Smith Lai The minutes of April 5th were read and approved., Mir, Conrad, :ire siderit of the Councilo announced that o account , of the death of Dr. R. Broughto . Mayor, it would be necessary. to fill the vacancy caused by his death, He, thereupon, asked the ounc it for nominations for the office of Mayor to fill this vaca c ' Mr. Thomson nominated 1,1r. Conrad... No othernominations'being made a, vote was taken. Upon roll call all aldermen present voted aye except Mr i. Law who voted no. Mr. Conrad was declared elected 16ayor for the unexpired term of Dr. R. Smith for President of the Council, It was roved by Law and seconded by Thomson the nominations be closed and. :fir. Smith be elected by acclamation*. The motion ion ca.rried, and he was declared elected. Mr., Wooters nominated Mr. Geo. Graves for alderman from the Fourth. 111and for the unexpired term of Lucius Conrad elected Mayor, There being no other omi nat ions , upon roll call all aldermen present voted aye and Mrs Graves was declared elected alderman from the Fourth hard. The City Clerk was directed to notify him, An applicatiob for a permit by Harry Pen i ger to install four gasoline pups and u dergou d storage tanks on Lot 10, Block 13, Laurel Realty Second Subdivision was presented and .read.. It was moved by Lair and seconded by Wooters the permit be gra ted.. the inotion carried.. . An application for a permit by :harry Pe ni ger to install a one inch pipe line under the pavement of Main Street to connect with storage tanks directly south. of Lot 10, Block 13, Laurel. Realty Second Subdivision was presented and read. It was moved by Lair and seconded. by Scoa.rse the permit be ,granted.. The motion carried, The Mayor instructed the Street & Alley Committee to investigate the installation of the pipe line by Harry Pe ni tiger. It was moved by Law and seconded by Dr. Smith the Street & Alley Committee be given authority to act in the matter. The motion carried, An application for a pe nit by Harry Penninger to install two overhead storage tanks on the N. P. right of way south of Lot 10.. Bloch 1 , Laurel. Realty Second S bd.i.vision was presented and read.. It was moved by Law and seconded by Gomer the permit. be granted,. The motion carried, All application for a permit by parry Penni.nger to construct a garage building, on Lots 9 and 10, Block 13, Laurel Realty Second Subdivision, concrete floor and foundation', was presented and read.. It was moved by Thomson and seconded by La.w the permit be granted,,. The motion carried.. An application for a permit by Stanley- Ellingson to erect a frame and painted house, on Lots 4 and 5. Block 4. Laurel. Heights, was pre e ted. and read... It was moved. by Gomer and seconded by footers the permit be granted. The motion carried. rs. Joseph Gehrett appeared before the Council in regards to landscaping the Library grounds and planting a hedge along the back of the lot, It was moved by Thomson and ! L. Morris and Mr. C. H. Barney appeared before the Council submitting appli.cati.o s for sidewalk on second Avenue to be constructed with W.P. A. Labor, 1t was moved by Thomson and seconded b Woofers the applications of `1Tr,, Morris, Mr. Barney and 14r, F . 0. sc eidec er be approved. The motion carried, They also asked that the city build sidewalk arou d their property on First street and second Avenue to provide more parking space, the payor asked the Finance Committee to investigate the matter of financing the building of the city portion of the sidewalk Tf r. Fellows and TvIro T,* -be Bohan appeared before the ou cil'. representing the American Legion, stating he were beautifying the Legion plot at the Laurel Cemetery and Would like permission to bud. - the cement and gravel through the city and permission to use the city truck tools and mixer, 1t was moved by Scoarse and seconded by Thomson the request be granted. The motion carried, Property owners petitioned the City Council to have the City construct and lay a six inch cast iron water pipe on Fifth street between First Avenue and. Date Avenue and on Idaho Avenue between Fifth street and First Street and a to inch cash iron water pips' o Montana Avenue between Fourth and Fifth streets , in which petitions they agreed to have the cost of $20.00 and $10.00 per lot, respectively, assessed in the same manner as Special Improvement District assessments are levied over a period not exceeding five years. It was moved b Thornson and. seconded by ooters the- petitions be accepted and work come ced as soon as possible` The motion carried. . bili. from. Barry O r Leary for $1383.35 for the balance on contract for 1937 Waterworks improvement was presented. After discussion it was moved by Thomson and seconded by Wooters the bill be allowed and the City Clerk instructed to_ withhold 1 of the total bill or 75000 til leaks were repaired satisfactorily. The motion carried. A letter from the Pacific States Cast Trop Pipe Company stating 2% discount taken on invoice for pipe and fittings could not be allowed, was presented and read4 It was moved b� Law- and seconded b Thomson the deduction of $50*79 be paid..
