The City Council of the City of Laurel met in regular session in the Council Chambers in the City Hall and was called to order by , Mayor Broughton at 7:30 o'clock P. M. May 5, 1936. Upon Roll Call the following aldermen answered present: Thomson L. L. Smith klo titers Conrad Bray I. N. Smith Reardon Law The minutes of April 21pt were read and approved. The report of the Police judge for the month of April was- presented and read. It was moved by Law and seconded Smi the report be approved. The motion carried. The report of the Chief of Police for the month of April was presented and read. It was moved by Conrad and seconded by Law the veport be approved. The motion 'carried. Councilman Wooters arrived and participated in the further deliberation of the meeting. The report of the Health officer for the month of April was presented and read. It was moved by Law and seconded by Bray the report be approved. The motion carried. The report of the City Treasurer for the month of April was presented and read. It was moved by Conrad and seconded by Lam the report be approved. The motion carried. The report of the City Clerk for the month of April was presented and read. It was moved-by Conrad and seconded by L. L. Smith: the report be approved.. -The motion carried. The report of the eater Commissioner for the month of April was presented and read. It was moved by L. L. Smith and seconded,by Reardon the report be approved. Holmes Camber Co.. 489.00 It was moved by Law acd'seconded by L. I._ Smith the report,. of the Finance Committee be adopted and that warrants be issued,in the manner' recommended by the Committee. The motion carried. The Street and Alley ,Committee reported regarding the J application of the ?eFrance Garage to erect a sign 5ft. by b ft. fastened to posts on the corner of 4th Btreet and Cottonwood Avenue as follows; "They were given permission to. erect Vhe sign." -The GonzAtiee also reported on the application of the Laurel Service Station to erect a - temporary sign 2 ft. by 3 ft. mounted on poles 5'ft. by 2 by 4, during the time the underpass was under construction, as follows; "Their were allowed to erect the sign." It was moved by Conrad and secondad by Thorson that the report of the Street and Alley Committee be approved. The motion carried, i The Park Committee reported regarding an old horse trough for a. relic of early-days of Laurel. The Committee decided to 'keep .the horse trough for the City Park. The Pare Committee also ask permission to employ caretakers for the Park when the time became necessary ta.do so. It was moved by L. L. Smith and seconded by Bray the report be accepted and the Park Committee given permission to employ caretakers when necessary. The motion carried. A request of Mr. -Joe Gehrett to be permitted to plant a hedge three feet high on the north side of his property whe*the curbing should- go was presented. After discussion, it was moved by Conrad and! seconded by Thomson the matter be referred to the Street & Alley Committee for report. The motion carried. The permit of Chas. Sande to move a garage 12x18 from the rear of the Tim Reardon property to the alley line of 414 Wyom' ing Avenge was presented and read. It was moved by Law and seconded by Rea..rdon the permit be granted.- The motion carried. The permit of 0. C. Hiner to build a frame house 24x32 to be modern, connected with sewer and. water, on sots 3 & 4, Block 5,Fast Laurel, to cost approximately X50-0, was presented: and -re4d. It was moved by L. L. Smith and seconded by Thomson the permit be granted.' The= motion carried. The permit of Robert Burns to build a garage 10$24 on concrete foundation and floor, attached to house, to cost ;approximately <1501 at 511 Second avenue, was presented and read. It was moored by Oonrad and seconded by Reardon the permit be granted. The motion carried,- - The permit of T. H. Carman to move a frame garage 12x9 from North Willow Creek school to l5 east First Street, Laurel, to be painted and placed on concrete foundation, was presented and read: It was moved by yaw and seconded by Conrad the permit be granted. The motion carried. The permit of Forest Thayer to build a frame garage,22x20 on concrete foundation on Block 14, Lot 6, Laurel Realty Subdivision. to be stucco outside, was presented and read. It was moved by Conrad and seconded by L. L. Smith the permit be granted. The motion carried. The permit of R. P Palmer to move a garage 20x20 from the Lindland property on Fifth Street to Palmer property, at 203 East Fifth Street, to be placed on concrete foundation., was presented and read. I It was moved by Law and seconded by Reardon the permit be granted. The motion carried. The permit of St AnthonyT s Parish to build an addition to their hall on Block 10 Lots '9 &,10, Laurel Realty Subdivision, 16x20, to cost approximately 4-300, was_.presented and read. It was moved by Conrad and seconders by L. L. Smith the permit be granted on the same conditions original permit for building was granted. The motion carried. i Minutes of the -City Council of Laurel May 5, 1936, Continued A_letter from the Volunteer Fire Department and Fire Department Relief Association stating the results of election of officers as follows; H. E. Herbert, President; Reese Price, Chief; 0. .A. Duncan, A-set. Chief J. E. Boyer, Secretary & Treasurer, was presented and read. ..It was moved- by L. L. Smith and seconded by Reardon the officers as elected be approved. The motion carried. Y,ESOLUT ION. A Resolution regarding a public highway running into Laurel from the area comprising 'Clapper Flat and extending to Broadview and Bolt wax presented and read. It was moved by Lair and seconded by Reardon that said rResolution be passed, and adopted. Upon. Boil Cali all aldermen present voted Aye and said Resolution was passed and adopted. This being the time set for hearing protests on the emergency budget requiring additianal expenditures from the General .Fund, -the Clerk produced proof of publication and stated that no protests had been received. Thereupon it was moved by Conrad and seconded by Reardon that the $380.00 increased expenditure from the General Fund be approved. Upon TO;L.dall all aldermen present voted Aye and said budget was declared approved., The resignation of A. E. Alden, City Clerk was presented and read. It was moved by Conrad and seconded by Reardon that the resignation. be I accepted. The motion carried. Mayor Broughton announced his appointment of Rosella Fritz to the ? position of City Clerk for one year. It was moved by Law and seconded by Reardon that the appointment be approved. The motion carried. The Mayor stated this being the first meeting of the new Council that nominations for a President of the Council would now be in order. :. N. Smith, Conrad and Law were nominated for President It was move f*?he matioj by L. L. Smith and seconded by looters the nominations be closed. E1ect oi?carried? by ballot was held with I. N. Smith receiving two votes, Conrad five votes and Law one vote. The Mayor announced Conrad elected President of the Council for the ensuing year. Law The matter of allowing claim bf Smith Realty Company of Salt Lake City for coupons, Special Improvement ' District No. 56, was presented.. ? It was moved by Conrad and seconded by Law the matter be referred to the Finance Committee for report. The motion carried. ,Mr. Law presented a request from H. Y. Starkey for replacing the water main on Lots 11 & 12, Block 25, Ea Yellowstone Subdivision, stating that Mr. Starkey would pay one-half of the cost and ask the city to 'pay, t he other half. After discussion, it was move d by Bray and seconded by L, l Smith that the request be denied. The mot ion carried. dir. T. A. Rigney appeared before the Council regarding a fence being constructed between property occupied by Camp Riverside and property owned by Frank Platz. After discussion it was moved by _Law and seconded by Reardon the matter be `referred to the Park "Committee.
