Chambers, and ~va~ called to order by iJlayor lihomson at 7 ; 30 0' clock P . M. , ue sday

1~Zr. :ion Behrenaenq~n appeared for l~rirs. Ethel DeFrance who v~iahed to protest the
~arba~e tax f'or daily pickup when ? n fact, the ,pickup ~.s only w eekly upon her
premises. A general di;~cussion of the ~arba~;e tax situation foiled in Vahich the gu.~s-
tion followed in vuhich t}Ze question vuas re~'erred back to the ~;arbag~; committee.
Mr. Clay Greening a~~p~arod for the airport committee and inf ormed i~ne council
that federal money was available in Ghe amouri~ of 53.~.°0 of the ~;otal cost for airport
development. 'That if wo wish to take advanta~^e of this si~uat3.on, vve must prepare
a proposed development plan and submit it to the Federal Government before vecemb~r
12th. ~~e regu~sted chatthe eit~T en~in~er b~ instructed to assist the committee in
drav~in~ up proposed improvements of the airport. It vuas moved b~ ~5co~t and seconded
by Rodgers that the comm.itte~ have the help of. the City Engineer, if the `'ity Zn~inoer could reasonablJ dive such held. 'j'he motion carried.
P~Zr. G~eonin~ also requested th~xt the airport commit~~e be ~nlar~;ed and 1~at tvuo
new members be ~;~point~d to serve on it. It w~9 moved by ~cot~ and seconded by
Ebersviller that the airpo~~t committee be e nlar~ed t~ Five r.~embers and ghat D. A.
No~tin~;ham and A1k~ert Leuthold be apL~ointed t~ serge on same. 'fie motion carried.
P~Ir. Hobert 'Matson appeared ~'or the airy ~m.ployees and r quested that a working
agreement ~e drawn up and signed ~+y the ~i ~y and she employees Union af~'iliated with
the C.I.fl. and that he presented a proposed draft off' such agreement. It was. roved by
Parker and seconded b;l 1`~od~;ers that a committee b~ ~.~poin~ed ,~,o ~~~a ork ~~vith the Union
on this guy soon. 1'he mo~ion ca.r ied.
alderman Scott requested inf ormation on ~,'r~e 'iusselt ~rarba~e question. alderman
s~od~;ers inf ormed Fria council tYi~t he v~.ewed zhe property .and found that there was no
v~a~ possible ~,o service the same and that it was his recor.~mendat ion that where it was
impossible to service Zots for garbage collection, that they be not taxed for same.
On such advice, ~N~s r~zoved ~~y ~~od~ers and seconded by ~l~ersviller that any property
that cannot bo served f'or t arba€~;e collection be removed from she ~;~rba~=;e tax ro11. .pie motion carried.
~n application v~~as read from NIr. J. L. Purcell of ~'illirit;s, req~aos~in~ that he
be considered f'or the job of pity engineer o~ she pity of Laurel. ~ft~r some general
discussion, of ?!~'i~r~gt~alifica~ions, the letter was ;laced on file.

Resolution No. 9~.7, being a resclution extending the amity roundaries of ti~.e `'ity
of Laurel, to include property as set f'orGh in the r esolu~ion was regd. It was moved
~y Scott and seconded k~~;r Eiaersviller -that F~esolution No. 91 7 be approved. Upon roll
tail all councilrlen voted aye, and said resolution vuas declared passed and a~~roved.

~'arr~ O'Leary is correct. The motior_ carp°ied.

said ~?esolution was passed and a_~proved.
letter from r~airbanks 1VMOr:~e ~o., requesting plans and specifications on the
new pump for the water imp~z~v~ment system was read. It. vuas moved by Freeburg and s~cond~d by Parker that .the lett~rr be referred to the sd'Vater committee. the motion
carried.

Jack Parker reported that after a discussion ~~ith Dr. hall on the City Health
SJrstem, it was h.is recorlmendation that we continue as we novv are doing. '1'heroupon
P~ ker moved a~~«:~euthold seconded that we continue the City Hoalth check system as
it is operating; a~ the :oresent tir~~e. Lhe motion carried.
Jack Parker reported that large trunks ire using; certain residen~ial areas for trucking terminals end th~ref'ore distztk~rin~ the pe~~~ ~ta.~~~ of the n.ei~hbor-
hood. l~he council requested that Parker .meet with the City Attorney ana draft a
proper ordinance es;~eeiall~ covering such a situation.
filbert Leuthold reported f'or the ;purchas~n~" oor~mittee on the purchase of a
new traitor-loader. ~ used one being examined from "fillings was found to be
inef'f'icient and undesirable. A committee thereupon c~ntact~d various equipment sales
organizations and found that tih~ ~~est :~uz~chase could be made from ~1'Jold' ~ implement
Co., on an International No. 300 Utili~iy tractor. Cosh ~o be X2,700. The same could be paid on a rental t~asis over a two year .period. It was moved by Freebur. y and second
by Parker 'that we accept the r°ecorrimendation of tt~ k~urchase commi~~~ee ~.d approved the
purchase of such tractor loader. the mot ion carried.
l~he P.~ayor brought up the request of ti~.e governor of the Mate for the
appointment of an ll. ~~~ector for Laurel. Alderman Leuthold volunteered for the ~ o~~
