April 5# 1938
The City Council of the City of Laurel met in regular session
in the Council. Cha bef and was called to order by fir. Conrad, Pres,
of the Council at : o o t c lock P. M* April 5, 1938.
Upon roll call the following aldermen answered present

The minutes of March. 15th and 29th were read. and approved,
Mr. Paul Wold appeared before the Council in regards to a
application for a permit to install three underground gasoline tanks
and pimps on Lots 11, 120 13, 14, Block 2,;fast Laurel and to build
suitable approaches across the public sidewalk on Third Avenue ,
After discussion it was moved by Thomson and seconded by footers the
permit be granted.. the motion carried,
Mr.. Paul Wold also presented the matter of paving the alley in
Block 2., East Laurel, After discussion i. was moved by Thomson and
seconded by Corner the. matter be referred to the Street & Alley comew
mittee and property owners interested. The motion carried...
Mr. Harry Penn inner appeared before the Council in regards to
installing four underground gasoline tax's and pumps on the curb
approximately one foot from the sidewalk on Lot 8# Block 13.. Laurel
Realty Subdivision and to install l two storage tanks on the N.. P.
Right of Way south. of Lots 8 and 9. Block 15, Laurel Realty Subl"s
divisioia. After discussion it was moved by Law and seconded bar
Gomer the matter be referred to the Street and Alley Committee for
investigation and report, The motion carried*
The report of the City Health Officer for the month of March was
presented and read.. It was moved by Lav and secoiided by Gomer the
reT.�=ort be approved# The notion carried.
The report of the Police Officers for the month of March was
presented and reads It was moved by Law and seconded by Thomson the
report be approved., The motion carried,
The report of the Police Judge for the month of March ch. was
presented and read. It was moved. by Law and seconded by Thomson the
report be approved, The motion carried,
The report of the City Treasurer for the month of March was
presented and read. It was moved by Dome -r and seconded by Woot ers
the report be approved, The motion carried.
The report of the 101 at er Department for the month of Niarch was
presented and read, It was . moved by Thomson and seconded by Scoarse
the report be approved.. The motion carri.ed..
The report of the City Clerk for the month. of March was presented
and read.. It was roved by Law and seconded by Scoarse the report be
approved., The motion carried.

It was moved by Law and seconded by Gomer the report of the Finance
Committee be accepted and warrants issued in the mamier recommended
by the com=ittee , The motion carried.

An application for a permit by Alex Fritzler to erect a frame and
painted garage., concrete foundation, on Lots 18,, 19 and 20, Block 12.,
Yellowstone Subdivision was presented and read, 'It was moved by Law
and seconded by footers the permit be"granted. The motion carried,,.
An application for a perrait by Francis Tinnes to erect a frame .
garage, concrete foundation, on Lots 30 4, Block 14, Nutting addition
was presented and read. It was moved b7 'Law and seconded by Gomer the
permit be granted. The motion carried,
An application for a permit by Jo H. Moran to erect a garage,
concrete foundation on Lots 6., EW3, 5 and Ww3* 7., Block 25,, Laurel Realty
Subdivision, was presented and ,read. It was moved by Law and seconded
by Scoarse the perit. be granted,, The nn-otion carried,
An application for a permit by Jobn Tinnes to erect a frame and
painted garage, concrete foundation, at 516 Hazel Avenue was presented
and read. It was moved by Law and seconded by Gomer the permit be
granted. The not ion carried,
11r. Wooters asked for a leave of absence. It was moved by Thomson
and seconded by Dr. Smith the leave of absence be granted. The motion
carried,

Mr. Clyde Decker and Ylr,, E. L. Mooney appeared before the
CoU31cil in regards to installing a two iiach cast iron eater main on
Washington .Avenue serviiig their property, They were instructed to
attempt to get the petition signed by the necessary percentage.
The resignation of Yrs, Edna a L. Morris as a member of the Library
Board was presented and read.. It was moved. by :fir. Smith and seconded.
by Gomer the resignation be accepted, The motion carried.
The Mayor appointed Mrs. Edna T. Chapman to be a member of the
Library Board in the place of Mrs. Edna L. 1111orris, resigned. It was
moved by footers and seconded by Scoarse the appointment be approved.,
The motion carried,
A letter from the Laurel Comdercial Club was presented and read
in regards to the maintenance cost to the city of the museum building
in the N* P. Park,
A letter from the Laurel: Volunteer Fire Department recommending
the appointment of J L Ward to ���.�. � e va a c - occas io ed. b the
resignation of E. A. Sherro fh"110 f` ereup ,the ya or appointed J. L. Ward
a member of the Fire Department. It was moved by Law and seconded by
Thomson the appointment be approved , he motion carried,
Property ownerse t it To ed the City Council to have, the City
construct and lay a two inch cast iron water main on Montana Avenue
between if and Sixth Streets and a six iiach cast iron water maill
on first Street between First Avenue and Montana :Avenue, in which
petitions they agreed to have the cost of$10.00 and. �20.0o, respectively.,
per lot assessed in the same manner as Special Improvement District
assessments are levied over a period liot exceediing five years, It
as moved by Thomson and seconded by Woofers the petitions be accepted,
The motion carried.,
It was moved by Wooters and seconded by Dr. Smith petition for
installation of water main on Montana .Avenue between First Street and
Miain Street be approved subject to the filing of petition considered
sufficient by the eater Cornmittee. The motion carried,
The City .Attorney reported on legal steps to take in constructing
he proposed suer on the south side, The matter was left with the
Sewer con=-ittee.
The Cit 'ngi peer presented the matter of Mr. C. L. Morris want.
i g permission to construct an asphalt sidewalk on the west side of
his store building on Second .Avenue. The matter was tabled pending
other petitions.
The City Engineer presented the-; mat -der of selling 4 and 6 inch
.secondhand wooden water pipe, It was moved by s oot ers and seconded by
Dr. Smith the secondhand wooden pipe be sold at l per foot, he
motion carried,
This being the time set for receiving bids on water pips' and
fittings, the City Clerk presented proof of publication in the Laurel
Outlook and was instructed to open and receive all bids.. Bids were
received from the American Cast Iron Pipe Company and the Pacific
States Case Iron Pipe Company, The bids were referred to the Purchasaw
ing Committee and the likj'ater Committee and a short recess was declared,
The committees reported back recommending that the bid of the Pacific
States Cast Iron Pipe Company be accepted and the pipe and fittings
purchased, It was moved b coarse and seconded by footers the report
of the Committees be accepted, The motion carried,,
It was moved and seconded we do now adjourri. The motion carried.
