August 16, 1338
The City Council of the City of Laurel met in regular se s sign
in the Council Chamber and was called to order by Mayor Conrad at
7:50 ol-clock P,, August 16, 1958.
Upon roll call the following aldermen answered present

The minutes of August 2nd and 8th were read and approved.
The report of the Water Department for the month. of July was
presented and read. It was moved. by Thomson and seconded by scoarse
the report be approved., The motion carried,
The report of the City Clerk for the month of July was presented
and read.. It was moved. by Thornson and seconded by Scoarse the report
be approved. The motion carried..
A bond for $5,000„00 with the Maryland Casualty Company for
T,, A, Rigne , City Engineer and eater Co=iissioner for the term of
one year, was presented and read.. It, was moved by Law and seconded
by Gomer the bond be approved.. The motion carried,
RESOLUTION No, 499
Resolution No., 499, being, a resolution levying and assessing a
special tax against property here.n described for tapping into trunk
line sever, was presented and read for final passage and approval..
The City Clerk presented proof of publication in the Laurel outlook
and reported no protests received, It was moved. by Law and seconded
by Thomson that Resolution leo. 499 be finally passed and approved.
Upon roll call all aldermen present voted aye and the resolution was
declared finally passed and approved. .
RESOLUTION NO, 500
Resolution No. 500,, being a resolution levying and assessing a
speciaal. tax against certain property ddsig aced as Garbage District
No . 1 for the removal _ of garbage, snow, greeds and refuse, was presented
and read.. It was moved. by Law and seconded by Scoarse that Resolution
No. 500 be provisionally passed. Upon roll call all aldermen present
voted aye and Resolution No. 500 was declared provisionally passed*

Resolution No. 501, being a resolution levying and assessing a
special tax, ag i st property designated as Garbage District iso. 2., for
the removal of garbage, snow weeds and refuse, was presented and read..
It was moved by. Law and seconded by Gomer that Resolution No. 501 be
provisionally passed. Upon roll call all aldermen present voted eye
and Resol. ion No. 501 was declared provisionally passed..

RESOLUTION NO, 502
Resolution No. 502 berg a resolution levying and assessing all
of . the property embraced within Special Improvement Lighting District
No. 1 of the City of Laurel, Montana, with three-fourtha of the entire
cost of maintenance and el: ec t rice current for the year 1958, was
presented and read. It was moved. by Thomson and seconded by Scoarse
that Resolttion No. 502 be provisionally passed. Upon roll call all
aldermen present voted aye and. Resolution No. 502 was declared prom-

RESOLUTION NO* 503
Resolution No. 303, being a resolution levying and assessing all
of the property embraced within Special. Improvement District No. 2 of
the City of Laurel, Montana, with three --fourths of the entire cos of
Maintenance and electric current for the year 1938, was presented and
read. It was moved by Graves and seconded by Thomson Resolutio No.
503 be provisionally passed, Upon roll call all aldermen present voted
aye and Resolution No. 503 was declared provisionally passed,
RESOLUTION NQ. 308
Resolution No* 508, being a resolution creating Special Improvement
District No. 71 of the C ity of Laurel., was presented and read, The City
Clerk produced proof of publication in the :laurel outlook and reported
o protests received, It was moved by Thomson and seconded by Scoarse
that Resolution No. 308 be passed and approved. Upon roll call all
aldermen present voted aye and Resolution No. 308 was declared passed
and approved. I
RESOLUTION NO* . 509
Resolution No, 509, being a resolution creating Special Improvement
District No. 72 of the City of Laurel., was presented and read., The City
Clerk produced proof of publication on in the Laurel outlook and reported
no protests received. It was moved by Scoarse and seconded by Geo, H.
Smith Resolution No. 309 be passed and approved, Upon roll call all
aldermen present voted aye and Resolution No. 509 was declared passed
and approved.:

