Mi"nutes of the City Council of Laurel
December 6, 1938
The Citi` Council of the Citi' of Laurel met in regular session
in the Council Chamber and was called to order by Mayor Conrad at
7:30 o f c loc P . 14, December 6. 1938.
Upon roll call the following aldermen answered preset

The minutes of november 15th were read and approved. .
An application for a permit by Henry M. Pe itt to retail beer
and liquor at 117 East Ytain Street for the year 1939, accompanied,
by receipts showing payment of State license fees for beer and liquor
and also accompanied by cash covering the city license fees, was
presented and read. It was moved by Dr. Smith and seconded by Lair
the application be approved and the City Clerk be authorized to
issue the licenses for the year 1939, The motion carried,
Mr • Pewitt appeared before the Council and inquired if it would
be possible to operate for the remainder of the year 1937 'and, the
cost of a license,, Thety Attorney reported that it was impossible
to proomrate the license fee,
An application for a pen it by Henry 11, Pewi t to hang a sign
size 4x3, at 117 E. Main Street according to City specifications, was
presented and read. It was moved. by Thomson and seconded by Scoarse
the permit be granted. The motion carried.
A letter from Mrs, Jessie Moore, Supervisor of Women ' s & Professional
Projects, was presented and read., regarding the changing of location of
the Laurel Sewing Project from the City Hail to the Williams' building
one bl ock w est of the City Hall, The letter asked the City Council to
continue their co-sponsorship of the project by furnishing heat, light
and water for the new location, also the cost of wiring the building
for the machines and the use of the city truck in moving, Mrs, Cooper
appeared before the council in regards to the matter, ,After discussion
it was moved by Lam' and seconded by Thomson the matter be tabled., The
motion carried,

Brohaugh and kir s . T* W. Evert,repre ent ing the Woman ; s Club, appeared
before the council in regards to garbage disposal. After discussion
the Mayor referred the matter to the Street &&Alley conmiittee .for study.
Mire Co W. Laird, Mr, -,,C,, H . Barneyand Mr. C,, B , Sande , representing
the Conmercial Club,appeared before the council in regards to lighting
First Street between Second Avenue and Montana Avenue, The Commercial
Olub furnish the material and poles and the property affected be
included in Lighting District No,, 2,, After discussion it was moved. by
Lair and seconded by Dre Smith the matter be referred to the Light
Coriu.i ttee for a report at the next meeting, The motion carried.
d;. Wo Rice, P *Vu *A* Resident Engineer Inspector, asked for
permission to borrow the desk in the council ro ora and move it to his
office at the school building project and would return the desk when
needed or when the project was completed.. It was moved by Law and
seconded by Thomson the request be granted., The motion carried.
The report of the Health Officer for the month of November was
presented and read.. It was moved. by Lav and seconded by Gomer the
report be approved. The motion carried.
The report of the Police Officers .for the month of November was
presented and read. It was moved by Law and seconded by Scoarse the
report be approved, The motion carried,

presented and read. It was moved. by Law and seconded. by Sc6arse the
report be approved., The motion carried..

presented and read, It was moved by Lair and seconded by Gomer the
report be approved., The. motion carried.

It was moved by Law and seconded by Gorner the report of the Finance
Committee be accepted and warrants issued in the manner recommended by
the committee, The motion carried.
It was moved by Wooters and seconded. by Geo. Smith the bill of
J. H. Kautz for refund of poll tam. for 04.00 not be paid. The motion
carried*
It was moved. by Wooters and seconded by Graves the bill to J, J,
Glodt for refund of 1937 poll tax not be paid. The motion carried.
An application for a pervi-it by the Red Lodge Plumbing and Heating
Company to tap sewer and water main for school building on Colorado
Avenue.,-: ,r vs presented and. read. It was moved by Dr. Smith and seconded
by Gomer the permit be granted, The motion carried,,
An application for a pemit by John 0. Laird to erect lights and
Xmas gees along First Avenue between Wain Street and First Street and
and 14in Street between Second Avenue and Montana Avenue, was presented
and. read. It was moved by Law and seconded by Gomer the permit be
granted., The motion carried.,
An application for a permit by Joseph. Nicholas to erect a frame and
painted addition on concrete foundation on Lots 17 and 18, Block 13, Laurel
Heights Subdividion., was presented and read. It was moved by Law and
seconded by Scoarse the permit be granted, The motion carried,
An application to the State Board of Equalization for a refund of
gasoline tax amounting to x .88, was .-"presented, and read. It was moved
by Thomson and seconded by Scoarse the application be approved,, The.
mot ion carried,
Property owners petitioned the City Council to have the city con-,
struct and lay a six inch cast iron water pipe on Second Avenue and
Third Avenue between; Fifth Street and the North City Limits, in which
petition they agreed to have the cost of 020.00 per lot, respectively,
assessed in the same manner as special improvement assessments are
levied over a period not exceeding five years, It was moved by
Thomson and seconded by Dr. Smith the petitions be approved and work
commenced as soon as possible. The motion carri.ed.
A letter From the Montana Municipal i.pal League announcing a meeting
in Helena, December 9th. and 10th, was presented and read..
Dr. Smith left the meeting.
The City Treasurer presented a statement from the County Treasurer
asking the City Council to waive penalty and interest on delinquent
taxes on Lots 19 and 20, Block 20, Yellowstone Subdivi don..providing
the principal of the taxes be paid as follows: two years in cash and
the remaining Fears in Four equal payments. It was moved. by Geo. Smith
and seconded by Lav the City Council decline to waive interest and
penalty, The motion carried.
�e matter of placing a Xmas tree in the N. P. park by theN.Y.A.
directed by Mirs . R# P. Palmer, and closing the street for an hour for a
program. on December 19th, was presented by Mr. Thomson. After dis-
cussion it was moved by Thomson and seconded by ,rooters the matter be
referred to the police Committee with authority to act. The motion
carried,
The matter= of a disturbance caused by the Nazarene Church using
a loud speaker for their revival services was discussed, It was
moved by Thomson and seconded b7 Wooters the matter be referred to the
Police Cormittee, The motion c rried,
The second estimate of Nilson -Smith Construction Company on P.W.A.
protect No. Montana 1148-F, for the sum of $19,365,09, which had been
approved by the City Engineer, was presented and read, The balance on
hand in the Construction Fund, P.W.A. Project 'o. Montana 1148..E amounted
to $18,288,93, according to the books of the City .Treasurer, It was
moved by Wooters and seconded by Geo. Smith that the estimate be approved
and a warrant drawn for $18,288,93, the balance on hand and that the
remainder amounting to $1,076.16 be paid b� the Treasurer upon receipt
E.of 35 of the Federal grant amounting to *,,;4,000,00, The motion carried*
The City Engi.ne er reported that there was due From. the Nib. s on&wraith
Const uction Company for cast iron pipe sold them by the city the sum. of
$1,032,71, and asked if it should be deducted from the amount due the
construction company, After discussion with the contractor's foreman,
it was decided to have this paid out of moneys due the contractor at
a later date. Thereupon, it was moved by Wooters and seconded by Thomson
that the payment of $1,032,.71 due the city from the Nil sorew with. Con-
struction
on-struction Company° be deferred until receipt of the 35 Federal grant From
the P.W.A. ' h.e motion carried.
