COUNCIL CHAMBERS Members Present: Doug Poehls Scotty Snowden Dick Fritzler Emelie Eaton Norm Stamper Others Present: Rick Musson Jan Faught Emergency Snow Routes Kurt Markegard Bill Kampfer Doug stated that public works would like the committee to list the primary streets for emergency snow removal routes. These are streets that would be direct routes for Police, Ambulance, and Fire emergency vehicles. Main First Avenue First Street Eighth Avenue Sixth Street Washint§ton Avenue t Maryland South 8 Avenue Railroad Street South 5th Avenue South East 4th Str eet (including Bernhardt Road) Kurt mentioned that public works may plow any other streets that would be a convenience to the city other than the streets listed above for emergency routes. Overtime for Police Officers Doug stated that, when viewing the overtime sheets, two police officers had overtime for District Court in Stillwater County. Police Chief Musson mentioned the officers arrested a person in Laurel, who had a provision of release in Stillwater Co. He said officers are sometimes subpoenaed to other city or county courts. He mentioned at times other cities may ask for support from our police department and we would agree to help. Therefore, if our department would need assistance, we can count on them. Cat Ordinance Doug said he talked with Sam Painter. Sam stated that homeowners have the right to sue for damage to property. However, in the case of a cat or any animal, it is hard to prove which one did the damage. Bill Kampfer stated he researched and found material why a cat ordinance is important. He said he found a live trap and a place to take three cats a month. He said he would send out a letter to notify the neighbors letting them know if he traps their cats he will take them to a shelter in Billings. Rick said the police department needs to be notified when he traps a cat. It is the department who would get calls if someone is missing their cat. The police need to know the description as to the color, size, and sex of each cat that he traps, as well as when and where he has taken it. Resolution to change Ambulance Pay Jan mentioned that Laurel Ambulance has been asked occasionally by the hospitals to do long distance transfers of patients. They did one transfer recently to Bozeman with the approval from Bill. She wasn't sure how to show it on the time tickets for the ambulance attendants pay. Normally, they get $15.00 for call out to transport and standby is $5.50 an hour. She showed it as a double transport, a single transport is usually two hours; this was a four hour transport. Doug asked if Laurel should be doing any long distance transfers. She said ambulance services get paid well for long distance transports and the hospitals will sometimes end up begging for any ambulance services to take on a long distance transfer. AMR is understaffed and unable to help. Jan stated she schedules staff for one ambulance at all times. She is not allowed to staff full time for a second ambulance crew but for a long distance transport any extra attendants available could agree to do it and there is a second ambulance equipped to go. Jan said she hasn't yet talked to Sam about the resolution for the "continuous years of service". The committee suggested she do a proposal to the resolution for the long distance transfers and hold the resolution and have it put on the EMS agenda next month. Doug requested a second proposal into the feasibility of doing long distance transfers (LDT's) to be presented next month also. The meeting was adjourned. Respectfully submitted, Neva Hall Secretary
