Minutes of the City Council of Laurel
October 19, 1937
The City Council of the City of Laurel met in regular session in
the Council Chamber and was called to order by Yr. Conrad, President of
the Council, at 7:30 otclock P. VT. October 19, 1937.
Upon roll call the following aldennen answered present:
Scoarse
Conrad
Thomson
Vlooters
Dr. I. N. Smith
Gomer
Law
The minutes of October 5th were read and approved.
0. M. V°dold appeared before the Council asking for permission
to extend private gas line from the grocery store to the Merchants Hotel.
After discussion it was moved by Dr. Smith and seconded by Gomer permission
be granted Tyr. Wold to lay the pipe. The motion carried,
Mr. C. A. Duncan, Fire Chief, appeared before the Council stating
that the New Deal Garage storing the fire truck would not be open at
night during the winter, It was moved by Thomson and seconded by looters
the matter be referred to the Fire Committee with authority to act. The
motion carried.
A letter from the Board of Fire Underwriters announcing reductions
in fire insurance rates effective September 15, 1937, was presented and
read.
An application to the State Board of Equalization for refund of
state license tax paid on 20451 gallons of gasoline amounting to $102.280
was presented and read for approval. It was moved by Dr.Smith and
seconded by Thomson the application be approved. The motion carried.
The Mayor arrived and presided.
Mr. Moran, Calvert, Nutting, Dr. McCauley and Mr. Price, Chairman,
representing the Commercial Club, appeared before the Council in regards
to the Water Conservation meeting to be held in Billings, October 26th
by the VJar Department Engineers to consider irrigation and flood control.
Mr. Price suggested the city join in submitting proposals for drainage
and protesting diversion of the Yellowstone river. After discussion it
was iAoved by Conrad and seconded by Scoarse the Mayor appoint a
committee, including himself, to meet with the Commercial club in regards
to the matter. The motion carried. Thereupon, the Mayor appointed Conrad,
Goner and Law to serve on the committee.
This being the time set for receiving bids on water pipe and fittings,
the City Clerk was instructed to open and receive all bids. Bids from the
Pacific States Cast Iron Pipe Co. and the American Cast Iron Pipe Co. were
received. The Mayor referred the bids to the Purchasing Committee and
Water Committee and declared a short recess. The committee reported back
that due to the fact that the American Cast Iron Pipe Co. did not quote
prices on precalked pipe the committee would like An extension of time to
secure the quotations and that a special meeting be called when received,
It was moved by Law and seconded by Wooters the committee be granted an
extension of time and that the Mayor call a special meeting. The motion
carried.
An application for a permit by C. L. Morris to remodel and reconstruct
frame warehouse by removing a shed on the north side of one building and
building a room between present buildings of galvanized iron sheeting on
Lot 11, Block 1, East Laurel was presented and read. It was moved by
Dr. Smith and seconded by Wooters the permit be granted. The motion
carried.
After discussion it was ir_oved by Conrad and seconded by Scoarse the
Water commissioner and City Attorney prepare a notice for bids for contract
to lay water mains on First Avenue. Upon roll call all aldermen present
voted aye except Law who voted no. The motion was declared passed.
Mr. Vlooters asked for a leave of absence. It was moved by Law and
seconded by Dr. Smith a leave of absence be granted Mr. VJooters. The
motion carried,

The City Engineer asked for permission to attend the Water
Conservation meeting in Billings, October 26, 1937. It was moved by
Conrad and seconded by Wooters permission: be granted the City Engineer.
The motion carried.
The matter of securing gravel from the County while the,crusher
is located near Laurel was discussed. The City Engineer reported Tyr.
Durland out of town and that he had received a bid from VT. lvl. Baker for
hauling gravel for approximately y?14.00 per day. After discussion it
was moved by Wooters and seconded by Dr. Smith the matter be referred
to the Street Committee with authority to act. The motion carried.
The City Treasurer reported that the Park and Police funds were
low and asked what proceedure was desired. It was moved by Conrad and
seconded by Thomson the warrants on, the Park Fund be registered. Upon
roll call all aldermen present voted aye except Dr. Smith who voted no.
The motion was declared passed.
A bill from the Johnston Lumber Company for ?j5466.67 was referred to
the Finance Committee and after due deliberation the committee reported
back recommending the payment of the bill. It was moved by Law and
seconded by Thomson the report of the Finance Committee be accepted and
a warrant issued in the manner recommended by the Committee. The motion
carried.
It was moved and seconded we do now adjourn. The motion carried.
