July 7, 1936
The City Council bf-' the ,City of laurel met in regular session in
the Council Chamfers in the City Hall and was called to order by mayor
Broughton at 7:30 o'clock P. 1J. July 7, 1936.
Upon roll call the following aldermen answered present;

Mayor Broughton received a call and MT. Conrad presided during
his absence.
The minutes of June 16th were read and approved.
M The report of the Health officer for the month of June was presented
and read. it was moved by L. L. Smith and seconded by Reardon the report be
approved. The motion carried.
The report of the Chief of Police for the month of June was presented
and read. It was moved by Law and seconded by Thomson the report be approved.
The motion carried.
The report of the Police Judge for the month of June was presented
and read. It was moved by Law and seconded by L. L. Smith the report be
approved. The motion carried.
The report of the City Treasurer for the month of June was presented
and read. It.was moved by L. L. Smith and seconded by Reardon the report be
approved. the motion carried.
The report of the City Clerk for the month of June was presented and
read. it was moved by L. L. Smith and seconded by Thomson the report be
approved. The motion carried,

The annual report of the City Treasurer for the fiscal year ending
June 30, 1936 was presented and read. It.was moved by L. L. Smith and seconded
by Wooters the report be approved. The motion carried.
The bills for the month of June were referred to t he Finance
Committee and after due deliberation the Committee reported back recommending
the payment of the following bills:

It was moved by I. N. Smit h and seconded by vvootexs t he report of
the Finance committee be adopted and that warrants be issued in the r.,ianner
recommended by the Commi ttee. The motion carried.

and seconded by Reardon the permit be granted. The motion ca rried.
I:ir. L. L. Smith reported f or the vatex Committee in r egards to the
purchasing of a new pump , that it was found to be necessary t o purchase a
new pump. It was moved by L. L. Smith and seconded by Thomso n the City
purchase a new pump and that it be advertised for bids. The motion carried.
Mr. Taw reported for the ;S treet & Alley Committee tha t the fence at
the A. Hazen residence w as conside red safe.
Tvlx. Geoxge Paisley and rir. Harry Dull appeared befoxe the Council
representing the American Legion i n regards to the carnival b eing allowed to
shove in the City without being spo nsored by some local organi zation, hir.
Ranger reported that it had been misreprsented to him.. After discussion
it was moved by I. N. Smith and se conded by Thomson that the manager of the
carnival bd called to appear befor e the Council,
Mayor Broughton returned a nd presided during the remainder of the
meeting.
The ,mriagex of the carnival appeared before the Council and it was
moved by I. N. Smith and seconded by 1,17ooters a committee be appointed to
meet with the manager of the carnival and the American Legion Committee and
report back. The motion carried. The 1iayor appointed I. N. Smith, Conrad
and Reardon as a committee to meet with the carnival and American Legion
committees. The committee reported back that the Veterans of Foreign <<Iars
considered sponsorir!g the carnival if the City would refund the x,"35.00 for
license and the :;20.00 for use of lots and street paid by the carnival to
the City. After discussion it ti>,as moved by Conrad and seconded by Viooters
that the City refund the X35.00 for license and the .'.120.00 paid fox the use
of the lots and street to the Vetexar_s of Foreign guars upon notice from
them that they have a satisfactory contxact with the carnival. The motion
carried.

This being the time set for receiving bids for the purchase of a truck
and hauling garbage in Districts 1Z0. 1 and 2, the Clerk was instructed to
open and receive all bids. The only bid received for a truck was from the
Nybo viotor Company of Billings on a ford truck. It was moved by Law and
seconded uy Conrad the bid be tabled until the next meeting. The motion
carried. Bids were opened and read for hauling garbage from Schessler Bros.
who submitted a price of $400 per annum for District No. 1 and TA00 per
annum for District 1Zo. 2 and from Dan BxOivn who submitted a gross price
of $900.00. It was moved by L. L. Smith and seconded by VVootexs the bids
be tabled until the next meeting. The motion carried.
A letter was read from 'che City Treasurer asking for approval of his
action in accepting Bond No. 1 of the 1936 Re-Funding Bond issue of the
City of Laurel as additional security to secure deposits of the city of
Laurel in the Yellowstone Bank of Laurel, Z,iontane.. It was moved by Conrad
and seconded by L. L. Smith the City Treasurers s action in the matter be
approved. The motion carried.
A. letter was read from the City Treasurer requesting a resolution
authorizing the transfer of funds from the closed accounts of 1916 Funding
Bond Interest, Light Construction 11o. 1, Special Sewer, Special Improvement
District e 11, 16, 39 and 68 to the General Fund. These accounts having,;
received delinquent.taxes from Tax Title Sales. It was moved by Conrad and
seconded by ,looters that a resolution be prepared for the transfer of funds
from the closed accounts to the General Fund for the next meeting. The
motion carried.
The City Treasurer also asked for the quarterly approval of the bonds
of the Yellowstone Bank for $15j000 for guarantee of deposits with said
bank. It was moved by L. L. Smith and seconded by Law the bonds be approved.
The motion carried.
1,11r. Law presented the matter of oiling the streets, stating that the
Independent Refining Co. would furnish oil for one street as a test, after
that the oil would be approximately fifty cents per barrel. He suggested
the City make a teat on Sixth Street.
Iuiayor Broughton asked the Council for a leave of absence for thirty
days. It was moved by I. 11. Smith and seconded by Reardon the 1,rlayo r be
granted a leave of absence for thirty days. The motion carried.
Mr. Conrad asked the Council for a leave of absence for two weeks.
It was moved by Law and seconded by Reardon that Iix. Conrad be granted a
leave of absence for two weeks. The motion carried.
1,1r. Conrad brought up the matter of speeding on the streets of the
City and that there were several blind corners. After discussion it was
moved by Conrad and seconded by Bray the Street & Alley Committee investigate
the condition of the corners of First Street and 11ontar_a Avenue, First
Street and Colorado Avenue and First Street and Pennsylvania Avenue and
report back at the next meeting with recommendations to improving the
conditions. The motion carried.
It was moved by Bray and seconded by Conrad the Police Committee be
instructed to investigate the traffic,-violations and ascertain if it would
be necessary to hire a speed cop. The motion carried.
The City Engineer presented the matter of drainage at the underpass.
The present plans were 1211 tile sewer to the river, but arrangements might
be made to change the course to the sewer bed. He also recommended 16" tile
instead of 1211 the and the cost for the difference would be very small.
It was moved by L. L. ;smith and seconded by ieardon the Sevier Committee
and Iviayor, City Engineer and City Attorney contact the Highway Commission
on tie matter of drainage of the underpass and report at the next meeting.
The motion carried.
The City Engineer also reported the approval by W.F.A. of the project
for sewer on the South side.
The 0ity Engineer stated that the School Board would like to borrow
the City tractor for two or three days. It was moved by L. L. Smith and
seconded by Lieardon the request be granted. The motion carried.
In regards to oiling the streets, the City Engineer suggested making
a test on Third Avenue with the City grading the street and raising the
other necessary money from the residents of that street. It was moved by
Law and seconded by I. Ii. Smith the City Engineer be allowed to make the
test on Third Avenue without expense to the City other than grading the
street. The motion carried.
It was moved by Conrad and seconded by Reardon that we do now adjourn.
