder Avenue, to be painted and to cost approximately $125.00, was presented and read. It was moved by Law and seconded by L. L. Smith the permit be granted. The motion carried. A letter was read from the Montana Munioipal League which assembled in Billings in duly with reports relative to recommendations from the Resolutions and Legislative committees. Mr. A. L. Moberg, representing the Firex Corporation of St. Louis, Missouri appeared before the Cdancil and demonstrated the Firer Fireman's Kit containing flasks of tetrachloride for extinquishing fire. It was moved by Conrad and seconded by Law the matter be referred to the Fire Committee and Fire Chief. The motion carried. RESOLUTION N0. 461 Resolution Do. 461, being a resolution levying and assessing a special tax against certain property, designated as Garbage District No. 1, for the removal of Garbage, Snow, Weeds and Refuse, was presented and read for final passage and approval. The City Clerk produced proof of publication in the Laurel Outlook and stated that no protests had been received. if was moved by Conrad and seconded by Reardon that final passage and approval be made. Upon roll call all aldermen present voted Aye and said Resolution Ito. 461 was declared finally passed and adopted. RESOLUTION 170. 462 Resolution No. 462, being a resolution levying and assessing a special tag against certain property, designated as Garbage District No. 2 for the removal of Garbage, Snow, Weeds and Refuse, was presented and read for final passage and approval. The City Clerk produced proof of publication in the Laurel Outlook and stated that no protests had been received. It was moved by L. L. Smith and seconded by Thomson that final passage and approval be made. Upon roll call all aldermen present voted aye and said Resolution No. 462 was declared finally passed and adopted. Resolution No. 463 Resolution No. 4639 being a resolution levying and assessing all of the property embraced within Special Improvement Lighting District No. 1, of the City of Laurel, Montana, with three-fourths of the entire cost of maintenance and electric current for the year 1936, was presented and read for final passage and approval. The City Clerk produced proof of publication in the Laurel Outlook and stated that no protests had been received. It was moved by Conrad and seconded by Reardon that final passage and approval of said resolution be made. RESOLUTION NO. 464 Resolution No. 464, being a resolution levying and assessing all of the property embraced within Special Improvement Lighting.., District No. 2 of the City of Laurel, Montana, with three-fourths of the entire cost of maintenance and electric current for the year 1936, was presented and read for final passage and approval. The City Clerk produced proof of publication in the Laurel outlook and stated that no protests had been received. Upon roll gall all aldermen present voted aye and said Resolution No. 464 was declared finally passed and adopted, aSOLUTION NO. 465 Resolution No. 465, being a resolution levying taxes for general and specific purposes for the City of Laurel, Montana, for the fiscal year beginning July 1st9 19369 was presented and read. It was moved by L. L. Smith and seconded by Thomson that said Resolution No. 465 be passed and adopted. Upon roll call all aldermen present voted aye and the Mayor declared Resolution No. 465 passed and adopted. RES©LDi ION NO. 466 Resolution No. 466, being a resolution levying and assessing a special tax against property herein described for tapping into trunk line sewer created by Special Improvement District No. 3 of the City of Laurel, was presented and read. It was moved by Law and seconded by L. L. Smith Resolution No. 466 be provisionally passed. Upon roll call all aldermen present voted aye and said resolution was declared provisionally passed. RESOLUTION NO. 467 Resolution No. 467, being a resolution levying and assessing a special tag against property herein described for tapping into water mains of the City of Laurel, Montana, not included in any special i mprovement district, was presented and read. It was moved by L. L. Smith and seconded bz7 Law Resolution No. 467 be provisionally passed. Upon roll call all aldermen present voted aye, except Bray who voted no, and said resolution was declared provisionally passed. Mr. Law presented the matter of raising the salaries of the policemen. After discussion it was moved by Conrad and seconded by L. L. Smith the Police committee contact the Sheriff and ascertain what arrangements could be made for the deputy Sheriff to act as chief of Police and report at the next meeting. The motion carried. Mayor Broughton stated that Mrs. E. P. Palmer asked for permission to construct a skating rink at West Entrance Park. The matter was deferred until the work started was completed. mr. Conrad presented the matter of having received several applications for the position of caretaker at hiverside park. It was moved by Thomson and seconded by rooters the matter be referred to the Park Committee with authority to act. The motion carried. Mr. Conrad reported on the matter of the insurance on buildings at Riverside Park, stating that it might be possible to reduce the amount of insurance on some buildings. After discussion it was moved by °.ehomson and seconded by rooters the Park Committee investigate the matter further with authority to act. The motion carried. Mr. Bray reported for the Vinance Committee in regards to contact- ing the various organizations concerning a license for carnivals, and stated that all those contacted were in favor of charging carnivals a license of at least 025.00 per day. it was moved by uonrad and seconded by deardon the city Attorney be instructed to prepare an ordinance ,,,fixing the license for carnivals at x;25.00 per day, with a minimum license of 0125.00.
