INSURANCE COMMITTEE
April 11, 1995 5:30 p.m.

The purpose of this meeting is to discuss the employee group health
plan. Due to the escalating premium costs (see attached) many felt
that it was time to review our health insurance program and
possibly take a look at another plan with a different insurance
company.
Part of the problem of high insurance premiums is the fact that
governmental entities are classified in a high risk category.
Changing to a different company may or may not reduce premium
costs.
Two other factors are the continuing rise in medical costs and the
usage by the employees on the plan.
After a lengthy discussion there was a motion by Bob Graham and
seconded by Mike Zuhoski to recommend that the City advertise for
group health insurance proposals. Motion carried.
The insurance specifications were reviewed and it was decided to
get separate proposals for a $500 and a $1,000 deductible policy.
Discussion regarding getting separate optional bids for vision,
dental, and normal newborn care. It was decided to take a look at
these options, but due to the additional premium cost we may not
accept any of them.
The committee recommends that the policy year begin July 1, 1995.
Don will send an RFP to Blue Cross and other insurance carriers who
have already contacted him. Advertisements will be published in
the Laurel Outlook on April 19, 26 and May 3, with bid openings on
May 9th (see attached).
Motion by Chuck Dickerson, seconded by Bob Graham to adjourn.
Motion carried.
The meeting was adjourned at 6:30 p.m.

United of Omaha has been our health insurance carrier since
August 1, 1985.
Starting July i, 1988 the City has paid the full premium. Since
that time the premiums have increased 76%. ($115,671).
The City's cost for employee group health insurance has increased
$192,094 since I-!05 went into effect in 1986-87.

GROUP HEALTH INSUILANCE
REQUEST FOR PROPOSAL
Proposals for a group health insurance plan will be received
until 5:00 p.m., May 9, 1995. They will be opened at 5:30 p.m.
during an insurance committee meeting on the same day. Proposals
shall be addressed to the Clerk of said City, and endorsed with the
name ,of the bidder and the title "Proposal for Group Health
Insurance."
· Specifications and a list of employees may be obtained by
contacting the City Clerk.
The right is reserved by the City of Laurel, Montana, uo
rejecu any or all proposals, uo waive informalities, and Lo accepu
the proposal that best serves ~ke interesu of the City.
