A regt~7.ar meeting of the City Council of the pity of Laurel. Montanan was held
in the Council C~amb~rs~ and was called to order by Mayor Parker at 7:30 ofelock~ P.M.9
on ~'ue~day, ATovemb~r 195?.
Upon roll c~11, the fol.lawi.ng aldermen answered present:

Thy minutes o~ the ~peeial Meeting held on ~etober 28~ 195`j, and. the minutes of
the regular meeting held on detober 15, 1957, ~a~re read. It was moved by Ruff and s~eonded by' Menel].o that the mi.nut~:s of Oetob~r l~, 195?, be approved as read. Motion
Carried. Mot-i.on way made by B~slan~aitch and ~~cond~d by Rodgers that thc~ minutes of the
Special meeting of Oe-~ober 28, 19a~7, be approved as read. Motion carried.
Mayor Parker welcomed two young men from the High schools who ap~ear~d before the
Council. to observe proceedings, and asked them to introduce' themselves. ~3ale Fre~berg~ and
Larry Herman, were told to ask any questions that they desired.
Mr. Fngebre~son and Mr. Greening appeared before the Council with. Mr. Engebreg~on
appearir~ as counsel for Mr. Greening in the matter of a corner being used by Mr. Greening
for a parking lot. This matter had begin referred to the Street Coanmittee, Our City Attorney,
and Mayor Parker at the previous regular m~etin~~ for settlement. The recommendation of
the committee: r~~arding this situation was presented to the +~ity Clerk for ~eeading, in the
form of a RESOlution.
RESOLUTION N0. 102I~
Be it resolved by thQ City of Laurel that whereas a portion of Fourt~i Avenue
of the City of Laurel adjoining Main Street having been closed by the City but never
vacated ar_c~ ~aic~ closed portion having been improved by the construction of the City Jail thereon and the further construction of s3.dewalks~ ctas~bs~ and gutters and other
miscellaneous improvements and where as the City Jail having been moved to a new location
and whereas upon the moval o£ the City Jail Mr. Clay Greening having offered to purchase
said property for the sum of 2'wo Thousand and no~1r0 Dollars ($~2000,~0~ cash proroidirig
merchantable title could be liven to him, and whereas ~.t appears questionable whether
merchantable title can b~ secured for said premisesy now, therefore, be it resolved that the City Council of the City of Laurel informs Mr. Greening that his offer cannot b~ -
accept~d under its present terms, however, that the ~it~r will sell the improvements upon
said prem3.ses to him and will vacate said street portion fbr tYie sum. of 2'cAro Thousand and
no/100 dollars (~2,000.0~), with no guarantee of title to the real property, or upon the
fai_l.ure o~ Mr. Greening to accept such counter offer that he may at this option be allowed
to rent the premises from the City far the sum of thirty-five and no/100 dollars 035.00} per month,, or upon hip failure to accept either proposal that the C3.ty again assume
possession of the same and ~a.se it for public parking or arty other necessary public use.
Ee it further reso].v~d that the above proposal be submitted to Mr. Greening with hip
d~,cision re~,uPSted on or before the 19th day of Novembers 195?.
Said r~solu~ion being passed and approved this 5th day of November, 1957.

Motion was made by Ruff and seconded by Be~lanwiteh that this resolution be
appraved. Upon taking ro].1 call votes all Aldermen presents voted ttA~e11.
Resolution No. 102. did not meet with the approval. of Mr. Engebregson~ who Mated
that he had adv3.sed Mr. Greening not to pay anything at all. Mr. Rodgers stated that this

for same compensation for the improvements. The proposition was still left up to Mr. Gre~n- ing to present his answer to the City Council on the neap regular council meeting to be
held an November 19' 1957. In this connection, the City clerk was directed to try to find
out how much had been paid 3.n tars on this property since Mr. Greening his been using this.
Reports of the Chief of Po1ic~ and the Patrolmen. were presented for approval.
Motion was made by Fbersviller and seconded by Menello that these reports b~ approved.. Motion carried.
Report of the Police Judge was presented. ft was moved by Ruff and seconded by
Beslanwitch that this report be approved. Motion carried.
Libr~xy report for the month of October was presented. It w~.s moved by Ruff and seconded by Nlen~llo that this report be approved. Motion carried.
Water report for the month of September was presented. It was mooed by Ruff and
seconded by M~n~llo that this report be approved. Motion carr3.ed.