Resolution No. 31.0, being a resolution creating Special. Improvement
Lighting District No. 4 of the City of Laurel, was presented and read;,.
The City Clerk produced proof of publication in the Laurel Cutlbok and
and reported no protests received, It was moved by Scoarse and seconded
by Geo, H. Smith Resolution No, 510 be passed and approved.* Upo'n roll
call all aldermen present voted aye and Resolution No. 51.0 was declared
passed and approved.
RESOLUTION NO 31.1
Resolution No. 511., being a resolution transferring certain funds
of the City of Laurel, was presented and read.. It was moved by Law and
seconded by Thomson that Resolution No. 311 be passed and approved.,
Upon roll call all aldermen present voted aye and Resolution No. 31.1 was
declared passed and approvdd.
ORDINANCE NO* 349
Ordinance No. 349, being an ordinance providing for the receiving
of bids and letting of a contract for the conttruc ion of a portion of
the transmission wa er ma . sf for :instructing additional water mains
in the distribution system and for improving the intake and pump house
facilities of the water works system now owned and operated by the City
of Laurel., was presented and read. It was moved by Scoarse and seconded
by Thomson that Ordinance No. 349 be passed and approved. Upon roll
call all aldermen present voted afire and Ordinance No. . 349 was declared
passed and. approved.
Petition signed by members of the Municipal. Bad requesting
that the Band Stand in the N. P. Park be moved to the North Parr, was
presented and read. It was moved by Law and seconded by lllooters the
request be granted subject to the approval of the Park Conmittee, The
motion carried..
RESOLUTION NO . 512
Resolution No. 51.2, being a resolution fixing the minimum wage
rates for the P.W.A. Wa er Works Project No. Montana 1148-F., , eras
presented and read.. It was moved by Gomer and seconded by Graves
Resolution No. 512 be passed and approved. Upon roll call all al.der-
rien present voted afire and Resolution No. 512 was declared passed and
adopted.
Mrs. R. Broughton asked if the City Council would be interested
in buying a leather sere and a library table which had- been in the
Doctor I a €Cfice . After discus sion it was moved by Thomson and sec ended
by 'raves the matter be referred to the Purchasing Comm.1-ttee The
motion carried.,

The Mayor asked. the City Engineer to rake a report on the
findings on the island west of the pump house. He reported that
Mr. Yager and Mr. Schudlich had accompanied the party on Monday
of this week and after a thorough anal. sis as to hardness, had
decided that unless future checks showed improvement in the water,
the N. P. would seriously object to receiving such water as the
treating cost would be exhorbi taut. He reported that equipment
had been removed. From the island but would lie to have the
opportunity of making further tests, especially, during the winter
months The present conclusion seemed to be for the abond.onment

He also reported on the visits to the Forsyth and Billings
water plants on August 1.4, 1.938,►
The City Engineer also reported on the visit of Mr, Foote,
Director of Water and Sewage, Mate Board. of Health, and his
conclusion on the outlet of the sewer and stated that the State
Board of Health would send written recommendat ions Later.
Mr. Palmer, City Engineer from Forsyth., who had been requested
to go aver, the water situation here, di ' cu.s s ed at some length. the
water problem and recommended that the city secure a filter plant
as soon as practicable..
The City Engineer was instructed to secure an easement along
the east side of the highway from the pump douse to the city limits
for the laying of a 1 "inch pipe line to intercept an 8 -inch pipe
line From Fourth street South. He was instructed to continue with
the 1. sm:n,ch cast iron pipe from the Fourth Street connection to
the 1. --finch pipe to the underpass.
The Street and Alley Comittee reported recommending that the
standard for gutter elevation be changed from 8 --inches from the
tap of the curbing to 6 inches below the top of curbing. It was
moved by Thomson and seconded by Scoarse the report of the

It was roved by Thomson and seconded by Scoarse this meeting
be adjourned until. August 30, 1938 at 7:30 o I clock P. M. The
motion carried,
