August 3, 1937
The City Council of the City of Laurel met in regular session in
the Council Chamber and was called to order by Mayor Broughton at 7:30
o'clock P. lei. August 3, 1937.
Upon roll call the following aldermen answered present:
Conrad
Geo. H. Smith
Scoarse
Thomson
V ooters
Dr. I. N. Smith
Gomer
Law
The minutes of July 20th were read and approved,
A petition was presented protesting the proposed budget in the
Police, Street, Water, Park and Library Departments. A number of tax-
payers were present commenting both for and against the proposed budget.
It was moved by Law and seconded by Conrad the budget be read in
detail. The motion carried.
After discussion it was moved by Conrad and seconded by Thomson
the proposed two mill levy for the Police Dept. be stricken out. Upon
roll call Conrad, Geo. Smith, Thomson, o"footers and Gomer voted yes and
Scoarse, Dr. Smith and Law voted no. The motion was declared passed.
It was moved by Conrad and seconded by Thomson the budget for
the police Dept. be approved as read. The motion carried.
After discussion it was moved by Dr. Smith and seconded by Gomer
the Library budget be approved as read. Upon roll call Conrad, Geo.
Smith, Thomson, Wooters and Law voted no and Scoarse, Dr. Smith and
Gomer voted yes and the motion was declared lost.
After further discussion it was moved by Conrad and seconded by
Geo. Smith the item of Tliaintenance and Operation in the Library Budget
be reduced to +300,00 and the Taiscellaneous item be reduced to X150.00.
The motion carried.
After discussion the Water Committee recommended the item of Pump
House labor in the Water Dept. budget be increased $600.00 and the item
of Office salaries be increased $600.00. It was moved by Geo. H. Smith
and seconded by Scoarse the budget for the Water Dept. be approved as
corrected. The motion carried.
It was moved by Conrad and seconded by Scoarse the budget as a
whole be approved. Upon roll call all aldermen present voted aye, and
themotion was declared passed.
The bills for the month of July were referred to the Finance Committee
and after due deliberat_on the committee reported back recommending the
payment of the following bills:

It was moved by Law and seconded by Thomson the report of the Committee
be accepted and warrants issued in the manner recommended by the
Committee. The motion carried.
It was moved by Conrad and seconded by Thomson that upon the
recommendation of the State Examiner an Ordinance be prepared charging
off the balance carried in Kountze Brothers. The motion carried.
The report of the Police officers fof the month of July was
presented and read. It was moved by Law and seconded by Thomson the
report be approved. The motion carried.
The report of the Police Judge for the month of July was presented
and read. It was moved by Conrad and seconded by Scoarse the report
be approved. The motion carried.
The report of the Water Commissioner for the month of July was
presented and read. It was moved by Law and seconded by Conrad the
report be approved. The motion carried.
The report of the Health Officer for the month of July was presented
and read. It was moved by Thomson and seconded by Scoarse the report be
approved. The motion carried.
The report of the City Treasurer for the month of July was presented
and read. It was moved by Conrad and seconded by Geo, S mith the report
be approved. The motion carried.
A letter was read from the City Treasurer stating he was holding
bonds for ?P4 000.00 as additional security and that the current bank
balance was §33,248.88 with $;35,000.00 approved security. It was moved
by Conrad and seconded by Thomson the City Treasurer be authorized to
return to the bank the following described bonds:

ORDINANCE NO. 347
Ordinance No. 347, being an ordinance revising and amending Ordinance
No. 345, relating to License fees and Fines collected from liquor retailingf
was presented and read. It was moved by Conrad and seconded by Scoarse
Ordinance No. 347, be provisionally passed. Upon roll call all aldermen
present voted aye and the motion was declared passed.
An application for a permit by Geo. L. Frank to erect a frame and
stucco modern house with concrete basement, size 28x50 to cost approximately
$30000.00 on Lots 8, 9 and 10, Block 10, Laurel Heights was presented
and read. It was moved by Law and seconded by Scoarse the permit be
granted. The motion carried.
An application for a permit by the Continental Oil Co. to dismantle
their filling station at the intersection of First Avenue and Main Street
and to construct a white glared brick and tile filling station on the
N. P. Right of Way at the intersection of Montana Avenue and Main Street
to cost approximately $8,000,00 was presented and r ead. It was moved
by Law and seconded by Scoarse the permit be granted. The motion
carried.
An application for a permit by Carl Lehr to construct a frame house
size 14x24, sill foundation, on Lot 10, Block 5, Yellowstone Subdivision
to be painted and cost approximately X500.00 was presented and read. It
was moved by Gomer and seconded by Conrad the permit be denied. The
motion carried.

Resolution No. 475, being a resolution levying and assessing a

passed. Upon roll call all aldermen present voted aye and the resolution
was declared provisionally passed.
RESOLUTION NO. 476
Resolution No. 476, being a resolution levying and assessing a
special tax against certain property, designated as Garbage District
No. 2, for the removal of garbage, Snow, Weeds and refuses _P`w?as?movd
by Geo. Smith and seconded by Thomson Resolution No. 476 be provisionally
passed. Upon roll call all aldermen present voted aye and the reolution
was declared provisionally passed.
RESOLUTION NO, 477
Resolution No. 477, being a resolution levying and assessing all
of the property embraced within special improvement Lighting Distric-t
No. 1 of the City of Laurel, Montana with three-fourths of the,4p;ti.
cost of Maintenave and Electric Current for the year 1937was
moved by Conrad and seconded by Dr. Smith resolution No. 477 be pro-
visionally->'passed. Upon roll call all aldermen present voted ayd
and the resolution was declared provisionally passed.
