September 21, 1937
The City Council of the City of Laurel met in regular session in
the Council Chamber and was called tip order by Mr. Conrad, President
of the Council, at 7:30 o1clock P. M., September 21, 1937.
Upon roll call the following aldermen answered present:
Geo. H. Smith
Wooters
Scoarse
Conrad
Thomson
Gomer
Law
The minutes of September 7th were read and approved.
ORDINANCE NO. 348
Ordinance No. 348, being an ordinance revising and amending Section
94 of Article 11 of Chapter 3 of Ordinance No. 228, relating to the
duties of Water Commissioner, was presented and read for final approval
and adoption. It was moved by Thomson and seconded by Scoarse, Ordinance
No. 348 be finally passed and adopted. Upon roll call all aldermen
present voted aye and the ordinance was declared passed and adopted.
Mayor Broughton arrived and presided.
A pumping contract with Mr. J. S. Brohaugh for a period of two
months was presented and read. It was moved by Law and seconded by Geo.
Smith the contract be approved. The motion carried.
A bid of $15.00 from E. N. Philpott for the caterpillar tractor at
the pump house was presented and read. It was moved by Conrad and
seconded by Gomer the bid be tabled. The motion carried.
A letter from. Mr. R. J. Ephland, Montana Highway Department, in
regards to moving the 25 Mile speed limit sign one mile east to Locust
Avenue, was presented and read.
A letter from the City and Park Planting Association announcing a
meeting in Billings, September 24-25, was presented and read. It was
moved by Thomson and seconded by Scoarse the matter be referred to the
Park Committee. The motion carried,
An application for a permit by C. E. Perry to construct a frame and
stucco garage size 2Ox2O, concrete foundation and floor on Lots 9 and 10,
Block 20, Nutting Subdivision, was presented and read. It was moved by
Conrad and seconded by Thomson the permit be granted. The motion carried.
An application for a permit by Schessler Bros. to construct a frame
and stucco store building, concrete foundation, size 40x30, to be con-
nected with present ice house on Lots 14:7and 15, Block 3, Laurel Realty
Subdivision, was presented and read. It was moved by Law amd seconded
by Conrad the permit be granted. The motion carried..
An application for a permit by A. E. Kumke to construct a frame and
stucco garage size 10x20, sill foundation, at 208 Second Street, was
presented and read. It was moved by Conrad and seconded by Law the
permit be granted with a concrete foundation stipulated. The motion
carried.
The matter of parking and traffic regulations at the underpass and
safety lane were discussed. Mr. Wayne Willis and the Highway Patrolman
appeared before the council in regards to the matter. It was referred
to the Police Department, Street and Alley Committee and Highway Patrol.
Mr. Wooters presented the matter of installing a two inch water
line across the river to Riverside Park. The City En ineer reported
contacting Barry OtLeary and his price was x$'6.50 and 7.50 per hour
and would take approximately two days and 500 feet of galvanized pipe.
After discussion it was moved by Law and seconded by Scoarse the matter
be referred to the Park Committee. The motion carried.
Mr. Laird, Johnston, MacDonald, Morris, Gardner, Barney and McCauley,
members of the Commercial Club, appeared before the Council in regards
to obtaining logs for a cabin to be constructed in the N. P. Park for a
museum, Highway Patrol and Police HeD04.mart?ar's' etc. The Commercial Club
would erect and maintain the building. After discussion it was moved
by Geo. Smith and seconded by Wooters the city donate sufficient logs to
construct the building. The motion carried.

The committee also asked that the City make formal application to
the N. P. Railway Co. for permission to erect the building. It was moved
Thomson and seconded by Wooters the City make formal application to the
N. P. for permission to construct the building in the N. P. Park. Upon
roll call all aldermen present voted aye and the motion was declared
passed.
It was moved and seconded we do now adjourn. The motion carried.