Minutes of the City Council of Laurel
City Qerk~s Water Revenue Report for the month of October was pre~~nted. It was
moved by Menello and seconded by ~'reebury that this report be approved. Motion Carried.
City Tr~asux°er~s report for the month of September was presented. Motion was made by Menello and. seconded b~ Eb~:rsviller that this report be approved.
Treasurers Financial report for the month of September was presented. I~ was
moored by Ebersviller and seconded by Beslanwitch that this report be approved. Motion
cas~ried.
Letter was mead f"rc~m the Volunteer Fire Department stating that they desired to
present the name of Waldo T. Peterson for replacement for C. 0. Boyle while he i~ on lave
from the F~.re Department. Motion was made by Ebersv3.ll~r and seconded by Ruff that this
application be approved. Marion carried.
Letter was read from M. Woad, thief o~f Polices regarding overtime pay for the
!Chief of Police and the Patro7.men. Motion was made by Menello anal seconded by Fre~bury that this matter be turned over to the Police Committee. Motion Carded.
Letter was read from f)ur Sav3.our's ~uther~.n ~hureh regarding the moving of some
debris that is located on some lots which the Church purchased from the pity. MAtion was
made by B~slanwitch and seconded by Ebersviller that the :~ng3.neers arrange: to have these
lots cleaned up for the 'Church, and asking that this be done as eheapl,y as possible. Motion Carried. It was also suggested that any expense involved would be borne by Garb~g~

It was moored by Freeburg and seconded by Rodgers that these claims b~ allowed.
Motion a~.rr~_ed.
The question of the purchase of the eight pairs of lots by A.7.ex Behm as buyer
eras discussed. The City Council after di~cus~ion of this mattex~ decided to accept NIr.
Behm~s offer of ~7,600.C?0 less al'1. improv~menta~ or in other words a payment of approx-
imately ~1'~00.00~ and Mr. Bohm to assume this years takes and all irnprovc~ments still.

The tax statements of the City of Laurel was presented to the Council. It way
moved by Rodgers and seconded by Ebersviller that these tars be referred to the Committee
on Finance. Motion Carried.
Mr. Rathbun stated that he had a petit~_on ca7.lin~ for a storm serer and paving in a ecrtain two block area, at an approximate cost of ~10~3~Q. This discusr~ion was all
decided except that Mr. Johnston of Johnston Lumber company has now reversed his okay oxz
bl_acktopping and desires that concrete be built instead.
Rathbun reported on his trip to Helena. Mr. Rathbun also reported that there
would be a meeting of the 5ewa~e Disposal Plant C}perators on November 20~ 21~ and 2?_ndry
-and suggested that thxeP men be allowed to goy at the rate of ~10.~(? per dayand expense
of these men, plus mileage. A~otion ~ra~ made by Fx~eebvey and ~~eonded b~ B~slanwitch that
the three men be allowed to go, provided that the mileage was limited to one car. Motion
carried.
Mr. Rathbun reported on the liquidated damages sittiata.on.
Qrdinance ldo. 3539 of the City of Billings Montana} ~ov~rning the pvss~ssion
1~ liquor by minord, was read. Mr. Ebersviller suggest~.d the adoption of such an ordinance
for the City of Laurels sus it is written.
After discussion., it was moved by ~'bersviller and seconded by Rodgers that an
ordinance of this kind b~ adopted, Upon taking ro11 ca1.1 vote, the vote a.s recorded as
follows.

No -Ruff, No. - Beslanwitch, abstaining,
Mayor Parker r~port~d that there was a passibility of the,~City of Laurel.,, being
names in a ~12~,000.00 damage suit by the wife and minor child of a man who was ki]J.ed
in Laurels last decemb>r while ~aorkin~ on City works but being employed by Cop Construction
Company.

Parks namely the building where the renter would liven Motion was made by BESlarYwitch
and seconded. bf Rodgers that these buildings should be re wired,, and generally regaird. so that we would be able to get another renter. Motion ~Garried.
