M. June 21, 1-938* Upon roll call the following aldermen answered 1)resentoo Dr. Srith Ge o Smi th Scoarse Thornson 11W, o o t e r s Graves G- o r.r 1, e r Law The minutes of June 7th were read and. amproved. V1,r, John Laird appeared before the Council in regards to the Flood. licr- ts for tennis courts, present*ng estimates of the cost of installation. The Park Con3mittee reported that it was understood 'a the flood lights would be included in the city wide park project pending application. 1,111r,, John Laird presented a letter as a formal bid for the street 1 a ro., p maintenance contract with the City, After discussion the Mayor referred the matter to the Light 1i"141ater Connittee, City Engineer and City Attorney. 1r, John Laird also reco=iended Geo. Olmstead for inspector of electrical wiring* Palmer appeared before the Council in regards to repairing th.e swings in the north, -park. The 1,111ayor referred the matter to the Park Cor,=Attee with authority to act, Mrs. Palmer also presented the need of liew playground equipment and recormliended the purchase of a giant stride. P,.fter discussion it was moved by Dr. Smith and seconded by goner the giant stride be Purchased. The motion carried. A letter 1ror1Y.rs, Carr*e,E* 1, ibrarian., asking for a leave of absence of two weeks and a paid substitute., was presented and read. After discussion it was moved by Law and seconded by Geo. Smith t he mat -ter be referred to the Library Board with authority to act. The r4otion carried* A letter -from the America n L6gion Post was Presented and. read thanking the city for the donations made toward the veterans plot* An application for a per-nnit to install sewer line on Lot 1, Block 9., East I'aurel, was presented and read. The motion carried. Graves asked for permission in, behalf of the School Board to erect a fence around- the athletic field.. The fence to be six lid Feet high with three barbed wires on arm. It was moved by Thoulsoll and seconded by Wooters permission be granted the School Board to erect the fence wi'th., barbed wire on the arra_,, subject to the closing of Colorado and Pennsylvania Avenues north of Sixt'h St. 112he motion carried. Minutes of the City Council of Laurel June 21, 1938 - continued am The 1111ater Corunittee recommended the laying of a four inch cast iron water pipe on First Street between IViontana Avenue and Pennyslvania Avenue and a two inch line on First Street between Pennsylvania and It"iyorning Avenues, four inch line on Pennyslvania Avenue between First Street and TV1ain Street and a two inch line on V111yoming Avenue between First Street and the alley between First Street and lain Street. It was moved by Thomson and seconded by Scoarse that petitions for installation of water mains as reconinended be a -o -k -;roved subject bo the filing of petitions considered sufficient. The motion carried, The City Eng neer asked for a leave of absence for July 2nd. It was moved by Iffooters and seconded by Thoinson. the leave of absence be granted. The motion carried. The 1.1 -la 'or presented the inatter of financing the city cost of the !7PA project for oiling the streets, After discussion it was moved by Thomson and seconded by Scoarse the Tnatter be referred to a comnittee and the Citv Attorney with authority to act. The motion carried, The Yayor appointed Geoe Smith., "ihomson.. and Dr. Smith ct,s the cor,mlittee to work out a Program for financi-ng the oiling of the streets* The Street Corunittee recommended the vacating of that portion of land from First Street to the alley in Block 3, East Laurel Subdivision as requested by Tv r. 0, 0,,, Cooper,, It was moved by Thomson and seconded by Scoarse the report of the Street Corunrittee be accepted and a resolution prepared vacating the said portion of land, The rnot ion carried. Mr. Graves made a request for the School Board that Colorado and Pennsylvania Avenues north of Sixth Street and intervening alleys be closed. After discussion it was moved by Thorson and seconded by Scoarse a resolution be prepared closing the said avenues and alleys. The motion carried, 1�51r* Jo B. Love, State Director of National Youth Adxainistration for Yontmia, and Tv'ir* Ralph Brandt, District Director, appeared before the Counc-il 'in regard to -'Leasing Riverside Park to be used for an 1\11YA Vocational Training Cw.lp for Boys. After Discuss ion it was moved by Law and seconded by Thomson the matter be referred to the Park Copunittee ,,-. i e d. with an a uthority to act, The motiocrL The Chairman of the Park Conniittee reported that his coimnittee had L,reviously met with the NYA off *cials and were ready to present the matter to the Council for act -ion. It was moved by Dr. smith and seconded by Wooters that the TY'layor and City Clerk be authorized to e-,x-ecute a lease to the N71A for the use of F.,,iverside Park for one vear begInning July 1, 1938t The sane to be used for a Vocational Training Cain -p for Boys, Said lease to contain a provision that the NYA was to furnish t Is all material and finish the log cabins and construct a workshop at i expense. Said cabins and building to become the property of the city ;y at the expirat ion of the -lease e ease.
